Russian financing to come for Hermitage's Twin towers

'We've signed a protocol on 6 march with the Sberbank, Russia's biggest bank. It's a preliminary protocol to the final financing agreement as some conditions have to be fulfilled' Emin Iskenderov said to Reuters.

Hermitage CEO couldn't get into details regarding the financing terms owing to a non-disclosure agreement.

Hermitage's scheme, which is to create 3000 jobs once delivered, benefits from a strong political support according to Emin Iskenderov.

'When the French President François Hollande was in Moscow (a few days ago), I could see that he was perfectly aware of the project & that he was favourable to it', the russian promoter said.

Can nimby appeals still be filed or does that mean these towers are finalized to be built?

If the financing is finalized in the next few weeks, it will definitely be a milestone, we can start to be fairly optimistic about the project.

There's still an ongoing procedure for several appeals. Iskenderov wants the demolition of the Damiers INFRA to happen at the end of the year, but to do so, an agreement has to be found compulsorily with the association ASL which had appealed almost a year ago. Emin Iskenderov added today that an agreement would be signed between them in late march.

There's also an appeal from the owner of the FIRST Tower (Beacon & Partners), who complains about the loss of view over the Basilique du Sacré Coeur. Though, Iskenderov admits the appeal is also 'justified' & will be sorted out rapidly.

Finally, Jean-André Lasserre (see the previous pages to know who this twit is) had also appealed last year, as usual, to serve his own political interests...

The appeals being not suspensive, the russian promoter relies on the justice which according to him, will prove him right.

In addition to it all, Iskenderov said the relocations of the last residents are going smoothly...

He told a news conference at the MIPIM trade fair in Cannes on Wednesday that former French minister Jean-Pierre Chevènement, appointed by Hollande to assess and coordinate French-Russian commercial relations, is very positive about the Hermitage Towers development. “M. Chevènement has a favourable assessment and, I should say, likes this project a lot,” Iskenderov said. Hollande himself also expressed detailed knowledge of the project during his recent trip to Moscow to meet with Russian President Vladimir Putin.

“We have signed a protocol on 6 March in Moscow with Russia's largest bank, Sberbank, which is a provisional agreement with some conditions that need to be fulfilled,” he said. “The problem that I have is that I am forbidden to reveal the conditions of this agreement.” But he noted the project, which encompasses hotels, residential and some retail space, will employ about 5,000 people during construction and accommodate around 3,000 in stable jobs once finished. “In regard to the planning we anticipate launching the project toward the end of this year with the aim of delivering it at about the end of 2018 or the start of 2019,” he added.

Philip Chaix, CEO of La Défense management company EPADESA, said Hermitage Towers has been handled exactly as the company deals with all projects, coordinating with the regional authority of Hauts de Seine and the French Ministry of the Environment. But the large component of residential space in Hermitage Towers makes it slightly different in that there is little or no pre-letting possible prior to construction start so that the financial backing has to carry the risk for longer, making assembly of the financing itself more difficult.
Iskenderov declined to repeat earlier statements that his company would provide around €700m of equity for the project.

On Wednesday, he said the "Hermitage Plaza" towers, designed by British architect Norman Foster, would be completed in late 2018 or early 2019. The plan is for towers just slightly shorter than the Eiffel Tower.
