Mobile gen sets, so no more shutdowns



Kota Kinabalu: Sabah Electricity Sdn Bhd (SESB) will now bank on generator sets or Mobile Gen Sets to avoid unnecessary power disruptions when conducting maintenance works at their substations.

General Manager (Operations) Peter Lajumin said it is one of SESB's efforts to improve on services to customers.

"Previously, when we do maintenance works, we have to shut down completely the electricity supply at the affected areas, the affected customers thus not being able to receive supply for several hours.

"But now, we have an alternative by using this Mobile Gen Sets to reduce discomfort among customers while maintenance work is being carried out at their place, " he said.

Lajumin said this after the installation of a Mobile Gen Set at the SESB substation at Taman Cantek, near the KK High School, Saturday.

"As a matter of fact, the SESB is allowed to completely shut down electricity supply at the affected areas when it carries out maintenance works but we understand the customers' feeling. So, I hope with the availability of these Mobile Gen Sets it would lessen their discomfort, " he said.

Lajumin said, to date, the SESB has 10 sets of mobile generators with a capacity of between 300 kW and 1,000 kW, with seven of them rented from Tenaga Segera Sdn Bhd.

He said the rented sets have been distributed to four main districts with two each in Kota Kinabalu, Tawau and Sandakan while the remaining one has been placed in Labuan.

In addition to the existing 10 sets, SESB is also expecting another six generators which have been purchased from the US.

"The new sets costing RM7 million in total are expected to arrive soon, " said Lajumin.

The Mobile Gen Sets would also be used during maintenance works at critical areas such as hospitals which need electricity supply continually.

"It would also be used during major events including events involving the Head of State, Prime Minister and Chief Minister," he said.

Health Ministry's Positive Response To New Hospital For Kota Kinabalu

KOTA KINABALU, Nov 17 (Bernama) -- The Health Ministry has welcomed the suggestion by Sabah Chief Minister Datuk Seri Musa Aman to build another hospital in Kota Kinabalu following the problems that have plagued the Queen Elizabeth Hospital (QEH) whose main block's structure has been deemed structurally unsafe.

Deputy Health Minister Datuk Dr Abdul Latiff Ahmad however said it was a long term plan and what was important now was to ensure that all patients got treatment on time.

Abdul Latif said the need for a new hospital was not only because QEH faced problems but also because for the 2012-2020 period it is estimated that 1,500 more beds were needed to meet the needs of the state's people.

"Let us solve the problems one by one. The proposed hospital on 40.5 hectares is a long term plan that we will do under the 10th Malaysia Plan." he told reporters at the Kota Kinabalu International Airport before returning to Kuala Lumpur.

He said he had been briefed about QEH's services and was satisfied with actions taken.

He said the process of moving patients and staff from the main block was done by Nov 15 and the cooperation from the private Sabah Medical Centre (SMC) was very good.

Asked about his ministry's discussion with SMC on whether to buy or rent SMCs's facilities, he said it depended on further discussions and meetings.

Abdul Latiff said QEH will be beefed up to have tertiary hospital facilities while the new hospital will be a secondary hospital.

It is understood that a twin block for the tertiary facilities would be built near the main QEH block.

He said his ministry is also discussing with the Public Works Department to tear down the main block rather than waiting for it to collapse in case there was a natural disaster like an earthquake.

Tuesday, Health Minister Datuk Liow Tiong Lai is scheduled to visit QEH, Likas Hospital, Kota Belud Hospital and the Tuaran Clinic.

Sabah To Get More Direct Flights From Singapore


KOTA KINABALU, Nov 18 (Bernama) -- The number of direct flights from Singapore to Kota Kinabalu will increase to 22 with the start of Jetstar Asia Airways' flights from Dec 2.

Sabah Tourism, Culture and Environment Minister, Datuk Masidi Manjun, said at present three airlines -- Malaysia Airlines (MAS), AirAsia and SilkAir -- had 18 flights a week.

He said with the increase in flights it would be a good strategy to promote Sabah as an ideal location for meetings, incentives, conventions and exhibitions (MICE) and strengthen the tourism sector in the state.

"We will cooperate with the five-star hotels in planning our strategies, activities and promotion in Singapore to popularise Sabah as the ideal MICE location," he said at the State Assembly here Tuesday.

Masidi said this in reply to a question by Datuk Mohd Arifin Mohd Arif (Membakut-BN) on the state's strategy to strengthen tourism in the face of the current global financial crisis.

He said the ministry would also focus on markets which had direct flights to Sabah and strengthen cooperation with airlines which had air access to Sabah like MAS, AirAsia, SilkAir, Dragon Air, Korean Air, Asiana Airlines, Royal Brunei Airlines and Cebu Pacific.

Masidi said Sabah would also increase marketing and promotional activities in destinations which offered low-cost flights.

"About 80 percent of the tourists come to Sabah for adventure and to relax and the low-cost flights have helped to boost tourism. More tourists are using the low-cost airlines during the present global financial crisis," he said.

Masidi said the real implication of the global financial crisis would be seen early next year.

However, he said, the United Nations World Tourism Organisation has reported that the tourism sector would be able to weather the challenge.

He said only the frequency of travel and expenditure would be reduced.

"Thus, the ministry will focus on domestic and regional markets like Singapore, Philippines, Indonesia, Brunei, China and Australia.

"We will also promote tourism in regional hubs in Hong Kong and Tokyo which have connections to other world destinations," he said.

Ministry mulling acquisition of Sabah Medical Centre


KOTA KINABALU: A third hospital is being considered for the state capital as the Health Ministry looks into the acquisition of the private Sabah Medical Centre (SMC) with a view of turning it into a cardiac centre.

Health Minister Datuk Liow Tiong Lai said a new general hospital was needed in Kota Kinabalu to ease congestion at the Queen Elizabeth Hospital (QEH) that would be turned into a specialist facility.

“We need a referral centre to serve the needs of patients from around Sabah requiring specialist treatment and QEH could take on that role as a tertiary hospital,” he said after visiting the hospital here.

Liow said the Health Ministry would be holding further discussions with the Sabah government which had offered land within the vicinity of the state capital for a general hospital.

Chief Minister Datuk Musa Aman had made the land offer after the QEH main tower block had been declared unsafe and patients were relocated to other hospitals in the city and nearby districts.

Liow said on Tuesday the main tower block that had been declared unsafe by the Public Works Department and Ikram, a private consultant, following a series of stringent tests and it would eventually be demolished.

He said in its place more specialist facilities such a blood bank centre would be built.

Liow said the ministry was also trying to expedite the construction of two new blocks at QEH with a capacity of 600 beds that would among others house an intensive care unit.

He said the last of the 119 patients had been relocated from the QEH tower block by midnight on Nov 14 and patients were sent to Likas hospital, the SMC, the Damai Medical Centre, as well as the Beaufort and Kuala Penyu hospitals.

“Surgical multidisciplinary emergencies will be at the SMC while orthopaedic, ophthalmology and paediatric surgery are done at the Likas hospital.

“Non-urgent surgery services have been relocated to the Beaufort and Kuala Penyu hospitals,” Liow said in assuring that the quality hospital services would not be compromised. On the acquisition of the SMC, he said the ministry was still studying the matter but noted that the state needed a cardiac treatment centre urgently.

”If we were to build one, it would take at least three to five years. Having a cardiac centre would reduce the need for Sabahan heart patients to seek treatment at the National Heart Institute in Kuala Lumpur,” Liow added.

He said the ministry would be transparent on the matter and it would conduct extensive and proper evaluations before making any decision.

“Whatever we do, the over-riding concern is that it should be for the good of the people in Sabah,” Liow added.

Later, Liow toured the Likas hospital and launched the Faber Group Bhd’s Fresh Linen Services (Sabah) laundry plant at the Kota Kinabalu Industrial Park

Liow Assures Sabah People Of Quality Hospital Services Even In Emergency Situation


KOTA KINABALU, Nov 18 (Bernama) -- Health Minister Datuk Liow Tiong Lai has assured the people of Sabah that the quality of health services in the state, particularly in Kota Kinabalu, will not be compromised even in an emergency situation.

He said the ministry was deeply concerned over the situation in the Queen Elizabeth Hospital (QEH) here after the tower block, forensic block, and boiler room at the hospital were found to be unsafe for occupation.

"This is a matter of urgency and has the utmost attention and commitment from the Ministry of Health.

"we want to ensure the safety of patients, fellow staff, and the continuity of medical services in the state capital. That's why I came here to give moral support to my staff and patients," he told reporters after attending a briefing at the hospital today.

Liow said that so far, 129 patients had been evacuated and relocated to nearby hospitals, including the Likas Hospital and the Sabah Medical Centre.

He said the last ICU patient shifted out of the tower block around midnight last Friday.

All operations had ceased in the tower block and emergency operations had resumed in the Likas Hospital and Sabah Medical Centre (SMC) since Saturday while emergencies and admissions to wards would be done at Queen Elizabeth Hospital's accident and emergency department, he said.

"The cost incurred for this relocation is high because we have to buy health service.

For example, now we have to send out our patients to SMC or Damai Specialist Centre...we buy health services from SMC and Damai.

"For the time being, we are working out the whole cost. We plan the services for one year and based on our rough estimate, to take care of 200 patients, it may cost us around RM60 or RM70 million a year...but this is emergency so we will make sure that health service is in place for the people," he said.

Liow said services would resume as usual in the various areas, including surgical multidisciplinary emergencies at Sabah Medical Centre and orthopaedic, opthalmology and paediatric surgery at Likas Hospital.

Medical multidisciplinary services would be done at the other complexes within QEH while non-urgent surgeries would be relocated to the Beaufort and Kuala Penyu hospitals.

Liow said the ministry was fully aware of the congestion in QEH and was committed to working towards a long-term solution of a network of urban hospitals to address this increasing demand for beds.

In this respect, he said, it would expedite the completion of the 600-plus bedded new twin tower block.

"This new twin tower, which is near to the tower block, will be equipped with at least 20 operating theatres.
I hope it will be ready in two or three years," he said.

Asked on the future plan for the tower block, he said professional engineers from the Public Works Department and Idram had conducted 13 tests on the the block's building structure and recommended that it be demolished.

The ministry had a few options once the tower block was demolished, including erecting a new building for the Sabah Blood Bank unit.

He also thanked to the Sabah government for offering to provide a suitable piece of land for another hospital in Kota Kinabalu.

Liow said there was a long-term plan to build another general hospital in Kota Kinabalu to add to Likas Queen Elizabeth hospitals, noting that what was lacking now in Sabah is a cardiac centre and heart patients from the hasd to be sent to the National Heart Institute (IJN) in Kuala Lumpur yfor treatment.

He also did not rule out the possibility of buying over the Sabah Medical Centre and turning it into a cardiac centr
e as an immediate measure to ensure continuity and development of medical centres in the state, especially in Kota Kinabalu.

"But the cost must be properly assessed and reasonable. What is important is the interest of the people of Sabah and the state as far as health service is concerned," he added.

PKR wants neutral assessment on deposits

Kota Kinabalu: Parti Keadilan Rakyat (PKR) Vice President Datuk Dr Jeffrey Kitingan has called for an independent oil and gas consultant to find out whether Sabah's gas deposits are really the least in the nation.

Describing the statement about Sabah's natural resources by Petronas President Tan Sri Hassan Marican as "highly questionable", Jeffrey suggested the former step down if the assessment by the consultant proves to be different from what he claimed.

"If it is the lowest and not viable then why the need to exploit and pipe it or even build a petrochecmical plant?

"Would Petronas just build something for nothing? Or is Marican not telling the truth? What I know from other sources is that Sabah's oil and gas deposits are substantial as those in Sarawak and Terengganu," he said in a statement, Monday.

Jeffrey also challenged Chief Minister Datuk Seri Musa Aman to reveal to the public the details of deals discussed with Petronas since 2006, pointing out this is an era of transparency.

"This is not a small matter as it involves a key national resource in Sabah É the people have a right to know.

"For example, even the so-called Floating Production Storage Offshore (FPSO) activities and contracts, which pay up to US Dollars 500,000 per day, are only undertaken by those in the know through whom you know basis.

"Who are the FPSO contractors? Are the Petronas managers also involved?

Why doesn't the Chief Minister get YS Shipping Dua, which has various licences to be involved?," he said, adding Yayasan Sabah should be given a lead role in implementing the project involving RM1.6 billion of taxpayers' money.

In a related matter, Jeffrey said if building a LNG facility in Sabah was not viable, then why is the Government, at the same time, going ahead with the gas pipeline to Bintulu and the petrochemical plant.

"Is the Federal Government giving false hopes to Tan Sri Bernard Dompok and Sabahans or can both the pipeline and petrochemical industry be implemented viably for the benefit of the State and the people?"

He said figures given by Petronas on its reserves and current production level do not indicate, in any way, the viability or otherwise of the oil and gas industry in Sabah.

"It seems Sabah is always at the losing end. We have oil but we only get five per cent royalty. We have gas but it is being piped out.

"We have an oil and gas industry but little participation in its downstream activities (and) we have substantial oil and gas reserves/deposits but are being told you only have very little.

"Yet, Petronas talks about big royalty revenue, where is the logic?

Parliament should demand for an independent consultant and get the facts right," Jeffrey said
