Stuttgart already had standing areas with seats that can be folded down, the new standing area has seats that can be "opened up" when necessary. The other way around and a variation on the system that can be found in the stadium of Hamburger SV. Germans, inventive as ever

they're installing the seats on the upper tier... and you can see the shadow of the first parts of the roof expansion

I see they have gone for a mixture of the old re used dark red seats and shiny new red ones in this stand too.
I know its only a minor issue and wont make any difference when the stadium is full but its a shame the whole stadium isnt kitted out in new seats with maybe some white logos and/or patterns here and there. That would look pretty good IMHO.

Couldn't agree more. Makes it look too thrown together, when in actual fact it's a very good redevelopment of a ground that isn't going to lose some fundamental flaws, such as the rake of the stands. Should look great when full though.

The terrace seats don't look safe at all like that, do they come down and meet the concrete so it is flush?

Its true, this is a very good development considering what they had to work with (existing stadium) and I dont blame Stuttgart for recycling perfectly usable seats. However why didnt they put all the old ones together in the same stand and maybe use the new ones in the most recent stand built? Instead they have random blocks of old and news seats and in no particular order. Yep its a minor critique but if I can see what a difference it makes to the overall look...surely someone there must have?
Anyway enough about the seats.....looks good enough and much better than WBremens attempt at rebuilding (sorry WBremen fans)
