An interview with Pitesti Chief of Technical and Urban Division...
''For Pitesti development we do not necessarily embrace Western patterns, as what we desire most is to show consideration for tradition and citizens needs.` Which are the urban development norms promoted by Technical and Urban Division of Pitesti Town Hall? The urban development norms that must be promoted and complied in Pitesti are the one included in the General Urban Plan and in its Regulations, approved by the Decision no 113/1999 of Local Counsel and advised by the interested factors. More than that, in the areas where certain restrictions or conditions are imposed, the documentations are presented during the meeting of Local Counsel, which approves or not Area Urban Plans or Details Urban Plans. After the approval, these will become `local laws` that must be complied, otherwise being used the Law no 50/1991 provisions, as it was completed and modified afterwards. What can you tell us about the project of arranging the central area of Pitesti municipal town? Pitesti central area fitting out is a very complex project, meant to give personality to the town. The project started in 1998 and it was divided in stages, because of significant high costs. In 2000, in the first stage, we celebrated the new `Vasile Milea` Market. The workings consisted of rehabilitation of town networks, changing the pavement, modernization of lighting system, setting of artesian-wells and rest places, so that the market should become a promenade and meeting place for citizens, but also a place of organizing cultural manifestations. The second stage was finished in 2004 and it continued the arranging in the promenade and leisure area, when we built a complex of artesian-wells, protecting in the same time the integrity of the green space. The third stage, which includes the area from "Trivale" shop to `AL. Davila` Theater, is still being designed. Of course that we continue the arrangements executed in the previous stages. We mainly focus on forwarding the pedestrians from the commercial area toward the administrative/cultural one. To put it into a nutshell, the proposed solution is structures on three kinds of area: - Commercial area - functions: reorganized parking, street trade, commercial galleries, urban furniture and public lighting; - cultural/spiritual area - functions: concerts, shows, fairs, exhibitions, specific urban events, leisure, water mirrors, artesian-wells; - pedestrian area - functions: pedestrian route, information, leisure, water mirrors, artesian-wells, rest places, green spaces, urban furniture and public lighting. The feasibility study was approved, while the technical project and execution details are to be approved. The workings are programmed to start in 2007. In what stage is the project of building a belt road outside the municipal town? Regarding the deviation of the traffic toward the belt road, we can specify that the project of prolonging highway Bucharest-Pitesti is already finished and the tunel from Bascov area is being executed in a quick rhythm, as a part of a national program managed by the National Roads Administration. The belt road from DN 65B toward Ramnicu-Valcea is included in the 2007 plan of Arges District Counsil, the route being almost entirely on the territory of some neighborhood villages. What other actions of urban development are included in the top priorities agenda of the Technical and Urban Division? Among Pitesti Town Hall`s priorities, regarding the urban development, we can enumerate the following: rehabilitation of the filtering station, the sewerage network and water feeding in Pitesti, with ISPA financing and local budget still in progress; Integrated Management for Solid Waste in Arges district provision ISPA no 2005 ROP PE 001; modernization and rehabilitation of municipal markets (finalized: `Ceair` Market; still in progress: `Smardan` Market; finalized project: `Traian" Market); modernization and rehabilitation of the areas given back according to the property legislation (Plato `Prundu` still in progress; area `Turcesti` - finalized project; plateau `Gavana` - still in progress); municipal graveyard in Prundu area - still in progress; bronze moulding and assembling statue `I.C. Bratianu" - still in progress; Skate Park - still in progress; artesian-wells in the town quarters (6 locations)` finalized project; boarding houses for children in Tudor Vladimirescu quarter - still in progress; exterior traffic passage Podul Viilor `already launched the project idea; crossing over the train railway in Lanariei area - finalized pre-feasibility study; the development as leisure area of `Arges` river (in the administrative area of Pitesti municipal town); outside parking places - executed project; commercial airport - investment in progress; rehabilitation of traffic system; industrial park in CET 2 Sud area; school in Northern part of the town; public transportation - feasibility study in progress; rehabilitation of `Strand" park; Olympic pool - rehabilitation (in progress); Zoo - at European standards; the Philharmonic (discussions with Minister of Culture regarding the location); rehabilitation of Cultural Center; expanding the interior land of municipal town in order to create more areas for private residences or areas for services. Is there a communication environment between the chief architects or the urban managers in the big municipal towns of the country, as to promote the experience transfer or the urbanism solutions? At the level of Municipal Towns Association in Romania we have the Chief Architects Body and Technical Managers Body. Among its members there are also Pitesti representatives. The regular meetings represent a good opportunity to exchange ideas, proposals of legislation modifications, transfer of experience and urbanism solutions. If it were to copy the model of a Western city in regards with the developing plans of Pitesti, what would you choose? Pitesti municipal town must become, according to our vision, a developed city, being a transit spot to and from the Capital, but keeping the local characteristics and the urban and architectural traditions. I do not think that a town can develop just copying the model of another, a western one in particular. The town is a living organism, which develops itself according to his inhabitants necessities and welfare. We can learn from some examples, but only if adapted to the Romanian legislation and traditions. Pitesti Town Hall and Local Counsel supports the development proposals that came out of citizens requests, as well as the private investors proposals, as long as they fit to the local development plans. There are significant examples in making some private investments, like supermarkets, residences areas, and traffic systematization according to those investments etc., which have nothing to do with the funds from the local budget''. |

Does anyone know more about this?
I admit that although I'm a local I haven't heard anything about this.. The only project I know of is the new airfield which is under construction near Turcesti on Pitesti-Slatina road..but that's just for small planes, gliders and agriculture planes, stuff like that..the most general aviation..as the previous airfield at Geamana was given back to the guy who inherited that land(btw that guy built a house right in the middle of the track )Anyway ..Commercial airport for me means more than that.. |

Commercial airport should mean an airport at least as big as Suceava or Baia-Mare airports for example, both of which have an 1,800-meter long runway. But maybe they just plan building another airfield like Geamana.
I do hope for a real airport though...Keep us posted if you hear some news on this.

Exactely what I thought.. Suceava or Tulcea do fullfil a minimal critiria to be called commercial airports..but this one which is being built near Pitesti it will be
just for sport type of aviation ..replacing Geamana. Also on the future airports map there is nothing drawn in Pitesti area http://www.mdlpl.ro/_documente/dezvo...e/lege_363.pdf |

Thx LeClerk..I've already edited ..
This is why Euromall decided to build this mall in Pitesti (from euromall website) Why Pitesti? Pitesti is a dynamic town with a growing economy, very strong in terms of industrial output. The town benefits of a young and educated population, continuously looking for new opportunities in shopping and leisure. Euromall is the first mall in Pitesti and offers over 100 shops for all needs and tastes. Spanning a total of 32.000 sqm, Euromall Pitesti is a modern, 2-story shopping center with no less than 20.000 sqm gross leasable area. The center is conveniently located on the Bucuresti – Pitesti – Sibiu – Arad highway, and within walking distance from the city center. Catchment Area Apart from the town residents, Euromall Pitesti also attracts visitors from neighboring areas: Curtea de Arges, Mioveni, Scornicesti, Slatina, Stefanesti and Toploveni. It all sums up to a demographic catchement of more than 400,000 inhabitants. Amenities Euromall Pitesti is a modern commercial center, complying with the highest standards in terms of quality, comfort and safety. Euromall Pitesti successfully combines several anchors, the 2,000 sqm supermarket, home appliances, drugstore, the "all tastes" food court and the 6 screen Cinema City multiplex with more than 1,200 seats. Apart from the two panoramic-view elevators destined for the clients, there are four escalators and three freight elevators serving the personnel and for the moving around of the merchandise. The shopping center has easy access to the main roads and over 700 parking spaces on ground level. Reasons to Invest In a town with many students and a predominantly young population, the tastes in terms of shopping, quality entertainment and leisure activities are becoming more and more sophisticated. While revenues are growing and businesses are flourishing, the people of Pitesti discover new living standards every day. Considering the great location, the overall growth potential of the area and the presence of other major European investors in town such as Renault, Valeo, or Lear Corporation, Pitesti is currently the hotspot on our investments map. With Euromall Pitesti up and running since May the 17th 2007, and the steady growth of the area both socially and industrially, Pitesti remains a favorite destination for the Euromall investments. The company already acquired the land for its new project, Eurotower.
With a planned investment of approximately 20 million euros, Eurotower Pitesti, with construction works planned to start Q3 2008, will feature over 15.000 sqm office space. ![]() ![]() ![]()
