I can't 100% confirm it but from Norton University's website, there is a model of the building:

Sorry about the size and the quality of the image. It's the only one I can post from Norton's website.

The model looks about identical to the actual building that's under-construction with the exceptions of the building having move Khmer architectural elements such as the rooftop design ,as well as, the back wings of the structure not being built yet. Maybe in the future they will expand the building like the model.

I understand your concerns. There are pros and cons, but one thing for sure the communities will get benefit from development projects such as job opportunities. We wish all the best for Cambodia and Cambodian.

Thanks Sopheak, Weirwindle, Kmr, and Chadster for your updates. I like GT42 the most. It looks professional. This is the modern way that they build the highrises around the world. I am happy to see Phnom Penh City growing, but with the highest quality of buildings. Sopheak, I do not know that you are still in PPenh or not. But if you don't mind, I would like to see the side view of Royal Decastle. I would like see how many floors have been done so far.

The developer claimed the new skytrain could carry over 600,000 people per day, with a possible capacity of over 1 million people by 2043.

The Ministry of Economy and Finance (MEF) held a meeting presided over by MEF Minister Keat Chhon with the GREENCAMECO Company, according to MEF reports.

About 39 km of rail would be built around Phnom Penh, Richard Rory of GREENCAMECO said. An addition 34 km would be covered by buses and solar power would be integral to the project, he added.

The four year project would take until at least 2014, with the first stage from 2011 to 2013. The total budget will be over US$3.6 billion, GREENCAMECO said.

Deputy Prime Minister and Minister for the MFE Keat Chhon recommended that “Before starting project, the company should survey extensively first, to protect any impact to the related railways of Cambodia.”

All designs and planning should be clear and support ease of access for all disabled Cambodian people, as well as children,” Keat Chhon added.

Rory said the project would support Cambodian development, including public transport, road safety and less traffic jams.

The company should cooperate with the Ministry of Land Management, Urban Planning and Construction together to better serve the public, Keat Chhon added.

Developing public transport early should be a priority. Good to hear that Cambodian authorities are considering such an idea. Otherwise there's only one 'alternative' - jammed strreets.
