Gökdelen yapılacağını biliyoruz ama acaba bu proje mi yapılacak. Biliyorsun inşaat aşamasına gelince farklı bir projeye karar vermiş olabiliyorlar. Örnek Varyap'ın Mallpark'ı yerine yapılacak Varyap ikizleri.

evet deva fabrikası tahliye edildi ve yıkım başladı.. yeni bir u/c projemiz başlıyor diyebiliriz..

Did they also start demolishing Deva's ex-HQ building (the blue shorty with a weird cupola on top)?
Or are they only demolishing the ex-factory in the back of the plot?

I don't think defining this as "Pro" is right. "Proposed" term is for buildings proposed by the owner to be built. But this is a candidate in a competition. It is something between Vision & Proposal.
