What are the plans to set up along this grand boulevard ? It looks totally empty as of now. No buildings at all....

It could be the Bicol's version of Atienza-era Baywalk, teeming with establishments and booming nightlife.

There is a proposal to build a new urban district for Legazpi starting at the northern end of the 4-5 kilometer seaside boulevard within the next few years.

As of 2011, development along the Legazpi coast has already been initiated by the Embarcadero, a waterfront lifestyle and entertainment complex.

Eventually, the seaside boulevard will interconnect with a larger network of new roads in the GUICADALE (Guinobatan - Camalig - Daraga - Legazpi) economic platform, with the Southern Luzon International Airport as its focal point.

With all these road constructions going on, the southern barangays of Legazpi has this vibe of being on the brink of an economic boom. We're about to see rapid changes in this part of the city in the next few years.
