How are we counting it? From the centre, the boundary or the start of the freeway?

For London, this matters quite a bit

The A127 doesn't have 30km stretch of freeway
The A13 wouldn't count if you have the boundary as where it counts
The A41 freeway starts more than 30km from the centre of London, on the M25, outside the Greater London boundary. It's not 30km long either.
The A21 is similar to the A41 - perhaps if you count the M25/A282 it might, though it's not 30km from the border as the crow flies.
The M23 doesn't enter Greater London - the only radial freeway that is long enough that doesn't.

I'd count it as 30km from the edge, which I'll count as the GLA boundary. Then you get (following mainlines, but not having it when the mainline becomes slip roads, or the central reservation is broken):
1) A2/M2/A299 to near Margate
2) A20/M20/A20 to Dover
3) A3 to Devil's Punch Bowl
4) A316/M3 to Southampton
5) M4 to beyond Swansea
6) A40/M40 to Bromsgrove
7) M1/M621 to Leeds
8) A1 (including motorway section in Herts) to beyond Baldock
9) M11/A14 to Alconbury (A1)
10) A12 to Ipswich

Of course we're not talking about planned motorways, but existing ones. D3 is only half-profile as of now AFAIK, and is nowhere near Prague, and R6 and R7 aren't 30 km long yet AFAIK. So the correct number should be 6.

I don't really get the thread title, and I'm not really sure how to count for Malmö, but all I can say is Malmö has two motorway ringroads (inner ring and outer ring), and 6 radial motorways going out from the city in different directions (towards Copenhagen/Denmark, Helsingborg/Göteborg, Lund, Staffanstorp, Svedala/Ystad and Trelleborg).

Swedish motorways do not have national names (as far as I know), so all of them go by their European names, and in Malmö's case it is quite confusing. The inner ring road was previously part of E6, E20 and E22 (I think), but as they are all part of the outer ring nowadays, the inner ring road doesn't have a numeric name anymore. Also, you could argue that some of the radial motorways are the same "nationally", but not locally.

Anyway, I'll try and compile a list (please correct me if I'm wrong);

Öresund Motorway (E20): Towards Copenhagen
West Coast Motorway (E6+E20): Towards Helsingborg/Göteborg
Lund Motorway (E22): Towards Lund
Riksväg 11 (non-Euro): Towards Staffanstorp (is only motorway a very short stretch)
Ystad Motorway (E65): Towards Svedala/Ystad
Trelleborg Motorway (E6+E22): Towards Trelleborg

Inner Motor Ring (no official name as far as I know)
Outer Motor Ring (E6+E20+E22)

You seem to be motorway expert
True, part of D3 is in operation - full profile, but the part running from Prague has only to be built. R6 and R7 Motorways will have 30 kms near Prague soon.

but 18 for Madrid includes u/c or approved motorways too:

Uhm, the AP-36 starts way out of Madrid, like 50km south of it.

Madrid is absolutely too complicated for me to bother with it having 18 motorways longer than 30 km out of it or not, but I agree with you, I don't see 18 motorways there either.

In Duluth, MN, there's at least:

- I-35 to Laredo, Texas, about 2,500 km
- US 2 to Everett, Washington, about 2,500 km
- US 61 to the Canadian border and on to Thunder Bay, Ontario with the same number, about 300-350 km
- US 53, north to International Falls, Minnesota (~200 km) and south to La Crosse, Wisconsin (~400 km).
- MN 23 to the southwestern corner of Minnesota, about 550 km
- MN 210 to the Breckenridge area, about 400 km
- CR 4 to Biwabik, Minnesota, over 100 km

And probably a few others too, but at least 7. Not bad for a city of 85,000 in the middle of nowhere

You have to remember, though, that "highway" is rather loosely defined here. Many highways are just long two-lane (one in each direction) roads. Of the above, I-35 has 2-3 lanes in each direction coming out of / into Duluth, US 2 has one in each direction (two farther down), US 61 has a nice straight "expressway" to Two Harbors (30 km or so) that is two lanes in each direction, but only one after that, US 53 has two lanes in each direction most of the distance (and in Wisconsin, is more of a true "motorway"), MN 23 is actually a fairly typical street in parts of Duluth and is 1 lane / direction, MN 210 is 1 lane each way most of the way I think, and CR 4 is definitely 1 lane each way (it goes on forever and forever through the forest with virtually nothing else along the way).

Maybe interesting to mention the number of lanes it has 30km from the city limits.

Amsterdam:

Highways (5):

A1 (2x3) splits into A1 (2x2) and A6 (2x2)
A2 (2x3, soon to be 2x5)
A4 (2x5) splits into A4 (2x2) and A44 (2x2)
A7 (2x2)
A9 (2x2)

I don't count roads in the metropolitan area like the A8, A10, A200

Madrid:

Highways / Autovia's (7):

A1
A2
A3
A4
A5
A6
A42

Motorways / Autopista's (4):

R2 merges with the A2
R3 merges with the A3
R4 merges with the A4 / AP-36
R5 merges with the A5

I don't count roads in the metropolitan area like the M50, M45, M40 and M30.

Paris:

Highways: (9)

A1
A4
A5
A6 / A77
A10 / A11
A13
A14 merges with the A13
A15 / D14
A16

Motorways (5):

N12
N20

London:

In Slovakia:

- D1
- D2
- D4

In Austria:

- A4
- A6

In Hungary:

- M1
- M15

And probably 10 or more in future:

In Slovakia:

- R7
- Rx(planned between Bratislava and Sereď)

In Austria:

- S8 (Wien-Bratislava)

"more" because there (will be) are many autobahns (motorways) in austrian surriuding of Bratislava (Vienna)

Atlanta, clockwise from the north:

GA 400/US 19 to Dahlonega
I-85 to Greenville, spawning GA 316 to Athens and I-985 to Gainesville
US 78 to Stone Mountain and Athens
I-20 to Augusta
I-75 to Macon, spawning US 19/41 to Griffin and arguably GA 85 to Fayetteville
I-85 to Montgomery/Columbus, spawning the unnumbered South Fulton Parkway to nowhere and GA 74 to Peachtree City
I-20 to Birmingham, spawning GA 6/US 278 to Cedartown
I-75 to Chattanooga, spawning I-575 to Canton and US 411 to Rome.

Anywhere from eight to fifteen depending on how you count.

Riga has 3, but actually it's more like dual carriageway, with speed limit to 90 km/h..
