Pangasinan provincial library observes 85th year
Dagupan City - The Provincial Library is now housed in a newly-refurbished structure located right across the renovated Capitol Resort Hotel at the provincial Capitol compound in Lingayen town. The library now has 12 new computer units with Internet connections in addition to the five old computer units earlier acquired. Governor Amado T. Espino, Jr. yesterday led the turn-over of books and other reading materials to the Provincial Library donated by Glamorfe Vila-Olay, an alumna of the Pangasinan National High School (PNHS) and now based in the United States. Lolita T. delos Santos, Asst. Provincial Librarian, said that the influx of book donations started after the governor tapped the support of the PNHS Alumni Association members during the school’s Centennial celebration last year and encouraged them to help the provincial government in its crusade to upgrade the quality of education in Pangasinan which is one of the priority programs of the provincial administration. Delos Santos also said that as of last month, collection of books increased from 7,092 to 10,989. More donations are expected to arrive this year. "Aside from the yearly acquisitions of reading materials made by the office, sources of collection came from donors, mostly friends of the governor and from the National Library of the Philippines," she stated. The Provincial Library is celebrating its 85th anniversary this month. It was established in June 1924. A series of activities will be conducted starting June 9 as part of the celebration such as story telling sessions for public school children, book donation drive and an open house book display featuring its latest acquisitions and special collections. Donations for ‘Emong’ victims pour in

THANK YOU Various organizations, local businesses, benevolent individuals and friends of Alaminos continue to extend help to the victims of typhoon ‘Emong’ in the city. ![]() Quickly coming to the aid of city with donations of food, medicines, construction materials, clothing, money and other essentials were Metropolitan Manila Development Authority (MMDA), Junior Chamber International (JCI) Manila, NEPO Mart, Board Member Danilo B. Dizon, CSI-Alaminos, JCI-Hundred Islands, The Church of Jesus Christ of Latter Day Saint, Lions Club of Hundred Islands and A-100. One thousand pieces of galvanize iron (GI) sheets from MMDA recently arrived here, according to city administrator Wilmer Panabang. ![]() Few weeks ago Secretary Bayani Fernando brought to the city the MMDA’s heavy equipment, emergency response team and clearing operations personnel to support the city government’s ongoing efforts to help Alaminians. The MMDA chair and Mayor Hernani A. Braganza also personally visited the heavily affected communities and schools to supervise the operations of MMDA personnel and that of the Task Force Bayanihan. ![]() Braganza earlier re-activated said Task Force Bayanihan, which was created last year after the powerful typhoon Cosme battered the city, to speed up the rehabilitation, reconstruction and rebuilding processes in the heavily affected barangays here. Task Force Bayanihan is composed of different of volunteer groups like the radio communication, reservists and barangay officials including the city’s lawmen and personnel of the city general services office, public order and safety office, city cooperative office, youth leaders, and city engineering office. ![]() Former city councilor and now out-going provincial board member Danilo B. Dizon likewise started its own relief efforts to help the city government provide the needed food supplies to their citymates. Officers of JCI Manila through its Oplan Damayan, a year-round outreach project for calamity affected areas in the country, distributed relief goods, clothes, blankets, kitchen utensils and bottled water to at least 100 families in barangay Inerangan. The said barangay, being one of 10 villages pummeled by the recent typhoon, was chosen as the recipient of JCI Manila’s donations that worth more than P 50, 000. ![]() Newly created JCI-Hundred Islands added 50 packs of grocery items to the homeless residents here headed by Councilors Carol Dizon-Sison and Earl James Aquino. Nepo Mart of Juan D. Nepumuceno & Sons Incorporated recently handed a check worth P 50, 000 to the city government. Last year, Nepo Mart also donated the same amount for the victims of typhoon Cosme. The city government likewise received 100 gift checks worth P 1,000 each from CSI-Alaminos owned by Dagupan City Vice Mayor Belen Fernandez. While, the Church of Jesus Christ of Latter Day Saint in Alaminos turned-over 10 rolls of tarpaulin which will be used as makeshift tent or temporary shelter. Leaders of said congregation also distributed 150 hygiene kits, relief goods, and tarpaulin among their affected members. Officers and members of the Lions Club of Hundred Islands and A-100 help in the conduct of city-wide medical missions spearheaded by the city health office. The Kiwanis Clubs of Hundred Islands and Alaminos City are set to conduct simultaneous feeding program and distribute grocery items and iodized salt for typhoon victims in Brgy. Cayucay on Saturday, June 6. In the wake of typhoon ‘Emong’ the national government through the MMDA, Partylist Representative Leonardo Montemayor, Senator Manuel Villar, DSWD, Makati Mayor Jejomar Binay, and Fil-Chinese Chamber of Commerce & Industry-Pangasinan Chapter, were tremendously helpful in providing for the needs affected city residents. In addition, PLDT-SMART Foundation of Chairman Manny V. Pangilinan, through its representatives, have also handed over 100 pieces of gift checks worth of P 1,000 each to Mayor Braganza which was distributed to 100 most affected families in the city. Braganza cited the different organization, leaders and benevolent entities for all their donations, gifts and contributions to the city. “We are really grateful for their generosity, he added. We highly appreciate their concern and swift action.” “The city government will always remember their compassion and act kindness that not just touch but more importantly rebuild the lives of our dear kabaleyans,” he added. The mayor disclosed that the need will continue to be great in the city as well as the nearby towns of Bani, Anda and Bolinao in the first district. “Thousands of our citymates and districtmates are still homeless, some are still dependent upon the food and other assistance given to them to survive each day of these trying times,” he stressed. “We will continue to knock on the doors of benevolent organizations and friends to support us in helping our citymates and districtmates get back on their feet”. Braganza also thanked the valuable assistance and the sacrifices made by of the members of the Task Force Bayanihan and city government employees who volunteered in the reconstruction and rehabilitation of schools, chapels, and houses including evacuation centers and the distribution of construction materials in the communities. He said many of the city employees were affected and some were homeless and yet they are extending help to other who suffered most from the typhoon’s wrath. Around 12,533 or approximately 63 % of the 17, 821 families in the city were affected by said typhoon. More than 3, 000 houses were totally destroyed and another 4, 000 dwellings were partially damaged. Cenpelco boosts power service
MANGATAREM–The Central Pangasinan Electric Cooperative (Cenpelco) will start operating a new sub-station here this month to boost the supply of power in the towns of Mangatarem and Aguilar. Cenpelco Director Alma Banaga said the project will stabilize power supply to 220 volts and finally end problems of fluctuating power voltage that caused damage to household appliances. Banaga, who worked for the immediate energization of the power station, admitted that power supply in the area had been fluctuating from 160 to 220 volts. Negotiations for the right-of-way of the supply line are being ironed out to pave the way for the clearing of obstructions that could adversely affect transmission lines. "We are now 99 percent on this endeavor," said Banaga. Alliance of Pangasinan LGUs receives CIDA funding
MANILA — The Canadian International Development Agency (CIDA) has named the One Pangasinan Alliance (OPAL) as a project partner in the local government units of Pangasinan province and has extended funds for the group, it was learned. The designation meant that OPAL will implement what is known as the Local Level Component Activities of the Local Government Support Program for Local Economic Development (LGSP-LED) of the Canadian Executing Agency (CEA). It will work together with the Department of Interior and Local Government (DILG). OPAL, headed by Alaminos City Mayor Hernani Braganza, did not disclose the amount of funding received. The CIDA-funded LGSP-LED, an eight-year collaboration of the governments of Canada and the Philippines, is scheduled to be launched in Alaminos City this month. According to Braganza, lead convenor, the project aims to help reduce poverty by strengthening capacity for local governance and providing support for local economic development in OPAL area. Providing OPAL the much-needed technical assistance and support to implement the LGSP-LED project is the non-governmental organization, La Liga Policy Institute (LLPI), which was organized in 2000 by a group of social reformers with extensive experience in government, civil society and private sector work. OPAL members pooled their resources, combined capacities and complemented comparative advantages, and shared lessons and experiences for local economic development, said Braganza, a former secretary of the Department of Agrarian Reform (DAR). OPAL’s other members and their respective municipalities are Agno Mayor Joel N. Pajeta, Anda Mayor Nestor B. Pulido, Bani Mayor Marcelo E. Navarro, Jr. , Burgos Mayor Domingo A. 164 city scholars for 2009 - 2010
Education remains to be one of the best gifts one can give to the children, the youth. ![]() Mayor Hernani A. Braganza knows this by heart as evidenced by his administration’s conceptualization and realization of the City Comprehensive Scholarship Program (CESP). Yesterday, Braganza awarded the scholarship to 45 poor but intelligent students of the city for school year 2009-2010. This increases the number of city government’s scholars to 164 to date. With him during the simple ceremony honoring the scholars which was held at the City Hall grounds were Dr. Oscar C. Tadeo, the newly installed Alaminos City Division chief, education supervisors, high school principals and some department heads. ![]() I congratulate the 45 scholars, the 3rd batch of scholars of the city of Alaminos, who were given the golden opportunity to study in college and take any course anywhere in the country for free, said Braganza in his speech. “To our beloved scholars, please be patient and work doubly hard to complete your studies, he added. Coupled with your prayers and the guidance of your beloved parents, I’m certain that you will succeed in your chosen field of endeavor.” ![]() The mayor also praised the parents for their guidance, love and support for their children them to finish their primary and secondary education. Of the 45 city scholars this year, five of them are recipients of a full scholarship worth P 78, 600.The remaining forty incoming college freshmen students will get P 58,950 or half-scholarship. Under the CESP, 75% and 25% scholars, as determined by the city school board, will likewise receive P 39, 300 and P19, 650 per school year. Binmaley, Pangasinan distributes 16,000 school bags to kids
BINMALEY -- Some 16,000 school bags were distributed on Thursday by the municipal government to all pupils and students in public elementary and high schools in Binmaley as part of the program "Simpleng Alay sa mga Mag-aaral" (SAM) of the municipal government. Mayor Simplicio Rosario said SAM, which is now going on for the last four year, is his and the municipal government’s commitment to enhance education among pupils and students, especially from poor families. Rosario was accompanied by Vice Mayor Pedro Merrera Jr. and some members of the municipal council in making the initial distribution in San Isidro Sur Elementary School and in Dulag National High School on Thursday morning. Each school bag contains eight note books, one paper pad, one ball pen, one pencil and one T-shirt. Rosario said SAM was put up with a modest budget from the municipal government so that parents of pupils and students will no longer burden themselves of buying these items at the start of the school year. “It’s a modest way of helping parents during the opening of school year who we know are forced to spend a lot so that their children will be prepared in going to school,” he said. When he launched SAM in 2005, the mayor said he thought of lightening the burden of parents in sending their children to elementary and high school, which is free under the country’s education system. Apart from SAM, Rosario has 30 scholars in college. Rosario also said that as per report of school principals in Binmaley, there was noticeably increase of enrollment in both elementary and high school. UL cited for being RP's drum and bugle champ
THE University of Luzon (UL) received a citation last week from the Dagupan Sangguniang Panglungsod for winning the grand championship in the recent National Confederation of Drug and Bugle Corps of the Philippines competition. UL president Mac-Arthur Samson accepted the citation contained in Resolution No. 6367-2009. "The victory of the University of Luzon Drum and Bugle Corps brought honor and prestige not only to the school but also to the city of Dagupan,” the resolution reads. Aside from winning the grand championship, the UL Drum and Bugle Corps also bagged awards for being the "most disciplined" and also for "being best in uniform". The competition, participated in by other highly-rated drum and bugle corps in the country, was held at the Quirino Grand stand on Rizal Park in Manila. Pangasinan assured stronger ties with China
By Leonardo V. Micua LINGAYEN, Pangasinan -- The Chinese consulate based in Laoag City has assured it will do its best to help the province of Pangasinan to have stronger ties with China. Newly designated Chinese Consul Tian Qixiang, together with Vice-Consul Lu Pinrou, assured that China will extend its cooperation in trade and several fields during his courtesy call on Governor Espino at the Capitol on Wednesday. Espino, who warmly welcomed the visitors, said Pangasinan will now pursue its plan to have a sisterhood relation with Sichuan, a Chinese province. The plan was hatched a year ago when the previous Chinese consul based in Laoag also visited the province, Espino said. “You have seen what we lacked here in the province, especially support facilities, even for our hospitals including our agriculture industry and our sports programs," Espino told the Chinese visitors, who were treated to an hour audio-visual presentation about Pangasinan. The governor expressed confidence that the province will benefit much as a result of its partnership with China. According to the consul, they came to Pangasinan to look for common areas and interest where they can explore to promote better friendship and cooperation between China and Pangasinan. Stressing that he just assumed the consulate post a month ago, Tian said that the two parties (China and Pangasinan) ought to know each other better as he also invited Espino and other Pangasinan officials to visit Sichuan province in China. The consul noted that Pangasinan has a very good agricultural land, whereas China has a very good technology in this field, pointing out that this is one area where they could cooperate and benefit from. “We should tell them what we need, what we want from them, and they will be the ones who will find out how they could help us. Their technology in agriculture, mining, fisheries and sports, are the ones I could ask them to extend to us," Espino said in a news conference after the Chinese visitors left on their way to various development sites in Pangasinan. In a meeting with Espino and other officials, Consul Tian remarked: "I have seen the vast transformation of your province under the leadership of your honorable governor in a very short period and I think that is the reason why the people of Pangasinan love the governor." Calvo bridge finished

Manantan-Yparraguirre BAYAMBANG -- It was a big relief to residents both of Bayambang and Bautista as the Calvo bridge linking the two towns at the third district of Pangasinan was finally completed. It is a vital link between Central Pangasinan and the fifth district of the province. Third district Representative Rachel Arenas led the soft opening ceremony last Wednesday morning. She was joined by Pangasinan Sub-district Assistant Engineer Marieta Mendoza and Bayambang Mayor Ricardo Camacho. "They're only doing a soft opening because we want President Gloria Macapagal-Arroyo for the formal opening. But I haven't asked her yet as she's very busy," Arenas said. "We want the bridge to be opened already for the people to use," she added. Arenas will be joining Arroyo's entourage to Japan. The width of the roadway is 7.32 linear meters and that of the sidewalk is 1.20 meters. Groundwork started on August 2007. Arenas said construction of the bridge reached P77.5 million. The P2.5 million remaining is yet to be released. The fund came from the Department of Public Works and Highways (DPWH) through the congressional initiative of the lawmaker. Rehabilitation work on the Calvo bridge started before the 2007 elections. "This should not be done because there are no funds. It was bidded out without a Special Allotment and Release Orders (Saro)," Arenas explained. The rehabilitation project was cancelled but later she submitted another project funding proposal to DPWH and asked for fresh funds. The first release was P55 million, the second was P20 million with the remaining P2.5 million forthcoming. The Calvo bridge was Arenas's first major priority infrastructure project. The first major repair on the Calvo bridge was in 1986. Next was in 1990 after the strong earthquake that hit Dagupan City and other areas affected two spans of the bridge. When I was in high school, our school's drum and lyre trainer was a member of the UL Drum and Bugle Corps. During our time, 1993 to 1997, our school's band was the consistent champion in the PRISAA drum and lyre competition.

SM City Rosales observes week-long Independence Day

Micua ROSALES, Pangasinan -- SM City Rosales, the newest commercial mall in Pangasinan, will take part in the coming celebration of Independence Day with week-long activities slated from June 8 to 14. The activities seek not only to remember and reminisce the historical chapter of the Filipino's past but also to entertain and give light to Filipinos in savoring the significance of the holiday season On June 8 to June 14, from Monday to Sunday, there would be a Literary exposition to be performed by the art group called Anacbanua (child of the sun), which seeks to showcase Pangasinan Poetry and Essays slated from 10:00 a.m. to 9:00 p.m. daily at the mall's Event Center. On June 9, Tuesday, the Rosales Marching Band Exhibition will showcase their talents at 1:30 p.m. also at the mall's Event Center. Coinciding with the events on the same day would be the much-awaited part of the Rosales Fiesta celebration -– the Balikbayan Night from 6:00 p.m. to 12 midnight -- at the mall's event center. Slated on June 10, Wednesday, is a film showing by Sine Caboloan, an independent film company founded by Christopher Gozum, a filmmaker from Bayambang, Pangasinan, at the Event Center at 2:00 p.m. Also on June 11, Thursday, is a stage play entitled "Pragres", a musical adaptation of “Progress”, which is a short story by National Artist for literature F. Sionil Jose, a native of Rosales, to be performed by Cultural Center of the Philippines' Tanghalang Pilipino. To top up the event, F. Sionil Jose will attend the event to be held at 10:00 a.m. at Cinema 3 of SM City Rosales. Admission is free. It will be followed by Achievers' Night at 6:00 p.m. at the Event Center. On June 12, Friday, Independence Day will be started with a special Flag Ceremony from 8:00 a.m. to 9:00 a.m. at the mall's main covered walk. On the same day, there will be Grand Musical Festivity with the performance of Pangasinan National High School Rondalla and Mangatarem National High School Rondalla along SM grounds. There will also be ribbon-cutting of the Mosaic Display of "puto" product (made from rice and sugar) produced in Calasiao town. The Puto Mosaic will bear a Philippine Flag design, measuring 8x8 feet. The mosaic, designed by a local puto supplier from Calasiao, Pangasinan -– Bella's Puto -- will be opened for public viewing. June 14, Sunday, is a day of Cultural Fashion Show to be participated in by various talented designers from Pangasinan.
