Red carpet for the chairman of the board of the Chamber of Commerce and Industry of Abou Dhabi. In visit in our country, Salah Salem Ben Oumeir El Shamissi was received yesterday by the president of the Republic which offered a lunch to him. The discussions between the two men related to the projects of investment émiratis to Algeria, estimated by several sources at tens of billion dollars. Photograph: Yassin Mosteghanemi Sherif With the end of his meeting with president Abdelaziz Bouteflika, the president of the CCI of Abou Dhabi pointed out that Algeria has many investment appropriatenesses. Salah Salem Ben Oumeir El Shamissi declared "that it was very attentive with the points of view full with wisdom" emitted by the Head of the State "on the majority of the sectors of investment and the émiratie participation in economic projects in Algeria". The president of the CCI of Abou Dhabi paid homage to the policy of opening of the president of the Republic and to his support for the firms émiraties which "contribute largely to the creation of important economic partnerships with the companies and the sector deprived in Algeria". For several months, the businessmen émiratis have multiplied the visits of prospection to invest in Algeria. All the sectors interest the companies of the Plain Arab Emirates: the real estate, tourism, industry, petrochemistry, services, telephony, the agroalimentary one. For example, the Etisalat company is interested in the opening of the capital of Algeria Telecom, it even offered three billion dollars to repurchase it, whereas the government did not slice yet the file of privatization of the historical operator of telephony. But the companies émiraties are awaited in the real estate and tourism, with investments estimated at tens of billion dollars. Most important, it is the project of Emaar which discusses with the government on the rehabilitation and modernization a good part of bay of Algiers. An investment of more than 28 billion dollars spread out over several years which will completely change the image of the east of the capital, with buildings and hotels high standing, a city of medicine. At the beginning of March, an outline agreement for the realization of an industrial complex of production of aluminium with Beni Saf in the wilaya of Aïn Témouchent) was signed between the Algerian consortium Sonatrach-Sonelgaz and the consortium émirati Mubadala Development Company and Dubai Aluminium (Dubal) for an investment of 5 billion dollars. But Emiratis do not seem to want to stop there. They indeed hope to widen their investments with the sector of industry and agriculture. The massive arrival of the petrodollars of the rich emirates of the Gulf is changing completely gives it on the foreign investment in our country. Several Arab funds of investment settled there. After awaithaving a long time awaited in vain the arrival of the Western investors, Algeria seems to interest the Arab economic operators particularly. The massive arrival of the Arab investors and the opening of the Chinese in great work reduce the influence of the European groups, in particular French. The latter misent from now on on the services and the deputy management of the basic infrastructures like the feeder systems into drinkable, the networks of cleansing, the airports and soon the subway of Algiers, the trams, the East-West motorway...

Hey Icosium, it's funny seeing the likes of Algeria, South Africa, Nigeria and Egypt ahead of Middle Eastern Countries like Yemen, Saudi Arabia and U.A.E

Those Middle Eastern countries, are packed with resources, but they spend it all in one go, that's why you see construction haven's like Dubai and Doha.

I mean Hong Kong could easily surpass Dubai in terms of construction work.

Algeria, KBR sign $2.88 bln LNG plant deal
Sun 8 Jul 2007, 13:23 GMT

ALGIERS (Reuters) - Algerian state energy firm Sonatrach signed a $2.88 billion contract with U.S. firm KBR Inc

to build a liquified natural gas (LNG) plant at eastern Skikda port, a state-owned newspaper reported on Sunday.

The facility each year will produce 4.5 million tonnes of LNG, as well as 164,700 tonnes of ethane, 207,600 tonnes of propane, 171,400 tonnes of butane, 108,700 tonnes of gasoline and 163 million cubic metres of helium-enriched gas, El Moudjahid daily reported.

Startup is due in November 2011, the newspaper said in a report on Saturday's Algiers signing ceremony.

The new complex will be built on the site of an explosion in 2004 which killed 23 people and destroyed several gas trains at the Skikda energy complex, which includes a refinery and port.

The new complex will include storage for 150,000 cubic metres of LNG, 66,000 cubic metres of butane and 66,000 cubic metres of propane.

Sonatrach, Africa's biggest firm by revenue, produces a total of about 62 billion cubic metres of gas per year, in the form of both LNG and natural gas, and is expected to reach a total of about 85 billion cubic metres of gas by 2010.

up date algeirs subway

link algiers subway project

http://www.skyscrapercity.com/showthread.php?t=446108

SUBWAY Of ALGIERS completed work of civil engineering July 09, 2007 - Page: 2 Lu 191 times Without pun, the subway of Algiers will see the end of the tunnel September 2008 as envisaged. Indeed, the work of civil engineering has been just completed to 100% this June 2007 and the 3e phase is in the process of start for the extension of the line starting from Haï El Badr. As, can one say as the adventure of the subway of Algiers draws at its end. The 1st phase (El Hamma-Hated El Badr), required an investment of 18 million euros in the material, all confused machines. It includes/understands a boring of line being stretched on 4,1km and the realization of four stations by the grouping algéro-German of Algerian right Gaama which are the Garden of Tests, the street of Fusillés, the Amirouche city and the Mer city and Sun. The second phase is characterized by the construction of 2,8km of tunnel and four stations (Bachdjerrah 1 and 2, El Harrach-Station and El Harrach-Center). This section is characterized by construction from a 252 m length viaduct which overhangs the motorway with height of Ouchaïah wadi, by the boring of a tunnel under the wadi El Harrach with more than 20 meters of depth as well as the construction of an air part between Bachdjerrah and El Harrach. Today, the 3e phase of work can start as soon as the ministry for Transport endorses the financial offer of Gaama which is 30 million euros, less expensive than its competitors. It can be prided on a trained personnel, extremely of 1800 individuals framed by around fifty of German engineers. It is at the time of a press conference, behaviour yesterday morning in Algiers, that Mahieddine Issaâd, deputy manager of work, informed of certain details on the long walk of the subway of Algiers from which feasibility made say to an impatient of Algiers population (and especially badly transported) that it would never see the day nor the end of the tunnel. They are only rumours there because work goes good train and no delay is recorded on the delivery date which remains fixed at September 2008. No serious delay was met, indeed, in spite of grinds which had difficulties, inter alia, with the complexity of the geology of the capital which undergoes very great pressures of makes of water of the wadis and underground tablecloths. The ground is also strewn with old masonries which were likely to collapse with the least "blow of pickaxe", a circulation of the heavy lorries of provisioning and large machines restricted and limited 19h to 7h of the morning are as many points which could have delayed work, but it of it was nothing. A point however deserves to be underlined, "No major incident was not announced to date!", , with pride, Issaâd affirmed. New investments will be injected into a new material to replace the material already used and become too old after two years of intense use explained Daniel Fauquenberque, regional manager of Dywidag, leader of the Gaama group. Currently, six shovels general purpose excavators are in action but three others will be bought without delay to renew this park on the way to be garaged.

with its reserves of exchange in constant increase thanks to the rise of the course of hydrocarbons (90 billion dollars at the end of June, is 66 billion euros), Algeria is courted like never. Americans, Russians, Europeans, countries of the Gulf and Asiatiques are hustled there to try rafler of fabulous markets. After a long insulation due to the "decade of blood" (1992-2000), Algiers ended up finding its place in the concert of the nations. All with their tracking of international terrorism after the attacks of 11-September 2001, the great powers chose to forget the infringements of the humans right made by the Algerian forces of safety in their hunting to islamist during years 1990. The embargo in fact on the sales of weapons, more or less applied by the United States, the European Union - France at the head - and Russia, seems far now. Algeria does not have any more evil to get the armaments which it claimed with horn and cry, with the reason that it is impossible for him to restore safety on the whole of its territory, in particular on its immense southern border, with an obsolete material. Here it is obtaining the means of becoming "" regional power, equipped with one defense for the measurement of its geographical dimension, and its statute of fifth world producer country of oil gas and thirteenth producer. A leadership which does not fail to worry its neighbors, Morocco especially, but also Libya. As regards sales of weapons, the visit in Algiers of Russian president Vladimir Putin, in March 2006, constituted a turning. A contract of an amount of approximately 6,3 billion dollars was finalized on this occasion. Moscow concluded the sale from several tens of combat and fighters, of batteries of anti-aircraft defence the last cry, hundreds of two submarine and tanks. The delivery of this material should be spread out over four years. In the "deal" concluded in 2006 with president Putin, Algeria obtained the obliteration of its debt at Russia. A liability estimated at 4,7 billion dollars and which represented 25 % of the Algerian foreign debt. But it was not absolutely necessary of the first part of the "contract of the century" carried out by Russia with Algiers. With believing the Russian press of it, another market is being negotiated since March, for a value of 7 billion dollars: additional Soukhoï fighter-bombers, Mig 29, tanks and systems anti-aircraft Pantsir. Also on the agenda: a frigate helicopter carrier - a first - and the construction of ships. If this second contract is concluded, the total amount of the Russian sales of weapons in Algeria will thus rise to almost 14 billion dollars. Algiers would become thus the first customer of Moscow for the sales of weapons, exceeding India, China and Venezuela. At the time of the Soviet Union, the co-operation between Moscow and Algiers in the military field was important - the Algerian army besides is primarily equipped with material of the ex-USSR - but never, since the Soviet time, Moscow had not carried out an operation of such a width. The other shutter of the co-operation algéro-Russian relates to gas. In August 2006, Russian Gazprom and Sonatrach concluded an agreement concerning the prospection and the extraction from gas in Algeria, as well as the modernization of the Algerian network of gas pipelines. According to the Arabias monthly magazine, the two companies, suppliers impossible to circumvent of the world market, plan to act in concert to preserve their interests. This agreement worries many European countries, which fear to see appearing "OPEC of gas". Anxious to keep its independence, Algeria takes care, as for it, to diversify its partners, as well from the economic point of view as political. The United States has not missed the occasion, for two years, to underline its "important role" on a regional scale. Antiterrorist fight, joint military operations, exchanges of visits of high row, signature, June 9 in Algiers, of a draft-agreement on the civil nuclear power... Washington and Algiers cooperate actively. But it is in the energy field that the Americans weigh more. They are the first country foreign investor in Algeria, with 369 million dollars invested in 2006, primarily in the oil sector. They are also the first customer of Algeria (14 billion dollars of purchases, exclusively of hydrocarbons). At the time of a visit in the United States in 2006, Mohamed Bedjaoui, then chief of the Algerian diplomacy, launched: "Vis-a-vis in the United States, France does not have the same weight in Algeria." A small sentence due partly to the cold which then characterized the free-Algerian relations because of the polemic on the "benefits" of colonization. Because, no matter what say some the Algerian persons in charge, the French "did not let pass their chance". If it does not play yet in the same court as the United States and Russia, France is catching up with wasted time. It remains the first supplier of Algeria (4,3 billion dollars of exports in 2006, is 20 % of the market) and always precedes countries like Italy and China. Newer fact: for six years, its investments in Algeria have grown in a vertiginous way. In 2000, they were only 49 million dollars. In 2005, they passed to 140 million dollars and 2006, to 294 million. France is thus the second investor in Algeria, all sectors confused (but the first investor, except hydrocarbons), just behind the United States, but before Spain and Egypt. On their side, the countries of the Gulf, like, are interested by sectors such as the télécoms, petrochemistry, hotel trade, the services. These foreign direct investments (IDE) are essential in Algeria to enable him to make take off its economy, except hydrocarbons, and regulate its problem of unemployment (75 % of inactive have less than 30 years). Object of all covetousnesses, the old French colony is known promised with a beautiful future. Its crude oil reserves place it at the 3e row of the producer countries of Africa (after Nigeria and Libya). From where, undoubtedly, the eagerness and the solicitude of the United States

Algerian Sonatrach French Total to build a $3 billion ethane plant

ALGIERS (Reuters) - Algeria awarded a contract to France's Total SA on Monday to build and operate a steam cracking complex able to produce 1.4 million tonnes of ethane per year, officials said.
The project is worth over $3 billion and the plant, to be built on Algeria's northwest coast in partnership with state energy firm Sonatrach, will also produce polyethylene and ethylene glycol.
The plant will be financed 49 percent by Sonatrach and 51 percent by Total and the products will be sold on the national and international markets.
It is the first of six petrochemical projects Algeria has launched for an estimated overall value of $12 billion.
The results of a further tender for a complex capable of producing 1 million tonnes of methanol per year were expected later on Monday, the officials said. That project will also be a partnership of Sonatrach and a foreign company.

Algeria plans 12 bln usd petrochemical complex; Total, Almet win orders UPDATE
07.17.07, 9:18 AM ET

(Updates with more details of Sonatrach plant, Total jv, Almet consortium's contract and jv, other details)

ALGIERS (Thomson Financial) - The Algerian government has awarded contracts to Total SA and an international consortium, Almet, worth a combined 4 bln usd, to build two new petrochemical plants as part of a 10-unit petrochemical complex with an estimated investment of 12 bln usd.

'These two plants are part of a programme of about 10 petrochemical units with a total cost of 12 bln usd, of which five are still to be built', said the vice-president of Algerian state oil company Sonatrach's downstream activities, Abdelhafid Feghuli, last night after the two contracts were signed.

French oil company Total signed a contract worth 3 bln usd (2.18 bln eur) to build an ethane cracker at Arzew in western Algeria to manufacture various types of polyethylene and ethylene destined for domestic and international markets, Sonatrach said.

A joint venture will be formed for the ethane cracker plant, in which Total will hold 51 pct and Sonatrach will hold 49 pct. Total was competing with Saudi group Sabic for the order, but the French group won the order as it offered Sonatrach a 70 pct share of the profits, while Sabic only offered 55.12 pct.

The Almet consortium comprises Kuwaiti company Qurain, German company Lurgi, Trinidad's PPSL, Japan's Mitsui, and Algerian company Sotraco. Sonatrach awarded Almet the contract to build a methanol production facility at the Arzew industrial zone. The amount of the investment is estimated at 1 bln usd, and annual production is estimated at 1 mln tonnes of methanol, destined for the international market.

A joint venture will also be formed for this plant, in which Sonatrach will hold 49 pct and Almet 51 pct. Almet has offered Sonatrach a 76.09 pct share of the profits.
