Best Ornamented Office Search on in Halls of Justice
September 6, 2009 A MONTHLY search for the Best Ornamented Office in the Halls of Justice in Lingayen that started in June and is set to end in December this year is proving to be a good motivational activity for court employees. The Office of the Clerk of Court won the title in June while Regional Trial Court Branch 68 won in July and August. Executive Judge Georgina Hidalgo, presiding judge of Branch 68 and Judge-designate of RTC's Branch 39, initiated the contest in a bid to enhance the offices in the Halls of Justice and promote the spirit of teamwork. Alaminos public schools get computer buildings
September 6, 2009 ALAMINOS CITY–Nine more computer buildings in different elementary schools here are set to be constructed within the year as part of the city's Wireless Internet-based Governance System (WINGS) Project. The schools that will soon have a new computer building include Balayang Elementary School (ES), Dulacac ES, Landoc ES, Lucap ES, Maawi ES, Cayucay ES, Pangapisan ES, Tanaytay ES and Sta. Maria ES. Edilberto Peralta Jr., executive assistant of Mayor Hernani Braganza, said the local government has already invited prospective bidders for the construction of the buildings. The computer buildings will connect all the public elementary and high schools to the city's WINGS program, providing Internet access to students and the faculty. All of the city's 43 public elementary and high school are covered by the WINGS Project. All public high schools in the city now have broadband Internet access. "This will soon provide our school children and our teachers better access on wide range of information via the internet which was never before experienced in the city," said City Planning and Development Coordinator Roel Añonuevo. A total of about P6 million has been earmarked for the project in this year's budget. Each computer building is estimated to cost about P992,000, which will be sourced from the city's Special Education Fund (SEF). WINGS project is a major component of Braganza’s "Bright Child Program." Other components of this program include the City Expanded Scholarship Program, the City Expanded Feeding Cum Livelihood Assistance Program, and Computer Literacy Assistance Program for the city's out-of-school youth, the Inter-School Learning Activity Challenge, the City Comprehensive Sports and Youth Development Program, Health & Nutrition Development, Social Welfare Development, and Civil Registration. Lingayen villages to get service vehicles
LINGAYEN, Pangasinan — All the 32 barangays in this capital town will be given soon multi-cab service vehicles, Mayor Ernesto “Jonas” Castaneda Jr. announced. Mayor Castaneda also announced that the municipal government will provide one more multi-cab to the Lingayen police station in a bid to make it more effective in its task of maintaining peace and order in this capital town. He said that the purchase of the barangay service vehicles had been funded and approved by the muncipal council, and “we are now preparing their distribution to the barangay. “Binigyan natin ng priority itong service vehicles ng mga barangay para lalong maserbisyuhan ang mga taga barangay, kasama ang PNP na bibigyan din natin ng isa pang patrol service vehicle,” the mayor said. Castaneda said a peaceful environment in this town could mean more investors and tourists. Lingayen police chief Supt. Harris Fama told media people that the all-out support being extended to the police by Mayor Castaneda has inspired them to work hard and has boosted the morale of his men. The town’s chief executive said the municipal government is also planning to acquire two firetrucks, one loader and dump trucks. It was noted that Castaneda set a record in this premier town in the 2007 elections when he ran unopposed in the mayoral race. The people here attributed this feat to the strong leadership and competent administration of the Castanedas. "Maisan sa Barangay" winners in Pangasinan bared
LINGAYEN, Pangasinan, Sept. 6 (PNA) -- A barangay in the corn-producing town of Alcala was adjudged as winner in province-wide "Maisan sa Barangay" contest, and was awarded P2.2 million worth of projects. Barangay San Vicente, Alcala in the fifth district of Pangasinan bested all district winners in the search sponsored by the ABONO Party List group and the the provincial government headed by Governor Amado Espino Jr.. The contest was held in cooperation with the offices of First District Congressman Arthur Celeste, Fifth District Congressman Mark Cojuangco, Sixth District Congressman Conrado Estrella III and Partylist Congressman Robert Raymund Estrella Jr. The recognition and awards ceremonies for the "Maisan sa Barangay" was held at the Narciso Ramos Sports and Civic Center Gym last August 28, attended by Senator Francis Joseph "Chiz" Escudero. The winners for the district level were: Barangay Catuday of Alaminos City for the 1st District; Barangay Bongalon of Labrador for the 2nd District; Barangay Pias of Mapandan for the 3rd District; Barangay Imelda od San Jacinto for the 4th District; Barangay San Vicente of Alcala for the 5th District; and Barangay Carmay West of Rosales for the 6th District. Gina de V ready for 2010 political battle
September 6, 2009 GINA de Venecia is all psyched up for her entry into the political arena as a candidate for 4th district representative race in the May 2010 election. Gina said she is ready to face whoever will also seek the position that will be vacated by her husband, Jose de Venecia Jr., who is serving his third and last term. "Handa naman ako kahit sino ang kalaban. Ang masasabi ko lang, kung ang military ay prepared 'to rule', ang mga De Venecia naman ay prepared 'to serve'," she said hinting on her possible battle with Land Transportation chief Arturo Lomibao, a retired police general who has expressed intent to run for the same position. She referred to herself as a "modern Princess Urduja", the fabled heroin of Pangasinan during the Spanish colonization, who will be ready to play the "game of the generals". Gina, who served as president of the Congressional Spouses Foundation Inc. since her husband served as Speaker of the House of Representatives, said she is now determined to win despite her initial reluctance to join politics. Over the weekend, after speaking before various groups at their residence in Bonuan Binloc in Dagupan, she sang, "I will survive", prompting the audience to dance along. Gina said it will be her battle cry in her pursuit of politics. She, however, has yet to decide under which political party she will run following the row within the Lakas-Kabalikat ng Kampi-Christian Muslim Democrats. Her husband was among the founders of the original Lakas. "Ang partido ko partido ng panalo," she said. Congressmen's wives to run for congress in 2010
Sunday, September 6, 2009 By Liway C. Manantan-Yparraguirre DAGUPAN CITY -- More and more women, some of them are wives of politicians, are entering politics in the 2010 elections. In Pangasinan, the wives of outgoing congressmen Jose de Venecia III and Mark Cojuangco will vie for the seats that will be vacated by the outgoing lawmakers. Mrs. Gina “Manay Gina” de Venecia and Sison Mayor Carmen “Kimi” Cojuangco will run in the fourth and fifth district, respectively. Vice Governor Marlyn Primicias-Agabas, on the other hand, will seek the congressional seat for the sixth district. In San Fabian town, outgoing Mayor Mojamito Libunao’s wife Irene will seek the mayoralty post. “Maybe because women are mothers. Mothers can see the changes that are needed,” De Venecia explained. “When you are a mother, you manage your home, the finances of the family. It's a big factor when you have a mom who will that everything will be done well in a home,” she added. De Venecia is the founder of the Ina Foundation Inc., which has established several Ina Healing Centers all over the country that help mothers who lost their children. She is not new in the world of politics as her husband JDV served as Speaker of the House of Representatives for five times. In 1992, she served as president and chairperson of the Congressional Spouses Foundation Inc., which allowed her to work closely with the wives of congressmen as well as congresswomen. To other women who are entering politics, she has this to say: “Enter politics only if you really want to serve. If you just want to be popular or to get rich, don’t enter politics.” She also said that one has to be totally selfless. “You have to tell your children that you are going to share your time with the constituents because more time will be given to the constituents than to your family,” she remarked. Meanwhile, the wives of two mayors are said to also be running next year but have not yet officially declared their intentions. One will seek the post of her husband, an outgoing mayor. Dagupan's Arellano street 98% done but bottlenecks still a problem
DAGUPAN CITY, Sept. 7 (PNA) -- The upgraded Arellano street is 98 percent complete as of Aug. 31 and is now being fully used by motorists but traffic bottleneck remains a problem, especially during rush hour. Second Highway Engineering District Rodolfo Dion, who announced last week that the two percent of the work remaining to be done is on the restoration of a few portions of sidewalks, said he will ask the city government to draw up a strategy to improve vehicular flow. "Maybe, I will ask the POSO (Public Order and Safety Office) to clear the roadside of (motorized) tricycles that are parking and waiting for passengers," Dion said. He said some portions of the sidewalk are yet to be restored as right-of-way issues are still being negotiated by the Dagupan City government. Dion said he is confident that property owners who have encroached on portions of Arellano street will tear down parts of their structures in order to give way to the sidewalk on both sides of the road. “I am confident that the remaining property owners will give way to the construction of three-meter side walks in front of their establishments or residential houses as many others already sacrificed before them,” he said. Costing P36 million, the upgraded Arellano street is 800 meters long and 12.10 meters wide, excluding three-meter sidewalk on both sides. The road was raised by 18 centimeters, which is above the flood level in that area. Undertaken by the contractor BMK Construction, it is considered as the biggest pump-priming project of the Department of Public Works and Highways in Dagupan this year. Sta. Barbara still hopes town will host airport

BARBARA – The mayor of this town said he and his constituents will only stop their bid to have an international airport if the P2.3 billion government appropriation for an airport in Alaminos City is included in the General Appropriation Act. Mayor Reynaldo Velasco reacted to the statements of Eng. Eduardo Garcia, project development officer of the city government of Alaminos, that the hotly contested air facility in his town was already a done deal. “Iyan ang sinasabi ng kanilang City Planning Officer. But that is not what the (ATO) Air Transportation Office says. ATO says Sta. Barbara is better,” said. Garcia declared in an earlier interview with Northern Watch that the construction of a P21-million 4.5-kilometer access road to the airport will start sometime in October this year after the Philips Technical Consultant Corp. identified the Sabangan-Pandan-Telbang site as the most viable venue for the P2.3 billion airport. The mayor refuted Garcia’s observation that his town was not ideal for the airport as it is covered by a 24-kilometer operational aerodome of a pilot training airstrip in the town of Lingayen. Former provincial administrator and this town’s administrator Albertini de Guzman laughed at Garcia’s pronouncement. He explained that Alaminos is the one covered by the operational aerodome, while this town is beyond it. “How can they cite a 24-aerodome where Clark (International Airport) and NAIA (Ninoy Aquino International Airport) have a pilot training facilities within their premises?” he posed. Velasco rebutted Garcia statement that this town is flood-prone and thus not ideal for an airport. “Barangay Leet (site of the proposed airport) has never been flooded. Only (barangays) Maningding and Banaoang. Pero hindi na rin sila ngayon flooded,” he said. Velasco said what the city engineer of Alaminos was talking about was a pre-feasibility study, and not even a feasibility study. Velasco continued that there will be no civil works to start soon in Alaminos because it has no appropriation. He added that in case his airport project here cannot be included in the General Appropriation Act, it is fine for him since he can source its funding from private sector. Vatican accepts resignation of Cruz
THE VATICAN has approved the resignation of Lingayen-Dagupan Archbishop and former Catholic Bishops’ Conference of the Philippines (CBCP) president Oscar V. Cruz. In a letter addressed to Monsignor Pedro C. Quitorio III of the CBCP, papal nuncio Edward Joseph Adams said Pope Benedict XVI has accepted Mr. Cruz’s resignation and has assigned Bishop Socrates B. Villegas of Bataan to take over the post. Mr. Villegas would be elevated to the rank of archbishop once he takes over the leadership of the diocese of Lingayen-Dagupan and will be the youngest archbishop in the country. No date has been announced on the installation of Mr. Villegas as Lingayen-Dagupan archbishop. Mr. Cruz, who has sought early retirement, first submitted his resignation in 2007. Mr. Cruz is turning 75 this year, the retirement age for bishops. "If I were to be asked what other immediate things come to my mind: first, I am very proud of my clergy and second, I am very happy with my forthcoming successor Archbishop Socrates Villegas whom I know to be a man of integrity and competence," said Mr. Cruz in an interview. Mr. Cruz was appointed archbishop of Lingayen-Dagupan in 1991. He was CBCP president in 1995-1999. Messrs. DFA to conduct Mobile Passport Service in Alaminos City, Pangasinan
ALAMINOS CITY, Sept. 8 (PNA) -- The Department of Foreign Affairs (DFA) will conduct its Mobile Passport Service (MPS) on October 10 here to cater to 800 passport applicants from the first district of the province. The activity will be held at the Don Leopoldo Sison Auditorium (DLSA), according to City Councilor Carolyn Dizon-Sison, over-all passport coordinator. The MPS will be sponsored by Sr. Provincial Board Member Danilo B. Dizon to reach out and assist people of the first district of the province who can not go to the DFA regional office in San Fernando City, La Union. The activity will be held in coordination with the office of Alaminos City Mayor Hernani A. Braganza and the Office of Gov. Amado T. Espino Jr. Dizon urged his districtmates to avail of the second mobile passport processing conducted in the city this year. “We are again looking forward on this very noble outreach program of DFA to bring government service closer to our districtmates,” added Dizon. Passport application forms are available at the office of Senior Board Member Dizon, office of City Councilor Sison and at the city information office. The mobile passport fee costs P750 but applicants are required to pay another P100 for the delivery of their processed passport through LBC so they will no longer be visiting the regional consular office in San Fernando City, La Union. hmmm bakit sa Alaminos pa.....pwede naman sa Lingayen (suhestiyon ko lang)...since nag i-ssue na din sila ng OEC or Balik Manggagawa certificates di ba......at least isang place na lang at mas madaling puntahan pa ang Capitolyo ng Pangasinan....
