Cool, I didn't know it was taller than the Empire State Building, 1,255, according to that .pdf. Or does the 1,255 mean something else?

Yeah, the air rights thing is behind a lot of the weirder proposals in New York. It's why they often propose new buildings where adequate buildings already exist and ignore other areas that are little more than empty lots.

Thats part of the reason. But they have to gain the rights to overtake another building.
Thats why you don't see many other supertalls around ESB. Its a icon and building a building taller then or close to its height takes away from that.
