Bued Bridge reopened

TRAVEL time to Baguio is now back to normal with the opening Thursday of Bued Bridge at the boundary between La Union and Pangasinan.

Victory Liner Bus Company is dispatching buses plying the Manila-Baguio route every 20 minutes with travel time back to pre-Pepeng five hours.

A seven-hour trip was pegged for regular bus trips while the five-hour journey was estimated for De Lux bus trips, which have five trips in a day.

The Bued Bridge, part of the national highway that links Pangasinan to La Union and the Ilocos provinces, is now passable to light vehicles on a one way lane, said Assistant Regional Director Neri Bueno.

Bueno said the bridge was made passable by installing bailey panels so light vehicles can pass through.

He said because of the partial opening of the bridge, travel time to the city will also be cut.

Typhoon Pepeng destroyed the bridge bringing damage to P80 million and for the region P606.662 million, "Vehicles have to pass slowly, but it will ease traffic just the same," Bueno added.

The Department of Public Works and Highways (DPWH) was able to open all roads leading to the city as early as October 13, just four days after the typhoon closed all roads to the city.

"This is to disprove rumors that roads leading to the city are unsafe," said Roy Manao officer-in-charge of the DPWH.

Manao said that "life has come back to normal here and tourists are again flocking the city.” (Maria Elena Catajan)

Velasco named outstanding JC Int’l senator

Journalist Melandrew T. Velasco of Dagupan City was among the eight JCI (Junior Chamber International) Senators conferred with the 2009 JCISP Golden Awards by the JCI Senate Philippines.

Velasco was awarded for his works in media and literature.

Velasco, a U.P. Diliman College of Mass Communications graduate, was recognized by the JCI Senate Philippines "for his excellent and exemplary achievements in the fields of media and literature having authored seven historical biographies mostly on the exemplary lives of the family members and that of former President Fidel V. Ramos, thus enriching Philippine history and literature as lasting gifts to the future generations of Filipinos."

Last year, he served as JCISP national chairman of The Outstanding Filipino Physicians (TOFP) awards and in 2007 as editor of the JCI Senator, the official publication of JCI Senate Philippines.

A product of the public educational system, he earned his primary schooling at the Binmaley Central School in Pangasinan. For six years, he was a consistent outstanding seminarian at the Mary Help of Christians Seminary in Binmaley and Christ the King Mission College Seminary in Quezon City.

CdD students win regional contest

November 2, 2009

COLEGIO de Dagupan (CdD) students came home as champions from the 20th National Statistics Office Regional Statistics Quiz Show held Oct. 27 in San Fernando City, La Union.

The winning CdD team was composed of Jeffer Maduro, BSEd 4th year, Perry Lamsen, BSECE 4th year and Mark Benavente, BSECE 5th year.

CdD has consistently been placing first in the annual contest since 2002, except last year when it lost to Pangasinan State University (PSU-Lingayen).

The team was coached by Engr. Roderick Cabaña and Sharon Oviedo, members of the school's mathematics faculty.

Zero crime rate reported

LINGAYEN–No crime was recorded in Pangasinan for three days immediately following the onslaught of typhoon Pepeng on Oct. 9, the provincial police said.

Sr. Supt. Percival Barba, police provincial director, said the police chiefs in the 44 towns and four cities all reported zero crime in the aftermath of the typhoon that devastated eastern and central parts of the province.

Only flood-related incidents such as drowning, missing persons and electrocution were reported.

“Unlike in Metro Manila and in some heavily-flooded areas in nearby provinces when Typhoon Ondoy struck one week ahead of Pepeng, Pangasineneses didn’t experience looting,” Barba said.

DAMAGES

Meanwhile, Barba also reported that the typhoon left the provincial police force with damaged 15 patrol vehicles, four motorcycles, computers and other office equipment as several police stations, too, went under floodwater.

Barba said the force coped with its patrols through the use of some of the police officers’ personal cars for and mayors provided funds for the immediate repair of the affected vehicles.

“The bayanihan spirit among policemen is very much alive," said Barba,

De Venecia medical missions move to San Fabian

AFTER completing daily dental and medical missions in Mangaldan and Dagupan City, the three mobile clinics of 4th District Rep. Jose de Venecia Jr. and wife Gina proceeded to San Fabian for their next mission.

The medical teams have been working daily to respond to the medical needs of the typhoon victims in the aftermath of the flood that hit the province two weeks ago.

In the morning October 29, free dental and health services were made available to residents of Barangay Lekep- Butao, then at Gina’s own Barangay Bolasi.

The dental and health missions will be in Barangay Tokok and Barangay Binday on November 3.

On November 4, the mission will proceed to Barangay Cayanga and in Barangay Sahgud Baley.

Barangay Tempra-Guilig will host the dental and health mission in the morning of November 5 and in Sobol in the afternoon, to be followed by Nibaliw Vidal in the morning of November 6 and Mabilao in the afternoon.

Residents who want to avail of the dental and medical mission are advised to go to their respective barangays to register and verify the health program's schedule in their communities.

After San Fabian, the mission will move to San Jacinto, then Manaoag.—LM

History does not repeat itself. But we must know the history to understand the future.

The history of Pozorrubio could also be known by way of looking back at the significant existing markers or places and studying the story behind it. These historical markers are as follows:

The improvement and the new – look of the Municipal Hall was made possible during the term of Mayor Artemio Q. Chan. It is located within the Original “cuatro calles pueblo” of Pozorrubio. It was surrounded by what we now call Caballero St. Penoy St. Sison St., and Rizal St.

The old Municipal Building (Gumaca Type) was built during the Administration of Don Florentino Magno (1922-1928).

In 1939 the foundation of a small church called “visita Y Ermita in Barrio Claris were laid down which was later finished in 1842. Spanish priests from San Jacinto used to come to officiate / say masses.

When Pozorrubio became an independent town on January 13, 1870, and became an independent parish, a temporary church (the first one) was built in the areas site at Cablong (now the town proper) after it was transferred from the original site at Claris now barrio Amagbagan). The new church was blessed on July 26, 1879 by Fr. Julian Lopez. Sta Filomena was chosen its patroness.

Villegas takes over Diocese November 4

SECURITY will be tight in Dagupan when some 500 dignitaries, including high-ranking Catholic Church officials, flock to the city to witness the canonical installation of Bishop Socrates Villegas as archbishop of Lingayen-Dagupan on November 4.

Villegas, 49, former bishop of Balanga in Bataan, succeeds Archbishop Oscar Cruz whose retirement at the age of 75 was accepted September 8 this year by the Holy See.

The canonical installation rites, slated at the St. John the Evangelist Metropolitan Cathedral on Burgos Street, will be held at 9:00 a.m.

Cruz assumed as archbishop of Lingayen-Dagupan in August 1991, replacing then Archbishop Federico Limon.

Archbishop Villegas will be the youngest archbishop in the country. Prior to his post in Balanga, he was auxiliary bishop during the reign of Manila Archbishop Jaime Cardinal Sin.

Police Provincial Director Percival Barba said an elaborate security plan for dignitaries and all those attending the rites are in place for the installation rites.

REROUTING PLANS

A rerouting plan will be implemented that day by the Public Order and Safety Office (POSO) in Dagupan.

Burgos-Jovellanos Streets and Burgos-Bonifacio Streets as well as Zamora Street will be temporarily closed from 9:00-9:30 a.m. to give way to the procession of the entourage of Villegas from the Archbishop's palace down to the Old Cathedral.

While the installation rite is ongoing, motorists along A.B. Fernandez Avenue will have to turn left on Rizal Street towards Perez Boulevard.

Westbound vehicles will have to proceed to AB Fernandez West, then left to Careenan Street towards Sec. Francisco Duque St., then to Burgos Extension in Tapuac.

Private vehicles are advised to take the Dawel-Pantal-Lucao Diversion Road.

There will be one-way traffic on a portion of AB Fernandez Avenue leading to Galvan Street and towards Zamora Street; and from the corner of Careenan Street towards Bonifacio Street; from corner of Sec. Francisco Duque Street-Careenan Street towards Tapuac; from the corner of Zamora-Jovellanos Streets towards Burgos.

Other one-way and two-way streets as provided in City Ordinance 1748-2002 will stay.

Designated parking areas are ABFA-Zamora Streets up to Jovellanos Street (east side only), St. John Cathedral School Compound, Rivera Street up to Rizal Street (south side only), single lane parking from Burgos Street (Lim Pan) to Burgos Street-Perez Boulevard (west and eastside), and along Bonifacio Street (south side only), single lane parking from AB Fernandez Avenue-Zamora Street from Babaliwan Area (north and south side), West Central Elementary School Compound, City Plaza, Poolside Compound, west and east side of Burgos Extension and north side of Jovellanos Street.

Mayor Alipio Fernandez Jr. has also instructed the city police and the POSO to ensure maximum security to the people attending Villegas' installation rite.—LM

Pangasinan peaceful and orderly during "Undas"

LINGAYEN, Pangasinan, Nov. 2 (PNA) — The province of Pangasinan remained generally peaceful and orderly during the observance of “Undas” (All Saint's Day) and All Soul's Day, today, nor was there any vehicular accident that happened, according to Provincial Director Sr. Supt. Percival Barba.

He credited this to the help extended by the police’s force multipliers, among them members of different communication groups, including those of the Barangay Peace-keeping Action Teams (BPATs) which were mobilized to help lawmen maintain peace and order and direct traffic.

The only incident that happened was a case of frustrated homicide in Alcala town caused by drunkenness whose suspect was, however, identified and is now the object of an intensive manhunt.

He said there was neither any case of theft and robbery recorded throughout the observance of “Undas”

He said the PNP really prepared for “Undas” to protect the people visiting their loved ones in different cemeteries to ensure that every one would be secure.

Among those keenly monitored by force multipliers and BPATs were the four routes leading to Pangasinan and the whole Northern Luzon, to prevent a bumper-to-bumper traffic among vehicles going to the north.

Barba went around on Sunday to personally see the situation and was impressed with the generally peaceful atmosphere, including the smooth flow of traffic (PNA)

Rehab of flood-stricken Pangasinan in full swing

LINGAYEN, Pangasinan — Rehabilitation efforts for the 34 towns and three cities in Pangasinan that were severely affected by the recent devastating flood is now in full swing.

This was announced Sunday by Pangasinan Gov. Amado T. Espino Jr. before members of the local media during the regular Lingguhang Talakayan sa Kapitolyo as he expressed his sympathy to those who lost their properties at the height of the typhoon especially to the families of the 62 casualties and further stressed that the province is set to provide them financial aid.

With a bulging P9.5 billion cost of damages, the governor said that the province through the Provincial Disaster Coordinating Council (PDCC) has already submitted the report of damages to the office of Executive Secretary Eduardo Ermita, National Disaster Coordinating Council (NDCC), and other concerned agencies like the Department of Agriculture (DA) and Department of Public Works and Highways (DPWH).

The province, according to the governor, has already started the rehabilitation works of the Ambayaoan Bridge in San Nicolas town which was damaged by the strong water current that came from Agno River.

Setting up of embankments on the dike that connects to the said bridge will follow, although that bridge is now passable, he said.

“This immediate response made by the province has helped 18 barangays in San Nicolas where 62 percent of its populace lives on the other side of the bridge,” he disclosed.

The governor also said that the rehabilitation move has already been done in some of the damaged dikes and roads in cooperation with the district engineers of the concerned agencies.

On relief operations, Espino said that about 48,600 families have already availed of relief goods from the province that include medicines.

Distribution of goods is continuous with the support of other entities like the Department of Social Welfare and Development (DSWD), ABS-CBN Sagip Kapamilya and other non-government or civic-oriented organizations.

Possible ways to assist the Pangasinan farmers who are severely affected by the deluge will also be taken into consideration to primarily help them recover from losses in harvests, he said.

Meanwhile, the governor clarified the issue stating that “he is blaming the San Roque Power Corporation for the heavy flooding in Pangasinan during the height of the Pepeng.”

“I have never finger-pointed the San Roque Dam as the cause of the massive flooding,” he stressed, as he added that he was just after the main culprit running the dam.

According to him, he is just concerned with the welfare of the entire province. “My job as a governor is to protect lives and properties of the people of Pangasinan and I don’t give a damn if the dam stays there as long as there will be no loss of lives and properties,” he added.

Pangasinan Brotherhood ships relief to typhoon victims

Nike hosts typhoon benefit


LOS ANGELES – More than 400 balikbayan boxes fi lled with clothes, canned food and medical supplies are on its way to the Philippines to help the victims of the worst typhoon in the country’s history.

The boxes, stuffed the inside of a Forex 20-foot long shipment cargo container, were organized by the US-based Fil-Am organization Pangasinan Brotherhood, Philippine Emergency Disaster Relief Operation (PEDRO), and Forex, and will be received for distribution by the Pangasinan Association of the Court of Social Workers.

"We are proud of sending these boxes for the benefit of our people," said former Pangasinan Brotherhood President Ads Diaz, outside of the Forex warehouse in Los Angeles. "They were terribly hit hard by the typhoon. Most of East Pangasinan was underwater."

"This is a tremendous showing in the community and this is just an initial shipment," added Bing De La Vega of PEDRO. "We are arranging three more of these filled cargo containers to send to the Philippines."

Filipinos in Texas, San Francisco, Ohio, and Las Vegas donated many of the balikbayan boxes in this first shipment, said Angie De Los Reyes of Forex.
As people rebuild their lives in the Philippines, Filipinos in the US are donating and contributing as much as they can for the typhoon victims but that may not be enough.

PEDRO Chairman Gil Mislang said the next step is to gather mainstream organizations to help with the typhoon relief.

Mislang said in the next coming weeks, he’ll be approaching Home Depot and Lowe’s and see if they can donate to the cause.

"The problem in the Philippines is that the homes don’t have the infrastructure to withstand a typhoon," he said. "Maybe these companies can help rebuild the Philippines to more modern trends."

Mislang also said FilAm professionals would be great assets in the rebuilding of the Philippines. He’s asking them to actively participate in the cause.
"There are so many Filipinos here in the US who’ve done so well – as engineers, real estate construction, and in waste management – who would be great advisors in the rebuilding of the Philippines," he said. Nike – Act Now

The largest sportswear and equipment supplier Nike held their own benefit event for the typhoon victims in Hollywood last October 28.

Called Act Now, the event was held at the Nike Montalban Theatre and brought together a collection of artists including singer Frankie J, Fil-Am rappers Roscoe Umali and Bambu, Hip-Hop group the Far East Movement and DJ’s MysterE, Icy Ice, Turbulence, among other performers.

The Act Now event targeted the younger FilAm generation to be more aware and contribute to the typhoon victims.

"It’s important to get the younger generation involved in this effort," said Renina Ghonda, one of the event organizers. "I think many of the people in attendance know what’s going on but not the severity of it. Many of them were touched when we played a slideshow of the damages and all of the displaced people."

"We need to keep the momentum of giving going," said Umali. "We need more people to contribute and continue to give to the cause."

Aside from the performances, the event was a sports collectors dream. Nike raffled off the shoes Kobe Bryant wore on the first game of the NBA season and with his signature. They also raffled off a pair of hard-to-find Manny Pacquiao "Lights Out" shoes, an XBOX 360 game console, and Team USA Olympic jerseys.

Dredging continues but flooding can't be stopped

DREDGING of rivers continues daily in Dagupan but city officials believe this does little to mitigate floods when heavy rains fall again.

The dredging is seen to at least help in hastening the return to the sea of water that spilled inland during every tidal rise, according to City Administrator Alvin Fernandez.

Fernandez last week invited newsmen to Barangay Salapingao where the dredging machine is currently at work. The material it recovers is being used to fill and elevate the premises of the Salapingao Elementary School.

Prior to Salapingao, the machine was used in Tocok, Carael.

Fernandez said the dredging machine, bought by the past administration and was left idle for a long period, is now being put to its optimum use.

The city is also set to buy a floating backhoe to be used in the shallow rivers to complement the work of the dredging machine.

These equipment put together will accelerate the dredging work in the city's rivers and minimize prolonged flooding in the city's residential and commercial areas, he said.

The daily rise of tide in the city continues to exact serious damage to properties and business operations of businessmen in the city.

Several establishments in Dagupan's downtown area already resort to generator sets daily to flush out tidal waters from the adjacent Pantal River.

To cope with the daily rise of tide, Vice Mayor Belen Fernandez has called on affected business establishments to raise their ground floor.

“We continue to dredge our rivers although we know that flood cannot be prevented anymore because of global warming that brought about climate change,” City Administrator Fernandez said during the Kapisanan ng mga Brodkasters sa Pilipinas Forum.

“It is very, very important to understand that dredging will not stop the flooding because the flood in Dagupan is now caused by the rising flood level due to daily high tide," Fernandez stressed, as he pointed out anew that Dagupan is one meter below sea level.

At present, he said, the lowest level of high tide in Dagupan today was the actual highest level of high tide in the city some years ago. He attributed this to global warming.—LM
