Since, by that time, there will be three train depots on the Sukhumvit line, at Khukot, Morchit and Bang Poo, it could be that some 6 car trains will run at peak between Morchit and Bang Poo. For the future 6 car trains are envisaged for the complete line as soon as passenger numbers warrant it.

The figures given in another post are incorrect Current BTS ridership is in excess of 700,000/day during the week. The Airport/Citiline last year exceeded 57,000passengers/day during the week and is heading for 77,000/day. During peak hours I was unable to board any of 3 rush hour trains arriving at Hua Mark from the Airport and was unable to make my appointment at the MRTA office to inspect the Blue Line river tunnel construction. Although the SRT is now purchasing new trains, passenger demand exceeds current rolling stock capacity at peak.

Thai govt to boost public spending by putting 5 mega projects worth $9.3b on fast track

Pink line Monorail (34.5 km) and Yellow line Monorail (30.4 km) to begin construction next year

Thailand’s Public-Private Partnership (PPP) Committee has put five of its mega projects, with a combined investment of 334.207 billion baht ($9.32 billion), on the fast track, in a bid to stimulate the country’s economy.

This move would be the junta’s first mega-investment injection after it changed the Cabinet in October.

Somkid Jatusripitak, deputy prime minister and chairman of PPP, said, these five projects would be driven under the PPP fast track, which would take shorter time to rush all the processes including the bidding to finish within the first half of 2016.

Five projects comprise
- the Pink Line elevated train worth 56.725 billion baht,
- the Yellow Line worth 54.768 billion baht,
- the Blue Line worth 82.494 billion baht,
- the motorway from Bangpa-in to Nakhon Rachasrima worth 84.6 billion baht
- and the motorway from Bangyai to Kanchanaburi worth 55.62 billion baht.

The Pink and Yellow Lines have already approved by Transport Ministry since September, and the other three are expected to get the approval by the end of this year.

All the projects will then be proposed to the Cabinet by March and put for the bidding process by May, Ekniti Nitithanprapas, director-general of the State Enterprise Policy Office (SEPO), told the media.

The PPP Act was created in 1992 to allow the private sector to invest in public projects to reduce the government’s debt burden. Later in 2013, the PPP Act was amended to shorten the approval time from 10 years to two years.

“That is still too long. We (SEPO) would like to rush the approval process to only nine months,” Ekniti said.

He added that all the five projects were likely to allow companies to fund the whole project and the government would repay the investment capital later.

Bang Sue Complex

The land will be divided into four zones. Zone A is designated for offices and hotels, while Zone B will be allotted for convention halls and condominiums, with a total budget for the two zones estimated at 3.3 billion baht. Zone C will be developed as shopping malls and a sports complex, while a green zone, restaurants and a monorail connecting Bang Sue station with Mor Chit BTS station will be built on Zone D.

The full results of the study will be wrapped up by the end of this year.

Project will begin in 2016.

GOVERNMENT investment in transportation infrastructure, based on the Transport Ministry's 2015-2020 plan worth Bt1.796 trillion, is commencing as planned, with the most apparent development being the Cabinet's approval of five public-private partnership (PPP) fast-track projects.

These PPP projects and other mass-transit projects in the capital mean Bangkokians can expect to see tangible progress in the construction of at least five new underground and elevated electric rail lines next year, Transport Minister Arkhom Termpittayapaisith said yesterday.

The PPP Committee earlier shortened the PPP process period for drawing up projects to nine months, from the previous 24 months.

The PPP projects designated for the next two years, worth a combined Bt350 billion, are: the Mass Rapid Transit Authority's Blue Line extension (Bang Sue-Tha Phra), worth Bt82.5 billion; the Pink Line, worth Bt56.7 billion; the Yellow Line, worth Bt54.8 billion; the Bt84.6-billion motorway from Ayutthaya's Bang Pa-in district to Saraburi and Nakhon Ratchasima; and the Bt55.6-billion motorway from Nonthaburi's Bang Yai district to Ratchaburi's Ban Pong district, onward to Kanchanaburi.

The Transport Ministry is also pushing for the Cabinet to include two high-speed train routes - Bangkok-Hua Hin and Bangkok-Rayong - worth Bt246 billion combined in the PPP fast-track scheme, together with the services of the Red Lines and Airport Rail Link.

"If you think that clarity means seeing the stake hit the ground, then you are too slow, since once a project is approved, you should already know that it will be built. In terms of motorways, you don't even have to ask.

"There are three new motorways that will definitely be built - Bang Pa-in to Nakhon Ratchasima, Bang Yai to Kanchanaburi, and Pattaya to-Map Ta Phut - and if investors want to invest they should have already looked to see which provinces these roads will pass through, and start to invest now," Arkhom said at the "Thailand Economic Outlook 2016" seminar, arranged by Krungthep Turakij newspaper and NOW 26 digital-TV channel.

The Bang Yai-Kanchanaburi, Pattaya-Map Ta Phut and Bang Pa-in-Saraburi-Nakhon Ratchasima motorways are estimated to cost around Bt55.6 billion, Bt20 billion, and Bt84.6 billion respectively, with construction expected to commence next year.

"In Bangkok, the Purple, Orange, Pink, Yellow and Green lines will follow next year. Some are in the first phase, others are in the second phase. Some are in the third phase, such as the elevated North Green Line, where contracted work is already 5-10 per cent complete, and the South Green Line, where it is 60-70 per cent complete," Arkhom told the seminar.

The three phases alluded to by the minister are the environmental impact assessment (EIA) and Cabinet approval processes; the terms of reference (TOR) and auction processes; and the contract/construction stage.

"The first two of the 10 stations on the South Green Line should be operational first, while the remaining eight have already gained EIA approval," he added.

Under the PPP fast-track scheme, it will take three-and-a-half months to draft the projects.

This is followed by a 15-day period for the State Enterprise Policy Office (SEPO) to consider and forward the projects to the PPP board and the Cabinet, with the board and Cabinet consideration stage taking four months.

The TOR will be prepared while seeking Cabinet approval, which could shorten the TOR drafting period to one-and-a half months, said the minister.

Ekniti Nitithanprapas, SEPO director-general, said the auction process for the Pink and Yellow lines is expected to commence around the end of next year, while Arkhom said the North Purple Line is expected to be operational by next August.

The contracting work on the Blue Line extension is around 60 per cent complete, with the process underway to find someone to operate the train service.

The Orange East and West projects will be submitted to the Cabinet in the second week of December, along with the South Purple Line, Arkhom added.

Upcoming mass transit projects for 2016

These upcoming mass transit projects have a combined length of more than 200 km.

Following mass transit project will be approved by the Council of Ministers (cabinet) in the second weeks of December.
All two projects will be open for bidding and begin construction in 2016.

MRT Orange line (Thai Cultural Center - Minburi) - (21 km)
MRT Purple line extension (Tao Poon - Rat Burana) - (19.8 km)

PPP mass transit projects:

The Pink and Yellow Lines have already been approved by the Transport Ministry since September.
All two projects will then be proposed to the Cabinet by March and put for the bidding process by May. Construction will take place right after.

Construction for these projects will begin Q4/2016 and they have undergone public hearings.

MRT Orange line (Tallin Chan - Thai Cultural Center) - (17.5 km)

Following projects will be given for cabinet approval in Jan-Feb 2016.

MRT Blue line Phuttamonthon Sai 4 extension - (8 km)
