AIS to keep up with DTAC

Advanced Info Service will speed up deployment of its third-generation infrastructure in Bangkok to keep pace with rival DTAC, which has received regulatory approval to start the high-speed wireless broadband services.


AIS president Wichien Mektrakarn said the country's biggest mobile operator had received approval from the National Telecommunications Commission (NTC) to import equipment for another 430 base stations to provide 3G services in Bangkok and some major cities in addition to its limited coverage of 30 base stations in Chiang Mai.


But he said that due to the current political uncertainty and the fact that DTAC was moving ahead with its plans in the capital, AIS had no choice but to speed up deployment in Bangkok and other major cities.


He said that offering 3G by using high-speed packet access (HSPA) technology on the 900 Megahertz frequency was not an ideal solution for the company but that speed was of the essence. Local operators have been pressing the NTC to come up with clear guidelines for using 2100 MHz, considered the global standard for 3G.


In the meantime, Mr Wichien said that AIS was considering strengthening its co-operation with TOT Plc, since the latter's Thai Mobile subsidiary controls the 1900-2000 MHz slots.


He also believes DTAC may face some difficulties offering 3G in Bangkok because the 850 MHz slot it intends to use is quite congested. DTAC, he said, would also need about six months to tune the W-CDMA equipment it needs to use.


DTAC plans to spend five billion baht in the first phase of 3G services covering Bangkok, Phuket and Chon Buri, with commercial services starting within one year. DTAC has NTC permission to deploy 1,200 base stations and third-ranked True Move 650.

ทีโอทีดิ้นเลิกสัญญาสตาร์คอม กฤษฎีกาเตือนระวังรัฐเสียหาย

สำนักงานคณะกรรมการกฤษฎีกา เผยแพร่ความเห็นทางกฎหมายกรณีกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) ขอหารือกรณี บริษัท ทีโอที จำกัด (มหาชน) ได้ลงนามสัญญาว่าจ้างบริษัทคอนโซเทียม สตาร์คอม (Consortium Starcom) เพื่อปรับปรุงโครงข่ายโทรศัพท์เคลื่อนที่ระบบ 470 MHz ต่อมาคณะกรรมการกฤษฎีกาได้วินิจฉัยว่าโครงการดังกล่าวจะต้องดำเนินการตาม พ.ร.บ.ว่าด้วยการให้เอกชนเข้าร่วมงานหรือดำเนินการในกิจการของรัฐ พ.ศ.2535 หรือ พ.ร.บ.ร่วมทุน และปัจจุบันโครงการดังกล่าวยังมิได้ดำเนินการตามกระบวนการที่ได้กำหนดไว้ใน พ.ร.บ.ดังกล่าว จึงเป็นปัญหาว่า ทีโอที จะยกเลิกสัญญาได้หรือไม่

คณะกรรมการกฤษฎีกา (คณะพิเศษ) เห็นว่า พ.ร.บ.ร่วมทุน ได้บัญญัติเฉพาะขั้นตอนเกี่ยวกับการให้เอกชนเข้าร่วมงานหรือดำเนินการในกิจการของรัฐ ที่หน่วยงานเจ้าของโครงการต้องปฏิบัติก่อนจะทำสัญญากับเอกชน โดยไม่ได้กำหนดขั้นตอนเกี่ยวกับการเลิกสัญญาไว้ อย่างไรก็ตาม หากเป็นสัญญาที่ได้ดำเนินการถูกต้องตามขั้นตอน พ.ร.บ.ดังกล่าว เมื่อจะมีการเลิกสัญญาย่อมมีผลเป็นการยุติการดำเนินโครงการ ซึ่งหน่วยงานเจ้าของโครงการต้องเสนอคณะกรรมการประสานงานตามที่ระบุไว้ใน พ.ร.บ. เพื่อหาแนวทางแก้ไขปัญหาต่อรัฐมนตรีเจ้าสังกัดหรือเสนอคณะรัฐมนตรี (ครม.) ซึ่งเป็นผู้มีอำนาจตามกฎหมายพิจารณา

ส่วนกรณีสัญญาปรับปรุงโครงข่ายโทรศัพท์เคลื่อนที่ระบบ 470 MHz ไม่ได้ดำเนินการโดยถูกต้องตามขั้นตอนของ พ.ร.บ.ร่วมทุนมาตั้งแต่ต้น ดังนั้น หากทีโอทีประสงค์จะใช้สิทธิบอกเลิกสัญญา หรือตกลงกับบริษัทที่เป็นคู่สัญญาเพื่อยกเลิกสัญญาดังกล่าว ย่อมเป็นไปตามหลักเกณฑ์และเงื่อนไขที่คู่สัญญาได้กำหนดไว้ในสัญญา อย่างไรก็ตาม ในการพิจารณายกเลิกสัญญา บริษัททีโอทีสมควรพิจารณาถึงผลประโยชน์และความเสียหายของรัฐ และรายงานรัฐมนตรีผู้กำกับดูแลเพื่อเสนอ ครม.ต่อไปด้วย (กรอบบ่าย)

VoIP development promoted

Locally developed Voice over Internet Protocol (VoIP) software development is being promoted to reduce the country's heavily reliance on imports. The research and development arm of the National Telecommunications Commission (NTC) has made the project part of an industry master plan with an ultimate goal to export technology developed in Thailand.


VoIP technology provides a new business opportunity for Thai companies to develop compatible software on an open-source platform, said Supot Tiarawut, a director of the Telecommunications Research and Industrial Development Institute (TRIDI).


The market worldwide is moving away from digital to IP technology, he said, citing the example of the trend for PBX (private branch exchanges) to migrate to IP-converged networks.


An IP PBX is a business telephone system designed to deliver voice over a data network and interoperate with normal public switched telephone network.


VoIP gateways can be combined with traditional PBX functionally, enabling businesses to use their managed intranet to help reduce long-distance expenses and enjoy benefits of a single network for voice and data.


Only two Thai companies _ Forth and Phonik _ now produce VoIP software and IP PABX products.


Dr Supot said Thailand's imports of telecom equipment and information and communications technology (ICT) systems were worth 900 billion baht in 2006 alone.


While developing local VoIP applications would not reduce the import bill substantially, it would be a good first step toward reducing costs, he said.


The TRIDI has is promoting promote research and development in four key areas over the next three to five years. They include broadband internet access _ WiFi, WiMax, third-generation (3G) or 4G, near-field communication technology, optical communications and next-generation networks.


Dr Supot said Thailand imported up to 40 million mobile-phone handsets per year so that producing locally made wireless chips and optical technology would help make the country a telecom equipment production source.

NTC: Foreign 3G bidders need local partners

The National Telecommunications Commission (NTC) yesterday calmed Thai mobile phone operators' fear that they might not be able to compete with foreign operators in a third-generation (3G) spectrum auction, saying it would require foreign bidders to have local partners.Prasit Prapinmongkolkarn, an NTC member, said that recent public hearings had also raised concern that 3G auctions could bring about collusion. But he said this should not be a concern because the NTC would have conditions to require investors to build a 3G network covering 90% of the country within a definite timeframe.


This would force foreign investors to form joint ventures with local operators because the timeframe required could never be met otherwise, he said.


He recalled a Swedish 3G bid in which an operator was forced to pull out because it could not meet the timeframe.


Gen Choochart Promprasit, the NTC chairman, also offered assurances that 3G licence fees would not be as costly as in other countries, because the government wanted to promote the technology.


He also said that 3G service on the 2.1 Gigahertz or 850-900 Megahertz bandwidths, would be an alternative service because consumers could still use 2G service and those wanting data or high-speed broadband could look to 3G.


He said all revenues from 3G auctions would go to the Finance Ministry because the 3G spectrum is a national resource.

กทช.เล็งแบ่งโซน ไวแม็กซ์2.5GHz 18บ.ขอทดสอบ

กทช.ปิดรับทดสอบ Wi-Max หลังมีผู้ประกอบการยื่นขออนุญาตทดสอบ 18 ราย หวั่นออกหลักเกณฑ์การจัดสรรคลื่นได้ช้า เผยปิดประตูความถี่ย่าน 3.5 GHz เหตุมีปัญหารบกวนระบบสื่อสารดาวเทียมกับสถานีภาคพื้นดิน เล็งออกใบอนุญาตโดยแบ่งพื้นที่การให้บริการโดยใช้ความถี่ 2.5 GHz พร้อมจำกัดจำนวนผู้ให้บริการเพื่อไม่ให้ความถี่รบกวนกัน


นายเศรษฐพร คูศรีพิทักษ์ หนึ่งในคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) กล่าวถึงความคืบหน้าการจัดทำแนวทางการออกใบอนุญาต Wi-Max ว่า ขณะนี้ กทช.ได้ปิดรับการขออนุญาตทดสอบให้บริการ Wi-Max ที่ช่วงความถี่ต่างๆ แล้ว เนื่องจากที่ผ่านมาได้ออกใบอนุญาตให้ทดสอบไปแล้วกว่า 18 ราย โดยผลการทดสอบที่ได้จะนำมาเป็นข้อมูลในการพิจารณาของคณะกรรมการศึกษาวิธีการจัดสรรคลื่น Wi-Max ซึ่งคาดว่าภายในสิ้นปีนี้น่าจะสรุปผลการศึกษาได้

ตามกระบวนการจัดสรรคลื่นความถี่เพื่อใช้กับเทคโนโลยี Wi-Max จะต่างจากการจัดสรรคลื่นความถี่เพื่อให้บริการโทรศัพท์เคลื่อนที่ 3G เนื่องจาก 3G มีความชัดเจนว่าต้องใช้ย่านความถี่ไหนในการให้บริการ แต่ Wi-Max ยังมีประเด็นต้องพิจารณาอีกว่า กทช.ควรจัดสรรความถี่ย่านไหนให้ใช้งานในประเทศไทย

"อย่างความถี่ย่าน 3.5 GHz คงนำมาใช้บริการ Wi-Max ไม่ได้เพราะทดสอบแล้วพบว่าไปรบกวนความถี่ที่ใช้ในการส่งสัญญาณ downlink ระหว่างดาวเทียมกับสถานีภาคพื้นดิน ดังนั้นก็เหลือความถี่ย่าน 2.4 GHz และ 2.5 GHz ซึ่งความถี่ย่าน 2.5 GHz มีความเป็นไปได้มากที่สุด"

อย่างไรก็ตามก่อนที่ กทช.จะจัดสรรความถี่เพื่อให้บริการ Wi-Max ได้นั้น จำเป็นต้องจัดทำแผนการใช้งานคลื่นความถี่ก่อนตามที่คณะกรรมการกฤษฎีกาได้ให้ความเห็นเกี่ยวกับการจัดสรรคลื่นความถี่ใหม่ไปก่อนหน้านี้ โดยนายเศรษฐพรกล่าวว่า ในขั้นตอนนี้ไม่น่าจะใช้เวลานาน และเมื่อจัดทำแผนการใช้งานคลื่นความถี่เสร็จก็พร้อมที่จะออกใบอนุญาตและจัดสรรความถี่ได้เลย

"การออกใบอนุญาตจำเป็นต้องมีการกำหนดเงื่อนไขที่ชัดเจนเกี่ยวกับการป้องกันการรบกวนกันของความถี่ และอาจต้องกำหนดว่าแต่ละพื้นที่ควรมีผู้ให้บริการกี่ราย เช่น ในพื้นที่ กทม. หากมีการติดตั้งโครงข่าย Wi-Max ความถี่ก็อาจมีการรบกวนกับบริการที่ใช้ความถี่ที่ไม่ต้องขออนุญาต (unlicensed band) อาทิ ไว-ไฟ เป็นต้น แต่ในพื้นที่ต่างจังหวัดหรือพื้นที่ห่างไกลก็สามารถใช้งานได้เต็มที่"

ด้วยเหตุผลดังกล่าวใบอนุญาต Wi-Max จะไม่เหมือนใบอนุญาต 3G เพราะใบอนุญาต 3G จะมีขอบเขตการให้บริการทั่วประเทศ แต่ใบอนุญาต Wi-Max จะมีขอบเขตการให้บริการตามแต่ละพื้นที่แทน

ด้าน พล.อ.ชูชาติ พรหมพระสิทธิ์ ประธาน กทช. กล่าวว่า เหตุที่ กทช.ไม่อนุญาตให้ผู้ประกอบการขอยื่นทดสอบ ไวแมกซ์เพิ่มเติม เนื่องจากที่ผ่านมามีผู้ยื่นขอทดสอบเข้ามาเรื่อยๆ หากอนุญาตก็จะทำให้การจัดทำหลักเกณฑ์การให้บริการ Wi-Max ล่าช้าออกไปอีก ดังนั้นจะให้มายื่นขอใบอนุญาตเพื่อให้บริการได้เลย เมื่อ กทช.ประกาศหลักเกณฑ์การออกใบอนุญาตเสร็จแล้ว

ขณะเดียวกัน กทช.ก็มีมติในส่วนของ 3G ว่าจะไม่มีการออกใบอนุญาตชั่วคราวให้ทดสอบ การให้บริการในย่านความถี่ 2100 MHz ตามที่เอกชน 4 ราย ประกอบด้วย บริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน), บริษัท ทรู มูฟ จำกัด, บริษัท โทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น จำกัด (มหาชน) และบริษัท อีริคสัน (ประเทศไทย) จำกัด ยื่นขอรับการจัดสรรความถี่เป็นการชั่วคราวเข้ามา

โดยมีเหตุผลว่าเทคโนโลยี 3G เป็นเทคโนโลยีที่มีความถี่ที่ชัดเจนในการให้บริการ ไม่รบกวนคลื่นความถี่ระหว่างกันเหมือน Wi-Max ในทางเทคนิคสามารถให้บริการได้ไม่มีปัญหา รวมทั้งผู้ประกอบการมือถือก็ได้รับอนุญาตให้ทำ HSDPA บนความถี่เดิมแล้ว ขั้นตอนการออกหลักเกณฑ์การจัดสรรคลื่นความถี่ก็กำลังอยู่ระหว่างการทำประชาพิจารณ์แล้ว ดังนั้นจึงไม่จำเป็นต้องทดสอบการให้บริการอีก

"ทีโอที" เดินหน้าโครงการ 3 จี ชงบอร์ดหา "ผู้จัดการโครงการ" 17 ก.ย.นี้ พร้อมได้ฤกษ์ปิดฉาก "ไทยโมบาย" 30 ก.ย.นี้ ดำเนินการชำระบัญชีและโอนลูกค้าให้ทีโอทีรับช่วงต่อ


นายวรุธ สุวกร กรรมการผู้จัดการใหญ่ บมจ.ทีโอที กล่าวว่า หลังที่ประชุมคณะรัฐมนตรี (ครม.) มีมติเมื่อ 9 ก.ย. เห็นชอบให้ทีโอทีลงทุนโครงการสร้างโครงข่ายโทรศัพท์เคลื่อนที่ด้วยเทคโนโลยี 3 จี บนคลื่นความถี่ 1900 MHz มูลค่า 29,000 ล้านบาท ทีโอทีจะดำเนินการปรับปรุงแผนการลงทุนให้สอดคล้องกับมติ ครม. และความเห็นของสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) ที่จะให้ทีโอทีเป็นผู้ให้บริการเฉพาะโครงข่ายแทนการเข้าไปแข่งขันทำตลาดกับเอกชน ก่อนที่จะเสนอให้ที่ประชุมคณะกรรมการบริษัท (บอร์ด) พิจารณาอีกครั้ง

แหล่งข่าวระดับสูงจาก บมจ.ทีโอที เปิดเผย "ประชาชาติธุรกิจ"ว่า บอร์ดวันที่ 17 ก.ย.นี้ จะมีประชุมเพื่อทราบและปฏิบัติตามเงื่อนไขของ ครม. โดยจะเริ่มดำเนินการในส่วนของทีโอทีก่อน ได้แก่ การหาผู้จัดการที่จะมารับผิดชอบโครงการ 3 จี ซึ่งจะเข้ามารับผิดชอบดูแลทั้งเรื่องเทคนิค การเงิน รวมถึงการกำหนดเงื่อนไขคุณสมบัติ (ทีโออาร์) ของผู้เข้ามาติดตั้งโครงข่าย

โดยตัวเต็งที่น่าจะได้เข้ามารับผิดชอบโปรเจ็กต์นี้ ได้แก่ นายชาครีย์ ทรัพย์พะวงศ์ รองเอ็มดี ทีโอที



หากกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) ส่งเอกสารแจ้งมติ ครม. เรื่องการโอนสิทธิคลื่นความถี่ 1900 MHz มาถึงบริษัทแล้ว ตามขั้นตอนก็จะต้องแจ้งเรื่องการโอนสิทธิการบริหารคลื่นไปยังคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ตามที่มติ ครม.ระบุไว้ พร้อมแจ้งให้ กทช.ทราบว่าทีโอทีจะมอบหมายให้บริษัท เอ ซี ที โมบาย จำกัด เป็นผู้กู้เงินเพื่อลงทุนโครงการนี้ รวมถึงจะเป็นผู้บริหารโครงข่าย คาดว่าไม่น่าจะมีปัญหาอะไร เพราะเอซีทีเป็นบริษัทลูกของทีโอทีผู้เป็นเจ้าของกรรมสิทธิ์ในคลื่น 1900 MHz

"ต้องแจ้งให้ กทช.เห็นชอบก่อน แต่หาก กทช.ทักท้วงก็อาจต้องปรับแผนให้ทีโอทีเป็นผู้บริหารโครงข่ายเอง ซึ่งไม่คล่องตัวเท่ากับทำในนามบริษัทเอซีที"

หลังจากนี้ทีโอทีจะประสานงานกับสำนักงานบริหารหนี้สาธารณะเพื่อพิจารณาหาแหล่งเงินกู้ ตามเกณฑ์เอ็กซ์ปอร์ตเครดิต คือให้บริษัทผู้ผลิตอุปกรณ์ที่เสนอราคา หาแหล่งเงินกู้ และเงื่อนไขทางการเงิน ก่อนให้รัฐบาลเป็นผู้ค้ำประกันเงินกู้

"เชื่อว่าสถานการณ์การเมืองขณะนี้ไม่มีผลกระทบกับโครงการ เพราะ ครม.มีมติออกมาแล้ว และในวันที่ 17 ก.ย.นี้ก็จะนำเรื่องให้บอร์ดอนุมัติแล้ว โครงการจะเดินหน้าได้ทันที แม้ว่าต่อไปจะไม่มีบอร์ด งานหลายๆ ส่วนก็อยู่ในอำนาจที่กรรมการ ผู้จัดการจะพิจารณาอนุมัติได้"

แหล่งข่าวเปิดเผยอีกว่า วันที่ 30 ก.ย.นี้ในส่วนกิจการร่วมค้าไทยโมบาย(ร่วมทุนระหวˆางทีโอที-กสทฯ)ต้องเคลียร์บัญชีการเงินและพัสดุให้เรียบร้อย เพื่อเตรียมชำระบัญชีปิดกิจการตามกฎหมาย โดยไทยโมบายได้นำเครื่องโทรศัพท์ที่ค้างอยู่ในคลังพัสดุออกมาจำหน่ายในราคาถูก อาทิ มือถือจอสี ถ่ายภาพได้ (เฮาสŒแบรนดŒ) ราคา 539 บาท

"เพื่อความสะดวกในการชำระบัญชี ต้องนำพัสดุคงค้างในคลังออกมาขายให้หมด รวมถึงหยุดรับจดทะเบียนลูกค้าใหม่ชั่วคราว 30 ก.ย.นี้จะยุบไทยโมบาย รวมทั้งโอนพนักงานและลูกค้าให้ทีโอที ซึ่งลูกค้าปัจจุบันยังใช้งานได้เหมือนเดิม แต่การเปิดรับจดทะเบียนลูกค้าใหม่ได้เมื่อใด ขึ้นอยู่กับนโยบายของผู้บริหารคนใหม่ที่จะมาดูแล"

รายงานข่าวแจ้งด้วยว่า คณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ มีความเห็นเกี่ยวกับการดำเนินโครงการโทรศัพท์เคลื่อนที่ยุคที่ 3 ว่า ทีโอทีควรทำหน้าที่เป็นผู้พัฒนาโครงข่ายให้มีคุณภาพได้มาตรฐาน และครอบคลุมทั่วประเทศ จึงควรพิจารณาความเหมาะสมของแผนการตลาดที่เน้นการเป็นผู้ให้บริการโครงข่าย หรือการให้บริการแบบขายส่ง เพื่อลดความเสี่ยงในการลงทุน และการตลาดค้าปลีก รวมทั้งช่วยลดความซ้ำซ้อนในการลงทุน

ทั้งควรเร่งดำเนินการแผนฟื้นฟูฐานะการเงินขององค์กร (แผน Turnaround 2551-2554) มิฉะนั้นจะเกิดปัญหาเช่นเดียวกับโครงการโทรศัพท์เคลื่อนที่ 1900 MHz ที่ผ่านมา และแม้ว่าโครงการสร้างโครงข่ายโทรศัพท์เคลื่อนที่ยุคที่ 3 จะมีความเป็นไปได้ทางการเงินภายใต้สมมติฐานของทีโอที แต่ยังมีความเสี่ยงในปัจจัยสำคัญซึ่งถือเป็นเงื่อนไขความสำเร็จของโครงการ จึงต้องให้ความสำคัญในการปรับโครงสร้างองค์กรเพื่อรองรับการดำเนินโครงการ โดยมีการบริหารงานอย่างมืออาชีพ มีบุคลากรให้พร้อมรับการแข่งขันกับเอกชน การจัดทำแผนการตลาดเชิงรุกที่มีประสิทธิภาพและการหาพันธมิตรธุรกิจ โดยใช้โครงสร้างพื้นฐานที่มีอยู่ให้เกิดประโยชน์สูงสุดเพื่อประหยัดการลงทุน และสร้างขีดความสามารถในการแข่งขันการให้บริการ

และเนื่องจากมีวงเงินลงทุนสูงถึง 29,000 ล้านบาท ถือว่ามีความเสี่ยงสูง หากรายได้และค่าใช้จ่ายไม่เป็นไปตามเป้าหมาย จึงควรให้กระทรวงการคลังพิจารณาความเหมาะสมของการจัดโครงสร้างทางการเงิน และเห็นควรให้กระทรวงไอซีทีกำกับและติดตามการดำเนินงานของทีโอที และรายงานให้ ครม.ทราบเป็นระยะ

CAT pushes ahead with B2bn fibre-optic contract

CAT Telecom yesterday signed a contract for a two-billion-baht fibre-optic network with Marubeni (Thailand) although the Office of the Auditor-General (OAG) has questioned its transparency. The deal was signed by CAT president Phisal Jorpocha-udom.


The project automatic switched optical network (ASON) venture was approved in late June by the CAT board.


Mr Phisal said the OAG had sent five letters questioning several issues relating to the project and CAT had already clarified all of the questions.


He said the OAG told CAT that it would not mind if the state telecom enterprise went ahead with the signing of the deal but reserved the right to inspect the technical details latter.


He said CAT had also sent documents to the House Budgetary Committee and it did not raise any doubts about the project.


He insisted that the signing yesterday was not premature even though the country only has a caretaker government


CAT board chairman Sathit Limpongpan said he was not informed in advance of the signing of the deal, adding that he would have put off the signing until a more appropriate time.


The network would link all parts of the country with Bangkok via optical-fibre lines covering 9,000 kilometres.

True gateway arm will link US directly

True Internet Gateway, the gateway arm of True Corp, plans to invest 1.4 billion baht to build a submarine cable network connecting Bangkok with the United States in order to double the country's internet bandwidth capacity. The project would be undertaken by a consortium consisting of both local and prospective foreign partners.


The move would end the monopoly over the submarine cable market that CAT Telecom has enjoyed for decades.


Anothai Rattanakul, general manager of True Internet Gateway, said the company was in preliminary talks with CAT Telecom, TOT Plc, Advanced Info Service, DTAC and Jasmine International for a possible joint venture.


It was also in negotiations with a few prospective foreign partners operating telecom and oil and gas businesses in the United States, India and Bermuda.


Dr Anothai said a partnership deal could be tentatively settled within the next four to six months. Cable-laying work would take between 18 months and two years and the network could be operational by the end of 2010.


The cable would interconnect with the US gateway cable, providing direct access to the mainland United States, enhancing the country's bandwidth capacity, reducing internet gateway rental fees by 30% and quickening internet speeds.


While acknowledging that the project would be a duplicate investment as CAT Telecom Gateway now had one, Dr Anothai said that having another submarine network would ensure higher-quality services and spur market competition, resulting in competitive prices.


For these reasons, Singapore, Malaysia and Vietnam have already liberalised their submarine cable markets.


He said True planned to spend up to 100 million baht to expand its direct international internet gateway (IIG) nodes in Amsterdam, Japan and Los Angeles in 2009, bypassing CAT Telecom's gateway.


The company also plans to invest an additional 100 million baht to increase its bandwidth capacity from seven gigabits per second (Gbps) to 8.3 Gbps next year.


Dr Anothai said that IIG bandwidth traffic in Thailand was expected to rise to 50 Gbps in 2009, up from an expected 27 Gbps this year, fuelled mainly by the liberalisation of the local international internet gateway market a year ago.


The overall IIG market would increase from three billion baht in 2008 to five billion baht next year.


He said the company expected revenue to increase from 450 million baht last year to 800 million baht this year. Profit would be 150 million baht this year.


''Profit would be 200 million on revenue of one billion baht in 2009, fuelled by increasing broadband internet demand and new demand expected to come from third-generation (3G) data-based services,'' said Dr Anothai.

A spiritual computing hub? Meaningful technologies can begin here, writes Tony Waltham

Thailand could become a global centre for the development of spiritual computing technology with a focus on improving the end user experience to make it more meaningful, a pioneer in this field believes.

Senior advisor to the University of Washington's Human Interface Technology Laboratory Craig Warren Smith hopes to establish a spiritual computing group comprising several Thai organisations. Next year, from January to June, the professor will be lecturing at Chulalongkorn University Philosophy Department's Centre of Ethics of Science and Technology.

Prof Smith also plans to organise an international conference here around spiritual computing and is now talking to the European Union about funding, while he hopes Thailand can also be the hub for a network that can reach out to the headquarters of global multinationals to provide an opportunity for them to beta test their best thinking around technology design.

He said in an exclusive interview that this should help put Thailand on the map as "a fundamental place for innovation in technology design" and he suggested the need to bypass multinational companies' regional corporate headquarters, typically located in Singapore, and to go straight to the top laboratory people at large companies such as Electronic Arts and Microsoft.

Also a founder of and a leader in the global movement to close the digital divide, Prof Smith has been an adviser to several major technology corporations that include Microsoft, Google, Intel, IBM, Nokia and Oracle.

He believes that global innovation around the human computer interface based on Asian spiritual traditions can begin in Thailand and that the relationship between open source, open technology and Thailand's open society should be a key enabler of this.

With its rich Buddhist culture and IT design skills, Thailand could bring together spiritual traditions from Thai and other Asian countries "to help build an ecosystem for meaningful technologies," said Prof Smith, who has also been a Buddhist instructor for 25 years.

"Many Thais have gone to the West and have come back, and they have seen the West struggling to embrace Buddhism," he said, pointing to the popularity of the Dalai Lama's book The Joy of Living and Dying in Peace which sold eight million copies. Prof Smith likened the West's awakening to Buddhism to Europe's discovery of Greek traditions which had been the basis of the reformation that began there some 500 years ago.

Prof Smith also said he was concerned about the threat that cellphones on 3G networks might present if the content to be pushed out to the next two billion users around the world in rural areas had been developed in urban settings.

He said this could have a potentially disastrous impact on ecosystems and global warming, while attracting more people to cities, adding that there was an urgent need to introduce meaningful technologies to become an integral part of the human computer or cellphone interface.

"Will mobile applications emerge that strengthen spiritual experience?" he asked.

"I'm hoping that some kind of network could come together here to reach out to the global headquarters of multinational companies and offer them an opportunity to beta test their best thinking on this," he said.

"We need to be able to put Thailand on the map as a fundamental place for innovation in technology design," he said, noting that Thailand already had a track record by helping to pioneer new pricing models for Microsoft Windows and Office with the Windows Starter Edition.

Contrasting Thailand with neighbouring Malaysia and Singapore, he cited Malaysia's relatively unsuccessful attempts to be a multimedia hub with its multimedia super corridor, saying "you can't do it unless you're an open society," while adding "and you certainly can't do this in Singapore."

There needed to be a place for global innovation, a place to start thinking about the link between open society and open source, Prof Smith said, referring to the potential here.

He defines spiritual computing as "computing that enhances the meaningfulness of experience," noting that it didn't always have the same quality when subjectively perceived, and that it was filtered by the senses in the human body.

It forced the question of what the user really wanted, he added, noting that spiritual computing was the ultimate disruptive technology. "If people are empowered with their own spiritual experience they could not be manipulated by religious authorities."

Prof Smith said that it was important to make the distinction between spirituality and religion, which were not the same thing, and that religions did not own spirituality.

Spiritual computing was really only just emerging and was being reflected in quests by software designers to maximise the user experience, he said.

"Companies are now asking 'what does it mean to optimise user experience?' Companies don't have the answer yet," he said.

"User experience is a new competitive factor and I say that they have to go to spiritual traditions to gain insights into that," he said, noting that user experience could now be considered the driver of technology innovation and that it began to get to questions that the field of software engineering had ignored.

Prof Smith explained that when the field of computing was created, engineers had originally said: "we don't need to know the nature of reality, we just need to know how to make stuff."

But he cited Stanford professor B.J. Fogg who had observed that we were now in the behavioural revolution.

Prof Smith, who is also a former professor at Harvard University's Kennedy School of Government, noted that digital technologies were having an unsettling impact "like we have been uprooted from the Earth, from our communities."

This was very unlike the lives of our grandparents who were grounded in their communities, he added, noting "maybe we all need to cultivate spiritual tools and disciplines just to keep our sanity in this digital age."

There are still unanswered questions around spiritual computing, which aims to achieve continuous meaningful experience. "Could this be measured or even distinguished, and could parents demand this?" he asked.

But, we do not have to wait for Thailand's Ministry of ICT to regulate companies and encourage them to introduce meaningful technologies.

We could go ahead and operate as a design principle because there was enough goodwill in Thailand, enough IT expertise and enough connections to the human computer interface phenomenon, the P2P phenomenon and the Web 2.0 phenomenon to bring together a framework for a spiritual computing ecosystems or a meaningful technology ecosystem that would shape behaviour here, he said.

"Technology is a more significant driver than public policy ... technology innovation can shape human behaviour more than public policy can," he pointed out.

During a lecture at Chulalongkorn earlier in the month, Prof Smith was asked which Thai institutions might come forward and join forces to further spiritual computing in Thailand, and he suggested the National Electronics and Computer Technology Centre (Nectec), Chulalongkorn University and educators in general, while leaving the question open as to who would be the ideal group to say "let's make this happen."

Prof Smith also mentioned advice from former deputy Prime Minister Paiboon Wattanasiritham who had spoken at a colloquium on spiritual computing last year to say that Thailand was ripe for the linking of spiritual computing to the mobile phone revolution and who had also said we should teach everybody mindfulness - that it was not just for monks.

The professor noted that different parts of the world could contribute differently to spiritual computing and that he would be also looking at how different groups could come together in the spiritual computing workgroup after it was established here.

นายพิศาล จอโภชาอุดม กรรมการผู้จัดการใหญ่ บริษัท กสท โทรคมนาคม จำกัด (มหาชน) เปิดเผยถึงความคืบหน้าการซื้อโครงข่ายซีดีเอ็มเอคืนจากบริษัท บีเอฟเคที (ประเทศไทย) ซึ่งเป็นบริษัทลูกของบริษัท ฮัทชิสัน อินเตอร์เนชั่นแนล จำกัด ว่า ขณะนี้บริษัทอยู่ระหว่างรอคำตอบที่ชัดเจนจากฮัทช์อีกครั้ง ทั้งนี้ เนื่องจากฝ่ายบริหารของฮัทช์ยังมีความคิดเห็นไม่ตรงกัน โดยบางส่วนก็เห็นด้วยที่จะขายโครงข่ายให้ กสทฯ และอีกฝ่ายยังต้องการเดินหน้าลงทุนในไทยอย่างต่อเนื่อง

"รอการตอบรับจากฮัทชิสันฮ่องกงเพื่อเจรจากันอีกครั้ง หลังจากการเจรจาขอซื้อครั้งแรกฝ่ายบริหารระดับล่างของฮัทชิสันเห็นด้วย ส่วนผู้บริหารระดับสูงยังต้องการลงทุนในไทยต่อเนื่อง เพราะที่ผ่านมาฮัทช์ลงทุนไปมากแล้ว และก็มีแนวคิดที่จะอัพเกรดโครงข่ายซีดีเอ็มเอภาคกลาง 25 จังหวัด จาก 2000 1X เป็นอีวีดีโอ (EV-DO) ด้วย" นายพิศาลกล่าว

อย่างไรก็ตาม ถึงแม้ว่าฮัทช์จะลังเลที่จะขายโครงข่ายซีดีเอ็มเอคืนให้กับ กสทฯ แต่คณะกรรมการที่มีนายสถิตย์ ลิ่มพงศ์พันธุ์ เป็นประธาน ก็ยังคงมีนโยบายและเป้าหมายขอซื้อกิจการคืนจากฮัทช์ เนื่องจากต้องการให้บริการภายใต้แบรนด์แคทซีดีเอ็มเอทั่วประเทศ เพื่อลดความสับสนในการให้บริการลูกค้า

ทั้งนี้ เนื่องจากปัจจุบันการให้บริการใน 25 จังหวัด กรุงเทพฯ ปริมณฑล ภาคกลาง เป็นการทำตลาดภายใต้แบรนด์ฮัทช์ซีดีเอ็มเอ โดยบริษัท ฮัทชิสัน ซีเอที ไวร์เลส มัลติมีเดีย เป็นผู้ทำการตลาด ส่วน 51 จังหวัดจะทำตลาดในแบรนด์แคทซีดีเอ็มเอ โดย กสทฯ เป็นผู้ทำตลาด

ล่าสุด กสทฯ ร่วมกับสมาคมอาสาสมัครบรรเทาสาธารณภัยแห่งประเทศไทย ลงนามความร่วมมือโครงการโทรคมนาคมเพื่อบรรเทาสาธารณภัย โดยให้การสนับสนุนบริการวิทยุคมนาคมระบบเฉพาะกิจเฉพาะกลุ่ม Trunked Mobile ไม่คิดค่าบริการรายเดือน จำนวน 500 เครื่อง หรือคิดเป็นจำนวนงบประมาณ 12.6 ล้านบาท ตลอดระยะเวลา 3 ปีจากนี้ โครงการดังกล่าวถือเป็นหนึ่งในกิจการเพื่อสังคมของ กสทฯ ซึ่งเชื่อว่าจะเป็นประโยชน์กับเจ้าหน้าที่อาสาสมัครที่มีอยู่ถึง 15,000 คน.

Thailand rebuffs US cable plan

Thailand has expressed strong disagreement with a proposal by the United States to extend the scope of copyright protection to signals transmitted through cable TV and satellite.

Such signals are already considered as copyright according to Thai laws, said Wiboonlasna Ruamraksa, the deputy director-general of the Intellectual Property Department, who attended the Asia-Pacific Economic Co-operation (Apec) Intellectual Property Expert Group (IPEC) meetings recently in Lima, Peru.

At IPEC, Washington pressed its signal theft initiative to include signals transmitted through cable and satellite so that it could take legal action against pirates who breach copyright protection.

Ms Wiboonlasna said the enforcement of Thailand's existing copyright law already covered movies transmitted through cable and satellite.

''Signal piracy should rest on the organisations or units that take care of TV and satellite signals,'' she said.

According to the International Intellectual Property Alliance, piracy in Thailand of cable and satellite broadcasting signals, especially US programming, remains rampant, causing revenue losses estimated at US$160 million, the second highest losses in the Asia-Pacific region.

Illegal decoder boxes and smart cards are widely available in Thailand. The cable industry said that in late 2006, there were 1.33 million pirate cable hook-ups, a 10% increase over the previous year, compared with 509,000 legitimate subscribers to pay TV operators.

It said that Thailand had yet to establish an effective system to license and regulate broadcast and cable facilities with the authority to take actions to deter illegal broadcasters.

As well, it said, public performance piracy was thriving in Thailand, as many unlicensed cable operators, particularly in provincial areas, now transmit continuous, unauthorised motion pictures on dedicated movie channels. Hotels, bars and restaurants also screen videos over in-house systems.

นายมั่น พัธโนทัย รักษาการรองนายกรัฐมนตรีและ รมว.กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) เปิดเผยว่า หากได้กลับมาดำรงตำแหน่ง รมว.ไอซีทีต่อจะหารือกับ รมว.คลังคนใหม่ ในฐานะผู้ถือหุ้นบริษัท กสท โทรคมนาคม จำกัด (มหาชน) และบริษัท ทีโอที จำกัด (มหาชน) ถึงการรวมคณะกรรมการให้เหลือเพียงชุดเดียวจากปัจจุบันแบ่งเป็น 2 ชุด และขั้นต่อไปก็จะควบรวม กสท และทีโอทีให้เป็นบริษัทเดียวกันเพื่อความแข็งแกร่งของรัฐวิสาหกิจด้านโทรคมนาคมของประเทศให้สามารถแข่งขันกับต่างประเทศได้ และลดการลงทุนซ้ำซ้อน โดยมีบริษัท ปตท.จำกัด (มหาชน) ซึ่งเป็นรัฐวิสาหกิจด้านพลังงานของประเทศเป็นต้นแบบ เพราะเป็นรัฐวิสาหกิจด้านพลังงานที่มีความเข้มแข็งสามารถแข่งขันกับต่างชาติได้

ทั้งนี้ แนวคิดดังกล่าวได้เคยหารือกับ นพ.สุรพงษ์ สืบวงศ์ลี อดีตรองนายกฯและ รมว.คลัง ซึ่งก็เห็นด้วยกับแนวทางดังกล่าว เพราะในสมัยที่ นพ.สุรพงษ์ดำรงตำแหน่ง รมว.ไอซีทีก็เคยคิดที่จะควบรวม กสท และทีโอทีให้เหลือองค์กรเดียว เพื่อความเข้มแข็งแต่ก็ทำไม่สำเร็จ

“การรวมบอร์ด กสท และทีโอที ให้เหลือบอร์ดชุดเดียว ทำให้เกิดกระแสความขัดแย้งภายในบอร์ด เพราะบอร์ดแต่ละชุดจะหายไปครึ่งหนึ่ง ขณะที่ประธานบอร์ดก็ต้องเลือกว่าใครจะได้เป็นระหว่างนายธีรวุฒิ บุณยโสภณ ประธานบอร์ดทีโอที หรือนายสถิตย์ ลิ่มพงศ์พันธุ์ ประธานบอร์ด กสท ซึ่งแนวคิดการรวมบอร์ดถูกตีความว่าจะปลดบอร์ดมีการเมืองเข้าไปแทรกแซง ซึ่งในความเป็นจริงแล้วผมต้องการให้ทีโอทีและ กสท มีความแข็งแกร่ง เมื่อเปิดเสรีโทรคมนาคมก็จะสามารถแข่งขันได้ แต่หากยังเป็นเช่นทุกวันนี้อาจจะสู้ต่างชาติไม่ได้”

สำหรับปัญหาความขัดแย้งภายในบอร์ดทีโอทีที่ผ่านมานั้น ได้มีการพูดคุยกับนายธีรวุฒิแล้ว และยืนยันว่าไม่ได้มีปัญหาอะไรกับตน ทั้งตนยังบอกให้นายธีรวุฒิไปพูดคุยกันภายในบอร์ด ซึ่งเห็นว่าแม้ต่างคนต่างมีจุดยืนแต่ทุกคนมีหน้าที่และจุดหมายร่วมกัน เวลาบอร์ดมีปัญหาตนก็ไม่ สบายใจเป็นธรรมดา

ผู้สื่อข่าวรายงานว่า เมื่อวันที่ 19 ก.ย.ที่ผ่านมาซึ่งเป็นวันจัดงานเกษียณอายุราชการประจำปี 2551 ของพนักงานทีโอที โดยมีนายมั่นให้เกียรติมาร่วมงาน แต่ปรากฏว่าบอร์ดทีโอทีไม่มาร่วมงานแต่อย่างใด โดยนายมั่นกล่าวว่า นายธีรวุฒิได้โทรศัพท์มาบอกว่าติดงานเลี้ยงเกษียณอายุราชการที่มหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ จึงไม่สามารถมาร่วมงานได้

พล.อ.ชูชาติ พรหมพระสิทธิ์ ประธานคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) กล่าวถึงผลการเปิดรับฟังความคิดเห็นสาธารณะเรื่อง “การจัดสรรคลื่นความถี่สำหรับการประกอบกิจการโทรศัพท์เคลื่อนที่ 3 G” ที่กรุงเทพฯ เชียงใหม่ และอุดรธานีว่า ประชาชนส่วนใหญ่ให้ ความสนใจต่อวิธีการให้ใบอนุญาตของ กทช. เนื่องจากเกรงว่าจะเป็นการผลักภาระให้กับ ผู้บริโภค ทั้งนี้ การมอบใบอนุญาต 3 จีให้กับผู้ประกอบการ กทช. จะนำทฤษฎีปฏิบัติจากต่างประเทศมาพิจารณาว่าแนวทางใดจะเหมาะกับประเทศไทยมากที่สุด ซึ่งตนมองว่าขณะนี้วิธีการประมูลน่าจะเป็นวิธีที่ดีที่สุด ส่วนการจับสลากและใครมาก่อนได้ก่อนนั้นยังเสี่ยงต่อการลงทุนของผู้ประกอบการทั้งสิ้น

พล.อ.ชูชาติกล่าวว่า สำหรับการประชุมคณะกรรมการ (บอร์ด) ครั้งล่าสุดเมื่อสัปดาห์ที่แล้วที่ประชุมได้อนุมัติเลขหมายโทรศัพท์เคลื่อนที่ให้กับบริษัทแอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือ เอไอเอส บริษัท โทเทิ่ล แอ็คเซ็สคอมมูนิเคชั่น จำกัด (มหาชน) หรือ ดีแทค และ บริษัท ทรูมูฟ จำกัด รายละ 1 ล้านเลขหมาย โดยเลขหมายที่ กทช.อนุมัติดังกล่าว เพื่อให้ผู้ประกอบการนำไปดำเนินงานด้านการตลาด.

ซอฟต์แวร์ไทยมั่นใจ วิกฤตการเงินสหรัฐไม่กระทบอุตสาหกรรมซอฟต์แวร์ เพราะไทยยังลงทุนในต่างแดนน้อย

นายจำรัส สว่างสมุทร นายกสมาคมอุตสาหกรรมเทคโนโลยีสารสนเทศไทย หรือเอทีซีไอ เปิดเผยว่า ตลาดซอฟต์แวร์ไทยไม่น่าได้รับผลกระทบจากภาวะการเงินของประเทศสหรัฐล่มสลาย เพราะปัจจุบันผู้ดำเนินธุรกิจซอฟต์แวร์ไทยมีน้อย และส่วนใหญ่จะรับโครงการเล็กๆ เท่านั้น
ด้านผลกระทบภายในประเทศนั้นยังอยู่ระหว่างสำรวจตลาด แต่ในภาพรวมยังไม่มีวี่แวว โดยเห็นได้จากงานโครงการภาครัฐไม่มีผลกระทบ และยังใช้เงินตามงบประมาณ อีกทั้งจะเริ่มงบประมาณใหม่ในเดือน ต.ค.นี้

ขณะที่กลุ่มองค์กรธุรกิจอาจชะลอตัวบ้างจากการขาดความมั่นใจของนักลงทุน แต่หวังว่าสิ้นปีนี้จะมีการใช้งบประมาณ ในส่วนของภาคผู้บริโภคทั่วไปจะขาดความมั่นใจในการใช้จ่ายเงิน ซึ่งเป็นผลมาจากภาวะเศรษฐกิจและการเมืองของไทยเอง

ทั้งนี้ จากผลการสำรวจของสมาคมอุตสาหกรรมซอฟต์แวร์ไทย พบว่า ตลาดซอฟต์แวร์ไทยภายในประเทศอยู่ที่ 5 หมื่นล้านบาท จากมูลค่าซอฟต์แวร์นับแสนแสนล้านบาทในตลาดโลก ส่วนการส่งออกซอฟต์แวร์ไปต่างประเทศนั้นน้อยมากเมื่อเทียบกับซอฟต์แวร์โลก

นายรุ่งเรือง ลิ้มชูปฏิภาณ์ ผู้อำนวยการสำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ (องค์การมหาชน) หรือ ซิป้า กล่าวไปในทิศทางเดียวกันว่า ปัญหาทางด้านการเงินในสหรัฐอเมริกาไม่น่าจะกระทบโดยตรงต่อผู้ประกอบการซอฟต์แวร์ของไทย แต่จะกระทบกับธุรกิจสถาบันการเงินและอสังหาริมทรัพย์เป็นส่วนใหญ่ อีกทั้งผู้ประกอบการซอฟต์แวร์ส่วนใหญ่ก็รับงานในประเทศไทยและในภูมิภาคใกล้เคียง

TOT-CAT merger revived

Telecom experts oppose the latest proposal to merge the boards of TOT Plc and CAT Telecom to strengthen the state telecom enterprises.


Mun Patanatai, the former Information and Communications Technology (ICT) minister, recently vowed to push the idea forward if he was reappointed to the post by new Prime Minister Somchai Wongsawat.


The idea of merging the two enterprises has been floated by numerous ministers for more than a decade. Dr Mun said he would raise the idea with the new finance minister.


Anuparp Thilalarp, an independent telecom expert, said a merger could lower costs and reduce business overlaps.


He said a merger should have happened long ago before the asset values of both TOT and CAT started to deteriorate, as neither had been able to keep up with the rapid pace of technological change in the industry worldwide.


However, he believes a merger is inevitable at some point as the pair now have so many overlapping businesses that compete with each other.


Individually they are not able to compete with the private sector.


He cited as examples the broadband internet business of TOT which focuses on consumers, and the CAT business that targets corporate users.


TOT has a potentially valuable asset in Thai Mobile, which failed as a cellular business but which could be a success as a 3G provider because of the spectrum it owns.


CAT has the CDMA cellular network which could also be upgraded easily for third-generation applications.


He said, however, that when 3G licensing does take place, the future asset value of TOT and CAT would diminish because everything would be wireless.


This would make the state enterprises' legacy systems less valuable.

Nectec to showcase its achievements

The National Electronics and Computer Technology Centre (Nectec) hosts NECTEC-ACE 2008, its annual conference and exhibition, today and tomorrow at the Centara Grand Ladprao Hotel where visitors will be able to view HRH Princess Sirindhorn's IT projects such as e-learning.


Exhibits include an Open Source zone, offering consulting services around open source software and solutions, while a Lab Promotion zone will show Thai researchers' engineering and IT projects. An Industrial Linkages zone will be the stage for entrepreneurs to search for products, technologies and grants for product development.


A display entitled "Digitised Thailand: Towards the Digital World," will show Nectec's knowledge-based digital content research projects highlighting Thai-style exercising for health treatment or rue-see-dad-ton. Under Unesco's Memory of the World programme, of which Nectec is a board member, medicinal inscriptions at Wat Pho have been registered, and this will also be featured.


According to Nectec director for Knowledge Elicitation and Archiving Laboratory Dr Chularat Tanprasert, archiving the rue-see-dad-ton in a digital format would help to promote Thai-style exercising.


Nectec's development team has combined technologies of 3D, motion capture and video editing creating the digital rue-see-dad-ton where, of a total of 127 actions of the exercise, some 15 have been digitised and the general public may learn these over the Internet, she said.

ภาคอุตสาหกรรมไอซีทีไทย สะท้อนมุมมองแผนแม่บทพัฒนาไอซีที ฉบับ 2 "เอทีซีไอ"ระบุพอใจภาพรวม แต่ยังไม่ชัดเจน การนำไอซีทีมาขับเคลื่อนประเทศ-เศรษฐกิจ ขณะที่เอทีเอสไอ หวั่นไม่สอดคล้องกับการเปลี่ยนแปลงโลกที่มุ่งการบูรณาการ ด้านกระทรวงไอซีที เตรียมชง ครม.พิจารณาร่าง ก่อนเรียกหน่วยงานเกี่ยวข้องประชุมผลักดันไปสู่การปฏิบัติ


นายบุญรักษ์ สรัคคานนท์ นายกสมาคมอุตสาหกรรมเทคโนโลยีสารสนเทศไทย หรือ เอทีซีไอ เปิดเผยกับ"ฐานเศรษฐกิจ"ว่าโดยภาพรวมสมาคมค่อนข้างพอใจกับแผนแม่บทพัฒนาเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) ฉบับที่ 2 ของประเทศไทย พ.ศ. 2552-2556 ซึ่งประกอบด้วยยุทธศาสตร์หลัก 6 ด้าน คือ ยุทธศาสตร์ที่ 1 เรื่อง การพัฒนากำลังคนด้าน ไอซีที ,ยุทธศาสตร์ที่ 2 เรื่องการบริหารจัดการระบบ ไอซีที


ยุทธศาสตร์ที่ 3 ด้านการพัฒนาโครงสร้างพื้นฐานของไอซีที, ยุทธศาสตร์ที่ 4 เรื่อง การใช้ไอซีที ให้เกิดธรรมาภิบาลในการบริหารและการบริการภาครัฐ, ยุทธศาสตร์ที่ 5 เรื่องการยกระดับขีดความสามารถในการแข่งขันของอุตสาหกรรม ไอซีทีและยุทธศาสตร์ที่ 6 เรื่องการใช้ ไอซีที เพื่อสนับสนุนการเพิ่มขีดความสามารถในการแข่งขัน


โดยสมาคมในฐานะของผู้ประกอบการในอุตสาหกรรมคงให้ความสำคัญกับยุทธศาสตร์ 3 ด้านหลัก คือ ยุทธศาสตร์การพัฒนากำลังคนด้าน ไอซีที ยุทธศาสตร์การยกระดับขีดความสามารถในการแข่งขันของอุตสาหกรรม ไอซีที และยุทธศาสตร์การใช้ ไอซีที เพื่อสนับสนุนการเพิ่มขีดความสามารถในการแข่งขัน เนื่องจากเป็นยุทธศาสตร์ที่เกี่ยวข้องกับอุตสาหกรรมโดยตรง ส่วนยุทธศาสตร์ที่เหลือเป็นเรื่องที่เกี่ยวกับกับหน่วยงานกำกับดูแล หรือหน่วยงานด้านนโยบายที่จะผลักดันให้แผนยุทธศาสตร์ไปสู่เป้าหมาย


อย่างไรก็ตามยังมองว่าแผนแม่บทไอซีทีฉบับนี้ยังขาดความโดดเด่นในเรื่องของการนำไอซีทีมาใช้ในการยกระดับความสามารถการแข่งขันของประเทศ และยกระดับการพัฒนาเศรษฐกิจ"


ด้านนายสมเกียรติ อึงอารี นายกสมาคมอุตสาหกรรมซอฟต์แวร์ไทย หรือ เอทีเอสไอ กล่าวว่า ในส่วนที่เกี่ยวข้องกับอุตสาหกรรมซอฟต์แวร์โดยตรงนั้นมองว่าแผนแม่บทไอซีทีฉบับที่ 2 ดังกล่าวยังขาดการจัดทำประชาพิจารณ์ หรือ เปิดเวทีให้กลุ่มของผู้ใช้งาน หรือ ซัพพลายไซด์ ซึ่งถือเป็นส่วนที่สำคัญที่จะผลักดันให้อุตสาหกรรมเติบโตขึ้นร่วมแสดงความคิดเห็น โดยที่ผ่านมากระทรวงไอซีที เปิดให้ผู้ประกอบการ หรือกลุ่มอุตสาหกรรมได้แสดงความคิดเห็นเท่านั้น


ขณะเดียวกันร่างแผนแม่บทดังกล่าวยังมีลักษณะการมองการพัฒนาเป็นส่วนๆ หรือเป็นฟังก์ชัน คล้ายกับแผนแม่บทพัฒนาไอซีทีฉบับแรกที่เกี่ยวข้องกับ 5 อี ซึ่งไม่สอดคล้องกับการเปลี่ยนแปลงของเทคโนโลยีโลก ที่มองการบูรณาการ หรือการเชื่อมโยงเข้าหากันอย่างเทคโนโลยีเว็บเซอร์วิส หรือ เอสโอเอ


ด้านนายสือ ล้ออุทัย ปลัดกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือไอซีที กล่าวว่ากระทรวงไอซีที ได้จัดทำประชาพิจารณ์ ร่างแผนแม่บทไอซีที ฉบับที่ 2 แล้วเสร็จ และได้เสนอร่างแผนแม่บทไอซีที ฉบับที่ 2 ให้คณะรัฐมนตรีพิจารณาอยู่ในขณะนี้เพื่อนำร่างแผนแม่บทไอซีที ฉบับที่ 2 นี้ ไปสู่การปฏิบัติที่เป็นรูปธรรม ซึ่งภายหลังผ่านความเห็นชอบของคณะรัฐมนตรีแล้ว จะมีการประชุมเตรียมความพร้อมของส่วนราชการและหน่วยงานที่เกี่ยวข้อง เพื่อนำมาตรการของ ร่างแผนแม่บทไอซีที ฉบับที่ 2 ไปสู่การปฏิบัติ


ทั้งนี้การนำร่างแผนแม่บทไอซีที ฉบับที่ 2 ไปสู่การปฏิบัติมีรายละเอียดที่สำคัญคือ การพัฒนาด้านกำลังคนด้าน ไอซีที ด้านการใช้ ไอซีทีเพื่อสนับสนุนการเพิ่มขีดความสามารถในการแข่งขัน การบริหารจัดการระบบไอซีที การใช้ ไอซีที ให้เกิดธรรมาภิบาลในการบริหารและบริการภาครัฐ การพัฒนาโครงสร้างพื้นฐานของ ไอซีที การยกระดับขีดความสามารถในการแข่งขันอุตสาหกรรม ไอซีที

"ไอซีที" เร่งจัดซื้อ "สมาร์ทการ์ด" ลอตสุดท้าย 26 ล้านใบมูลคˆา960ล‰าน ภายใน ก.ย.นี้ หลังประกาศประกวดราคาไม่ถึงเดือน แจงถ้าใช้ไม่ทันต้องส่งงบฯคืน ทั้งปรับขึ้นราคากลางเพิ่มอีก 5% อ้างต้นทุนพุ่ง เผยเอกชนยื่นชิงดำ 5 ราย ลุ้นผล "อีออกชั่น" 14 ต.ค. ฟาก "วีสมาร์ท-มารูเบนิ" เอี่ยวด้วย


นายสือ ล้ออุทัย ปลัดกระทรวงเทคโนโลยีสารสนเทศ และการสื่อสาร (ไอซีที) กล่าวกับ "ประชาชาติธุรกิจ" ว่า วันที่ 22 ก.ย.2551 ได้เปิดให้ผู้สนใจเข้าประมูลโครงการจ้างจัดทำบัตรประจำตัวประชาชนอิเล็กทรอนิกส์แบบอเนกประสงค์ (สมาร์ทการ์ด) ลอตสุดท้าย จำนวน 26 ล้านใบ มีผู้ยื่นข้อเสนอ 5 ราย จากที่ซื้อซองประกวดราคาไปทั้งสิ้น 19 ราย จากนี้ไปจะดำเนินการตรวจสอบคุณสมบัติทางเทคนิคของผู้ยื่นซองทุกราย คาดว่าจะประกาศผล ผู้ผ่านเกณฑ์ได้ภายในต้นเดือน ต.ค.ก่อนประกวดราคาด้วยวิธีอิเล็กทรอนิกส์ (อีออกชั่น) ได้ในวันที่ 14 ต.ค.2551 นี้

"การจัดซื้อสมาร์ทการ์ดครั้งนี้เป็นการจัดซื้อลอตสุดท้าย บัตรมีหน่วยความจำ 64 Kbytes เท่าครั้งที่แล้ว แต่คณะกรรมการจัดซื้อแจ้งว่า ต้องกำหนดราคากลางเพิ่มขึ้น 5% รวมเป็น 960 ล้านบาท เพราะภาวะเศรษฐกิจทำให‰ต้นทุนการผลิตเพิ่มขึ้น โดยส่วนตัวไม่เข้าใจว่าทำไมต้องเพิ่มราคาในเมื่อสเป็กหลักเดิมมีแก้ให้ทันสมัยขึ้นบางจุดเท่านั้น ทั้งโดยธรรมชาติของสินค้าไอทีราคาควรลดลง"

อย่างไรก็ตาม นายสือยืนยันว่าไม่ได้มีการเร่งกระบวนการจัดซื้อให้เร็วขึ้น เพียงแต่ที่ต้องจัดซื้อในช่วงที่มีการเปลี่ยนแปลงตัวนายกรัฐมนตรี และรัฐมนตรีกระทรวง ไอซีที เนื่องจากกระทรวงไอซีทีได้กัน งบประมาณในปี 2549 และปี 2550 ไว้ โดยในส่วนของงบประมาณปี 2549 หากไม่ใช้ภายในสิ้นปีงบประมาณนี้ คือ 30 ก.ย.2551 ก็ต้องส่งคืนงบฯทันที

"ที่รองปลัดกระทรวง (วรพัฒน์ ทิวถนอม) ลงนามในประกาศจัดซื้อจัดจ้างเพราะตนเดินทางไปต่างประเทศ ถ้ารอจะไม่ทัน ไม่ได้มีใครเร่งรัด แต่เพื่อให้ทุกอย่างโปร่งใส เป็นไปตามระเบียบจึงเลื่อนวันอีออกชั่นจาก 30 ก.ย.ไปเป็น 14 ต.ค. โดยไอซีทีจะส่งหนังสือขอกันงบประมาณในส่วนนี้ไปยังสำนักงบประมาณในสัปดาห์นี้ คาดว่าไม่น่ามีปัญหา เพราะอยู่ระหว่าง อีออกชั่น"

สำหรับการจัดซื้อลอตก่อนหน้านี้ ผู้ชนะได้แก่ กิจการค้าร่วม วี.เอส.เค. ประกอบด้วยบริษัทวีสมาร์ท, เอสพี ดรากอน ดีเวลลอปเมนต์ และเคอีบี เทคโนโลยี จากประเทศเกาหลี เสนอราคาใบละ 35 บาท ได้ส่งมอบไปแล้ว 4 งวด เหลืออีก 2 ลอตในเดือน ต.ค.นี้ (4 ล้านใบ) และ ม.ค.ปีหน้าอีก 5 ล้านใบ โดยไอซีทีได้ส่งมอบให้กับกระทรวงมหาดไทยไปแล้ว รวม 17 ล้านใบ

การส่งมอบงวดแรกและงวด 2 วี.เอส.เค ส่งมอบล่าช้าต้องเสียค่าปรับประมาณ 10 ล้านบาท แต่ก็ยังเข้าประกวดราคาได้

"ก่อนยื่นซองราคา บริษัทวีสมาร์ท และมารูบิเน ซึ่งแพ้อีออกชั่นในครั้งก่อนได้มาขอทดสอบบัตรสมาร์ทการ์ดกับกระทรวงไอซีทีแล้วเพื่อให้ทราบว่าบัตรของตนผ่านเกณฑ์ ทีโออารŒในครั้งนี้หรือไม่"

New TT&T CEO maintains strategy

TT&T Plc, the provincial fixed-line telephone provider, has made no organisational changes under a new leadership. Although TT&T might portray an old-fashioned look in the highly innovative telecom market, executive vice-president Prasitchai Kritsanayungyong said there was no point restructuring the management and marketing strategies.

''We see it's unnecessary to make any strategy changes as our operational management remained fully intact,'' he said.

TT&T appointed Somboon Patcharasopak as new chief executive starting from Aug 8, succeeding president and CEO Prachuab Tantinon.

Mr Prasitchai said Mr Somboon had made it clear that he would continue in the same business direction, focusing on acquiring new telecom licences to expand the group's businesses and increasing new revenue streams.

Another priority is to resolve all existing disputes with its state concession provider TOT Plc by withdrawing lawsuits against the state telecom agency.

TT&T and TOT currently have four legal disputes with a combined compensation of one billion baht.

Mr Prasitchai said TT&T would continue to move forward with its WiMax and third-generation (3G) mobile-phone projects as planned.

He said the WiMax project was being undertaken by a consortium of TT&T, Jasmine International and the broadband internet arm Triple T Broadband to reduce costs.

Jasmine International, which owns TT&T, has already imported WiMax equipment. Network installation work could begin three months after the National Telecommunications Commission (NTC) issues licences.

The company would take three months to build a network in each province, and a nationwide-network could be ready within one year at an investment cost of one billion baht.

TT&T is introducing a commercial WiMax pilot project in 21 universities in Chiang Rai for e-learning, including Mae Fah Luang University.

Mr Prasitchai also said TT&T planned to apply for a new third-generation (3G) mobile-phone licence to enhance its business synergies.

The company was in negotiations with a few prospective foreign partners, with deals expected to be clinched once the NTC finishes drafting regulations on 3G, its bidding process and licensing fees.

TT&T planned to set up a new company, possibly a 51:49 joint venture, to run 3G mobile broadband services, said Mr Prasitchai.

นางสุวิภา วรรณสาธพ ผู้อำนวยการเขตอุตสาหกรรมซอฟต์แวร์ประเทศไทย หรือส่วนซอฟต์แวร์พาร์ค เปิดเผยว่า จากการประชุมของซอฟต์แวร์ พาร์คทั่วโลกประเทศจีน กลางเดือนกันยายนที่ผ่านมา มีมติให้ก่อตั้งองค์กรที่ชื่อว่า เอเชีย-โอเชียเนียซอฟต์แวร์พาร์ค อัลไลแอนซ์ ขึ้นเพื่อเป็นหน่วยงานที่สร้างความร่วมมือระหว่างซอฟต์แวร์พาร์คในภูมิภาคเป็นครั้งแรก และการเร่งสร้างให้กลุ่มนี้เป็นช่องทางเปิดสู่โอกาสทางการตลาดในภูมิภาค โดยเน้นให้บริษัทซอฟต์แวร์สามารถแลกเปลี่ยนความร่วมมือระดับพาร์ค และผ่านโลกไซเบอร์ด้วยการเชื่อมต่อผ่านเว็บไซต์ www.softwareparks.asia

นอกจากนั้นองค์กรจะมุ่งเน้นการจับคู่ธุรกิจ การแลกเปลี่ยนข้อมูลการตลาด เทคนิคที่เป็นประโยชน์ พร้อมทั้งสนับสนุนผู้ประกอบการในแต่ละประเทศให้เชื่อมโยงธุรกิจระหว่างกันได้อย่างเป็นรูปธรรม สำหรับเจ้าของพาร์คจะได้โอกาสแลกเปลี่ยนประสบการณ์ที่ประสบความสำเร็จระหว่างกันเพื่อนำไปสู่การบริหารพาร์คที่ดีขึ้น

“ทุกอย่างจะเป็น virtual มากขึ้น เพราะจะนำเทคโนโลยี social networ king อย่างเช่น facebook มาเป็นสื่อในการประชุม ทำให้การประชุมแบบที่ต้องเจอหน้าเหลือเพียงปีละครั้งเท่านั้น และต่อไปจะมี solution center จากบริษัทที่อยู่ในแต่ละพาร์คไปอยู่ในนั้น

ทั้งนี้ ที่ประชุมได้มีมติเลือกให้ซอฟต์แวร์พาร์คประเทศไทยเป็นประธานคนแรก โดยมีรองประธานมาจากหลายประเทศเข้าร่วม และมีวาระในตำแหน่ง 1 ปี หนึ่งในหน้าที่หลักของประธานก็คือการจัดงานซอฟต์แวร์พาร์คฟอรั่มในปีถัดไป ซึ่งในปี 2009 นั้นที่ประชุมได้เลือกซอฟต์แวร์พาร์คภูเก็ตเป็นสถานที่จัดงาน

“ก่อนหน้านั้นในการประชุมครั้งแรกที่กรุงเทพฯ ทางซอฟต์แวร์พาร์คประเทศไทยรับเป็นเจ้าภาพ และครั้งที่สองซอฟต์แวร์พาร์คเซียะเหมิน ของจีนเป็นผู้จัดงาน จากที่ประชุมล่าสุดในปีถัดไปทางซอฟต์แวร์พาร์คภูเก็ต ซึ่งเป็นองค์กร ที่เป็นอิสระจากซอฟต์แวร์พาร์คประเทศไทยเป็นผู้ที่ถูกรับเลือก ซึ่งจะส่งผลดีอย่างมากต่อการส่งเสริมอุตสาหกรรมซอฟต์แวร์ ที่มีแนวโน้มการเปลี่ยนแปลงค่อนข้างมากในช่วงเวลาอันใกล้นี้” นาง สุวิภากล่าว

สำหรับการจัดงานซอฟต์แวร์พาร์ค ฟอรั่มครั้งที่ 3 ที่ภูเก็ต ที่จะมีขึ้นประมาณ เดือนตุลาคมปี 2552 นั้นขณะนี้ทางซอฟต์แวร์พาร์คภูเก็ตได้นำเสนอแผนอย่างย่อ เพื่อจะใช้งานนี้ยกระดับภูเก็ตให้เป็นเมืองไอทีเฉพาะทาง โดยเน้นสองจุดคือ การเป็นเมืองภูเก็ตพาราไดซ์ ที่เน้นการเป็นศูนย์วิจัยของโลก ตามแนวคิด ของสำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ หรือซิป้า กับการเป็นพาร์คที่เน้นไอทีสำหรับอุตสาหกรรมสุขภาพ การแพทย์ และท่องเที่ยว
