Why is it that no vegetation grows in so many of those scrubby hills? They look like a monkey's ass...

It's called CLIMATE! Those hills are very green during winter and in case you didn't notice some of them have many trees and lots of vegetation. It's a Mediterranean climate and the Bay Area goes months w/o any rain during summer.
