A modern city to be built in Kean Svay




A modern city (pictured) has been planned on a 600 hectares of land in Kandal's Kean Svay district, which will be equipped with modern facilities, urban parks, tourist spots and commercial shopping centres.

Mr. Heng Theam, Governor of Kean Svay district, said the city will be developed and built by Vattanac Ltd.
He said the Cambodian Development Council (CDC), in cooperation with the Ministry of Urban Planning, has conducted environmental impact studies in the area on 2 or 3 occasions already. The studies found that 4o families had owned the land in Prek Thmey, which will form part of the new city, but had not sold the land to the company yet. He said the villagers hope a proper compensation and an acceptable solution can be worked out for them.

However, Mr. Heng Saing, chief of Prek Thmey commune, said there are 3,600 families living in his commune comprising 16,000 people. He said that only more than 20 families had owned the land in the affected area and that the majority of them had accepted the company's offer of $8-$10 per square metre as a price for their land. He said only a small number of villagers had not accepted the offer yet.

Mr. Yun Heng, director of Planning Assessment with the Cambodian Development Council, said the development is a joint venture between Vattanac Ltd and a foreign company. They have applied to the CDC to build an international standard tourist resort equipped with international standard golf course, luxury hotels, world class appartments, international commercial centre, parks and gardens. He said, however, the CDC has not approved the application yet, waiting for the company to settle the land disputes with the villagers first to avoid impacting on people's land.
Mr. Lim Sidenin, Secretary of State of Ministry of Transport and Public Works, said the new city is situated in a good location which is very close to a planned new highway to be built by a Korean company encircling Phnom Penh City which runs through the new city. The new city is also connected to Highway No. 1 by a bridge over the Tonle Bassac River at Kean Svay.

Faldo designs golf development

TWO new golf courses designed by sports legend Nick Faldo are set to be completed 15 kilometres from Phnom Penh in the next two to three years.

Sam Ang Vattanac, Executive Director of Vattanac Properties, said yesterday the two 18-hole courses would be located at Vattanac Golf Resort in Phnom Penh’s Kien Svay district.

“Right now we’re designing the golf courses. We have not yet started construction ... but we will start very soon,” he said yesterday.

The courses would take between two and a half, and three years to complete, he said.

Sam Ang Vattanac declined to release investment figures for the development project yesterday, but said an announcement would be made soon.

The Vattanac Golf Resort would sit on more than 500 hectares of land, and will benefit from the standards stemming from the Faldo design, he said.

“We strongly believe in the Faldo design – his projects are always successful and provoke interest from clients,” he said.

“Our project will bring local and international players here.”

The golf courses were the “first phase” of the project, while a luxury hotel and residential units comprised the second and third phases, according to Sam Ang Vattanac.

A number of sports, recreation and entertainment facilities will also be provided at the development.

Nick Faldo – who was knighted by the Queen of England in 2009 – was in the Kingdom of Cambodia recently to visit the Vattanac Golf Resort site in Phnom Penh, according to a press release.

The British golfer, who has won six majors, was welcomed by Prime Minister Hun Sen before heading to observe the site.

“This is a large site and offers real flexibility to create two completely contrasting golf courses,” he said in a press release following his meeting with the premier.

The new courses would raise golfing standards in the Kingdom and attract international visitors, he said.

The Vattanac Golf Resort is the latest addition to a portfolio that includes over 25 Faldo Design projects in operation in some 17 countries.

It is the fifth new project to be undertaken by Faldo Design in Asia within the past 18 months.

A number of golfing venues have been announced in the area surrounding the capital recently.

Developers are constructing a US$1 million driving range on Phnom Penh’s Koh Pich, according to project manager Touch Samnang. Grand Phnom Penh International City in Russei Keo district will see work on its 18-hole, 70-hectare golf course and driving range wrap up in February 2011, project sales manager Teng Rithy has said.

Meanwhile, Sam Ang Vattanac is also the Executive Director of US$100 million Vattanac Tower, which will stand next to Canadia Tower upon completion.

Construction on the 38-storey Vattanac Tower started in 2009 and is due for completion in 2011.

The tower is being built on 11,800 square metres of prime land in the Daun Penh district on Monivong Boulevard. It will house the head office of Vattanac Bank, a business centre and Vattanac Capital.
The tower was designed by TFP Farrells Ltd, architects with offices in London and Hong Kong.

Hope for Gold Tower restart

THE project manager of Phnom Penh’s stalled US$300 million Gold Tower 42 development hopes construction on the skyscraper will restart as early as next month.

Three months ago, building work at the tower – which is set to be the capital’s tallest building at 192-metres high and is being developed by Yon Woo Cambodia Co – ground to a halt.

At the time, representatives told media that its builder, South Korea’s Hanil Engineering & Construction was undergoing financial restructuring, causing a delay to the development. Yesterday, leading officials at the skyscraper voiced belief that work could restart as early as January 2011.

Kim Kyo-Won, Hanil E&C’s Gold Tower 42 project director, said: “I cannot confirm exactly when, but we hope to restart as soon as possible …. hopefully in January or February next year.”

A Post reporter who visited the project site late Wednesday found activity at the previously deserted building site, which lies on the corner of Sihanouk and Monivong Boulevard.

This week, lights illuminating each of its 31-floors were being turned on at night.

A staff member at the building, who declined to be named, said that they also believed work would begin in the middle of January.

The hopes have also reached the surrounding area.

A repair man, working on the corner by the tower, reported that word had spread a street-level about a possible January restart.

“I am very happy when I hear news like this because I will do well with my business from construction workers - by selling food and repairing motorbikes,” he said.

When finished, 42-story Gold Tower is set to become the tallest building in the capital at 118.1 metres, dwarfing the 32-storey Canadia Tower.

So far, just 31-storeys of structure stand complete. The tower, which saw ground-breaking begin in 2008, was slated for completion in 2011.

Developers have previously said that 50 to 60 percent of the building had been sold to Cambodian and Korean investors.

Kim Kyo-Won said yesterday that the completion schedule had been put back.

“It will be affected a little bit. Maybe the couple’s months,” he said.

Kim Tae Yun, Yon Woo Cambodia’s assistant manager, declined to tell The Post earlier this week when construction was due to recommence, citing that nothing had changed.
