- Thanks, Regi, this should hopefully help the harbor get additional cargo and cruise traffic till the giant next door becomes operational in 2015.

Decison extended to March 15

Following the evaluation of the technical bid for port operator in Phase I of the Vizhinjam greenfield seaport being completed, a final decision by the Kerala Cabinet is awaited before March 15, said Suresh Babu, managing director of Vizhinjam International Seaport Ltd (VISL), a special purpose company set up for implementing the project.

A consortium comprising Welspun Infratech, Welspun Corp and Australia-based Leighton Engineering Holdings had emerged as lone bidder for Phase I of the Vizhinjam project. An evaluation committee led by the Kerala chief secretary submitted its report last month on the consortium's bid.

Surveys has been ordered for Balaramapuram station-Vizhinjam port in view of the proposed International Container Transshipment Terminal in the Railway Budget 2012-13 presented by Union Minister Dinesh Trivedi in the Lok Sabha on Wednesday.

The Cabinet will only move forward with the discussion after the By-election is complete. The Welspun-Leighton consortium will most probably called for talks about their bid before a final decision is taken.

I am pretty skeptical about whether this amounts to anything more than a "free" addition to the Railway Budget. In the end, the status quo will prevail - that VISL will fund the line, IRCON will construct it and IR will operate.

Mani keeps Vizhinjam hopes floating

Prospects have brightened for the much-awaited Vizhinjam deepwater international container and transhipment port near the capital with the allocation of Rs 224 crore for the project in the budget. Finance minister K M Mani said the allocation of funds would give a palpable impetus to the project for which the Union government has on the other day agreed to bear the cost for constructing a rail line from Vizhinjam to Balaramapuram.

The state government had earlier given Rs 195 crore towards basic infrastructure development for the project. The second installment envisaged in the current budget would be mainly used to carry forward the land acquisition process for the project, said A S Sureshbabu, managing director and chief executive officer of the project. Vizhijam, a natural port, located near the international sea route, is expected to attract at least 50% of the container ships passing through the Suez Canal. As per estimates , at least 20,000 ships pass through the canal every year.

The government of Kerala has incorporated a fully owned company --Vizhinjam International Seaport Limited (VISL) -- with the major objective of providing external support infrastructure (such as linkages and power/ water supply) for the port.

Vizhinjam: State to Approach MoEF by September

The State Government hopes to approach the Ministry of Environment and Forests (MoEF) by September this year for environmental clearance for the multi-crore Vizhinjam deepwater international container terminal project, Ports Minister K Babu told the Assembly on Thursday.

The environmental impact assessment (EIA), a one-year-long process, is on and is expected to be completed by June 30 this year. Public hearings on the same will be held in August, before the State Government submits its application to the Centre.

The EIA began in July 2011. Asian Consulting Engineers is conducting the EIA for project consultants International Finance Corporation and L&T Ramboll is conducting the EIA for road and rail connectivity for Vizhinjam International Seaport Ltd (VISL), the Government firm overseeing the project. The EIA will cost the State Government Rs 60.75 lakh and the modelling and study on shoreline changes will cost Rs 26 lakh.
