Well now they want the third tower to be in NY (I thought someone was playing a joke). I think they planned one for Chicago too but nothing happened.

I think the best solution would be water tanks and batteries in each floor. Floors would go to "default" position like once a week and then the tanks and batteries will be filled and charged.

You can also read there that if someone buys a complete floor (3.7 million dollar x 8 appartments), that person can control the whole floor by himself. Otherwise it is centrally controlled.

doesn't it take between 1-3 hours to do a 360 or something. surely that would be quiet enough

But how is electricity, poo pipes etc transfered in to it

it is basically not connected to the core

We do not know exactly where this will be. There are some images of the tower beside the Emirates Towers, there is another image of it in Dubai Marina, and one beside the Burj Al Arab. According to this AP news article, the location has not yet been disclosed:

Fisher declined to say exactly where in Dubai the tower will be built or when site work might begin. He insisted, however, that factory production is set to start within weeks and that the tower, which will contain office space, a luxury hotel and apartments, will be complete by 2010.

there is a rotating house in San Diego (I believe) look into that and it explains about the plumbing and electrical issues. Also, keep in mind, for years, there have been rotating restaurants and stuff on top of other huge structures such as the Space Needle.
