CAT aims to add value to subsidiaries

CAT Telecom will undergo a major business revamp in order to add value to the 30 subsidiaries in which the state telecom enterprise holds shares.


Board chairman Sathit Limpongpan said directors were open to a number of strategies, including continual investment in subsidiaries, selling some off, or finding new allies to add value.


The emphasis would be in three main areas: international direct dialling (IDD), broadband internet, and mobile.


As competition industry is intensifying, maintaining CAT's market share is crucial, especially in IDD, which is facing a stiff challenge from cheaper internet-based calling services, he said.


Better performance is also needed from broadband, where CAT's main focus has been on corporate customers.


As well, Mr Sathit said CAT needed to speed up work on upgrading its CDMA cellular service for 3G applications to stay ahead of private-sector rivals.


Currently CAT holds shares of 30% or more in 30 companies, mostly Internet service providers. It also holds shares in companies dealing with high-speed broadband network leasing, satellite communications, mobile phone service and submarine cabling.

Plans to work with other government bodies, universities and private sector

Khon Kaen province will soon become a landmark location for the software industry for northeastern Thailand and Indochina.


Several government agencies and the private sector will cooperate in setting up the Software Industrial Estate and Science Park Khon Kaen, with a view to boosting the regional software industry.


Software Industry Promotion Agency (Sipa) president Rungruang Limchoopatipa said the agency was collaborating with Khon Kaen University, Investment and Economic Centre 3 (Khon Kaen) of the Board of Investment (BoI), the Khon Kaen Industrial Estate and the private sector in setting up the Software Industrial Estate over the next few years. It will be located on 500 rai of land at Khon Kaen University.


Rungruang said Sipa had a mission to boost the potential and competitiveness of the software industry in Khon Kaen and northeastern Thailand and make it a software an information and communications technology (ICT) hub for Indochina.


This is necessary in order to develop economies of scale and enhance the quality of life for people in the region.


"This is a great opportunity for us to promote the ICT and software industries in the region and make it a hub for local businesses to scale up to the international market in countries like Laos, Vietnam, China and Cambodia," Rungruang said.


Thawatchai Khotwong, manager of Sipa's Khon Kaen office, said Sipa would set up a national incubation and training centre at the Software Industrial Estate, to expedite human-resource, digital-content and software development and mobile and e-services technology.


The estate will develop strategies focused on four areas - enterprise software, animation and multimedia, digital content and embedded software - to serve the domestic and regional markets.


"We believe Khon Kaen province can become a software-industry hub for Indochina within the next three to six years" Thawatchai said.


There are more than 60 ICT and software companies in Khon Kaen, he said. Four software companies from Khon Kaen will provide software-development and -management services for the 25th Sea Games to be held in Laos next year.


"We'll sign a memorandum of understanding next month to develop, support and expand the software market in Laos," Thawatchai said.


Chutima Phumsrisawat, director of the BoI's Regional Investment and Economic Centre 3 (Khon Kaen), said the agency planned to support local ICT and software companies with tax incentives and provide services to foreigners coming to the region with business interests.


Prof Supachai Pathumnakul of Khon Kaen University said the university would collaborate with the National Science and Technology Development Agency and other universities, including Suranaree University of Technology, Maha Sarakham University and Ubon Ratchathani University, in setting up Science Park Khon Kaen as a science and technology industrial park.

พล.อ.ชูชาติ พรหมพระสิทธิ์ ประธานคณะกรรมการกิจการโทรคมนาคมแห่งชาติ หรือ กทช. กล่าว ถึงผลการประชุมคณะกรรมการ หรือ บอร์ด กทช. ครั้งที่ 35/2551 ว่า ที่ประชุมมีมติจัดสรรเลขหมายโทรคมนาคมพิเศษ 4 หลักให้แก่หน่วยงานภาคเอกชนตามที่ร้องขอ นอกจากนั้น ยังมีการพิจารณาประมาณการงบประมาณรายจ่ายประจำปี 2552 และรับฟังสรุปรายงานการดำเนินงานในเรื่องต่างๆ เกี่ยวกับบริการด้านโทรคมนาคม

ประธาน กทช. กล่าวถึงรายละเอียดประมาณการงบประมาณปี 2552 ว่า กทช. ตั้งเป้าจะมีรายได้จากค่าธรรมเนียมใบอนุญาตประกอบกิจการโทรคมนาคมต่างๆ ค่าธรรมเนียมเลขหมายและค่าธรรมเนียมอื่นๆ ประมาณ 3,800 ล้านบาท ส่วนรายจ่ายต่างๆ เช่น เงินเดือนพนักงาน ค่าใช้จ่ายในการดำเนินงานและอื่นๆ รวมประมาณ 3,000 ล้านบาท ทำให้คาดว่า จะมีเงินคงเหลือเพื่อนำส่งกระทรวงการคลังประมาณ 800 ล้านบาท ใกล้เคียงกับยอดนำส่งปีที่ผ่านมา

กทช.ลุย"ออโตเมติกไลเซนส์" อนุมัติใบอนุญาตใน7วันหลังยื่นคำขอ

กทช.ดีเดย์บังคับใช้กระบวนการออกใบอนุญาต "แบบอัตโนมัติ" ตั้งแต่ 18 ก.ย.ที่ผ่านมา ครอบคลุมทั้ง ผู้ให้บริการบัตรโทรศัพท์ระหว่าง ปท.-ผู้ให้บริการอินเทอร์เน็ต และอินเทอร์เน็ตเกตเวย์ พร้อมออกใบอนุญาตภายใน 7 วันหลังยื่นคำขอ


รายงานข่าวจากคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า กทช.ได้ออกประกาศกระบวนการออกใบอนุญาตแบบอัตโนมัติ (automatic license) ให้มีผลบังคับนับถัดจากวันประกาศในราชกิจจานุเบกษา เมื่อ17 ก.ย.2551 เพื่อความคล่องตัวให้กับผู้ประกอบการ โดย ประเภทบริการที่ใช้การออกใบอนุญาตแบบอัตโนมัติ ประกอบด้วย 1.ใบอนุญาตประกอบกิจการโทรคมนาคมแบบที่หนึ่ง ได้แก่ บริการบัตรโทรศัพท์ระหว่างประเทศ, บริการโทรศัพท์สาธารณะที่มีลักษณะการขายต่อบริการ 2.บริการอินเทอร์เน็ต แบบที่หนึ่ง และ 3.บริการอินเทอร์เน็ต เกตเวย์ระหว่างประเทศ และบริการชุมสายอินเทอร์เน็ตแบบที่สอง

โดยผู้ขอรับใบอนุญาตที่ยื่นคำขอตาม ที่ กทช.กำหนด หากมีเอกสารครบถ้วนถูกต้อง เจ้าหน้าที่ กทช.จะต้องแจ้งผู้ยื่นคำขอชำระค่าธรรมเนียมใบอนุญาต รวมทั้งค่าใช้จ่ายอื่นภายใน 1 วันทำการ

จากนั้นให้เสนอประธาน กทช. พิจารณา ลงนาม และส่งใบอนุญาตพร้อมเงื่อนไขให้ผู้รับใบอนุญาตภายใน 7 วันทำการ นับแต่ วันที่ยื่นคำขอรับใบอนุญาต

โดยเจ้าหน้าที่ต้องดำเนินการตรวจสอบเอกสารและคุณสมบัติของผู้ขอรับใบอนุญาต รวมทั้งรายละเอียดบริการที่ยื่นขอให้แล้วเสร็จภายใน 7 วันนับแต่วันที่ออกใบอนุญาต กรณีที่พบความบกพร่องในสาระสำคัญให้แจ้งผู้รับใบอนุญาตเพื่อแก้ไขหรือให้รายละเอียดเพิ่มเติม กรณีที่ กทช.มีคำสั่งอะไร ให้ผู้รับใบอนุญาตปฏิบัติตามโดยเคร่งครัด มิเช่นนั้น อาจเป็นเหตุให้ กทช.เพิกถอนใบอนุญาต

สำหรับการต่ออายุใบอนุญาต กรณีที่ใบอนุญาตมีอายุ 1 ปี หากผู้รับใบอนุญาตมีความประสงค์จะประกอบกิจการต่อไป ให้ชำระค่าธรรมเนียมรายปีล่วงหน้าไม่น้อยกว่า 15 วัน ก่อนที่ใบอนุญาตจะหมดอายุ และให้ถือว่าผู้รับใบอนุญาตมีสิทธิประกอบกิจการต่อไปหากผู้รับใบอนุญาตมิได้กระทำการที่ ขัดต่อเงื่อนไขในการอนุญาตอย่างร้ายแรง

และเมื่อใบอนุญาตมีอายุครบทุก 5 ปี ผู้รับใบอนุญาตจะต้องดำเนินการยื่นคำขอใบอนุญาตใหม่

ทั้งนี้ผู้รับใบอนุญาตจะต้องรายงานผลการประกอบการที่ได้รับอนุญาตในรอบปีที่ผ่านมา ได้แก่ ลักษณะและประเภทที่เปิดให้บริการ วันที่เปิดให้บริการ ทรัพยากรโทรคมนาคมที่ใช้ในการให้บริการ ฐานะและผลดำเนินการด้านการเงิน รายละเอียดการลงทุน อัตราการจ้างงาน จำนวนผู้ใช้บริการของผู้รับใบอนุญาต ปัญหาและอุปสรรคในการดำเนินการ ตลอดจนแผนการให้บริการ และข้อมูลอื่นๆ ตามที่คณะกรรมการกำหนด ต่อคณะกรรมการเป็นประจำทุกปี ในวันชำระค่าธรรมเนียมรายปี

กทช.พุงป่องฟันค่าไลเซนส์ปีนี้3.8พันล้าน

กทช.รับเละค่า ไลเซนส์ ฟันรายได้สิ้นปีเฉียด 4,000 ล้านบาท เล็งลดค่าธรรมเนียมให้เอกชนปีหน้า

นายฐากร ตัณฑสิทธิ์ รองเลขาธิการคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า ผลการดำเนินงานในปีนี้คาดว่าจะอยู่ที่ 3,800 ล้านบาท ซึ่งสูงกว่าปีที่ผ่านมา 1,000 ล้านบาท โดยส่วนใหญ่จะมา จากค่าธรรมเนียมใบอนุญาต (ไลเซนส์) อัตรา 3% จากรายได้ของผู้ได้รับไลเซนส์ประมาณ 2,000 ล้านบาท
นอกจากนี้ ยังมีรายได้ จากค่าธรรมเนียมเลขหมายโทรคมนาคม ทั้งโทรศัพท์มือถือ โทรศัพท์พื้นฐาน และเลขหมายพิเศษ 3 และ 4 หลัก รวม 1,800 ล้านบาท

ทั้งนี้ แม้รายได้ในปีนี้จะสูงขึ้นมาก แต่ กทช.ยืนยันว่าไม่ได้นำเงินไปใช้อย่างไร้ประโยชน์ เพราะต้องนำส่งคืนกระทรวงการคลัง ซึ่งคาดว่าจะสามารถส่งเงินคืนได้ประมาณ 800 ล้านบาท

ก่อนหน้านี้ กทช.ได้ถูกตั้งข้อสังเกตถึงเรื่องการใช้งบประมาณไม่คุ้มกับงบประมาณที่จ่ายไป ไม่ว่าจะเป็นการโฆษณาประชาสัมพันธ์ การทำประชาพิจารณ์ที่ได้รับผลตอบรับน้อยมาก

นายฐากร กล่าวว่า สำหรับรายได้ในปีหน้านั้น คาดว่าจะมีรายได้ประมาณ 3,800 ล้านบาท หรือเพิ่มเป็น 4,000 ล้านบาท ขึ้นอยู่กับค่าธรรมเนียมที่เก็บได้ จากประเภทต่างๆ ซึ่งหาก กทช.ประเมินแล้วเห็นว่ารายได้ที่เข้ามามีมากเกินไป ก็จะพิจารณาปรับลดค่าธรรมเนียมไลเซนส์จาก 3% เหลือเพียง 2.5% เพื่อช่วยให้เอกชนแบกรับภาระ น้อยลง

Ecotec plans 'severe crackdown' here next month

A "severe crackdown" against businesses suspected of engaging in the installation and use of illegal software by the Economic and Cyber Crime Division (Ecotec) will begin in mid-October.

A Business Software Alliance (BSA) representative said that the association, which represents the interests of large software publishers worldwide, had asked Ecotec to take action against software copyright infringers in the business sector.

Speaking to journalists last week, Ecotec deputy commander Pol Col Sarayuth Pooltanya said actions had been brought during the first half of this year against many businesses for alleged violations of copyright laws. "Thus far it has been a strong first half for software anti-piracy," he said.

"But we see the second half of the year as being even stronger, starting with severe legal actions which begin on October 15."


In announcing the proposed crackdown, Pol Col Sarayuth said: "here is a strong reminder to the business community of the need to operate within the confines of the law. The installation and use of unlicensed and pirated software simply has to stop."

While praising the benefits from the use of original and licensed software such as increased productivity and enhanced security, Pol Col Sarayuth said "the bottom line is that we will not hesitate to uphold the laws of the country against business organisations as well as their executives by pressing for deterrent sentencing including steep fines and jail terms for the guilty."

The promised crackdown follows a recent move by the BSA to double rewards to up to 500,000 baht for reports on software copyright violations in businesses that lead to a successful enforcement action.

BSA has also collaborated with the Department of Intellectual Property in helping to educate the Thai business community about the copyright law and methods for identifying the copyrighted software for a certain period of time.

BSA regional anti-piracy director Tarun Sawney said that even software developed by Thai companies was among the most often counterfeited by businesses here. "This is a 30-day warning for the business community to respect the intellectual property rights of software developers," he said last week.

The BSA suggests that businesses should undertake a process known as software asset management (SAM) that will enable clear scrutiny of software assets.

An IDC Study on the Economic Benefits of Reducing PC Software Piracy released in January predicted that a 10 percentage point reduction in Thailand's PC software piracy rate would generate 2,100 new jobs, an additional US$1 billion (approximately 34.5 billion baht) in economic growth and more than $55 million (approximately 1.898 billion baht) in additional annual tax revenue.

Between January and August this year, police raided 39 companies from numerous industries, including manufacturing, design, automotive component production, plastics and packaging.

TOT moves ahead with 3G

TOT Plc still intends move ahead with its ambitious plan to invest 29 billion baht in a third-generation (3G) mobile broadband network from 2009-11.


The state telecom enterprise, which received cabinet approval for the plan last month, expects to have at least 350,000 3G subscribers next year and four million by 2013. Its goal is to break even within seven years


But industry sources say the schedule is still in doubt, and that the startup cost could be closer to 40 billion baht. As well, they say, the seven-year break-even target could be overly optimistic.


TOT executives themselves acknowledge privately that the costs could be higher than originally estimated.


The Information and Communications (ICT) ministry supports the TOT proposal, which still requires study by the National Economic and Social Development Board and the Public Debt Management Office.


TOT proposes to use its subsidiary ACT Mobile, a 58:42 joint venture with CAT Telecom, to invest in the network and lease it to telecom operators because TOT wants to be a network provider.


TOT is now in the process of buying out the CAT holding in ACT Mobile in order to gain full management control of the venture.


ACT Mobile operates the Thai Mobile cellular service, which has run up six billion baht in debts and has fewer than 60,000-customers in a market of 55 million. However, Thai Mobile's one valuable asset is the right to the 1900 Megahertz spectrum, the global standard for 3G mobile broadband services.


TOT has said that ACT Mobile could roll out a 3G service within a year, since the cabinet resolution approving the 3G plan exempted ACT mobile from scrutiny under the joint public-private investment law. It would take two years or more if TOT itself were to lead the project, as it would face more scrutiny and red tape under the laws governing state enterprises.


Mun Patanotai, who has retained the ICT minister's post in the new cabinet, is expected to support TOT's 3G development plan with financing through government-to-government loans.


TOT executives are now reviewing the project's budget and schedule. The revised calculations include an investment of 29 billion baht for 5,200 base stations, plus 2.5 billion baht to pay for the 42% share in ACT Mobile held by CAT Telecom, and accumulated and unpaid debts of 7.5 billion baht owed by Thai Mobile to Samart I Mobile.


However, the Finance Ministry, which is the major shareholder of TOT, wants TOT itself to lead the 3G project since the state enterprise was in a much better position to seek G2G loans secured against its assets. ACT has no assets that could be used as collateral for loans.

True call-centre outsourcing unit expects 15% growth to B350m

True Touch, a call-centre outsourcing subsidiary of True Corp, expects to reach its growth target of 15% to 350 million baht this year.


The company claims a 30% share in the outsourcing call-centre market. It plans to invest in more technologies, including speech recognition, text-to-speech and personalised interactive voice response (IVR) to strengthen its position as a one-stop service.


General manager Suphavadee Trakulboon said the outsourcing call centre market was worth at least one billion baht, with 10-15% growth likely this year.


Currently True Touch has about 40 major customers, 90% of them private organisations and the rest government agencies and state enterprises.


The majority of the company's revenue now comes from call-centre services and telemarketing.


However, she said that next year, True Touch would place more emphasis on offering consultancy as well as outsourcing call centre system installations, as there was still demand from businesses.

DTAC delays 3G launch past Q2 2009 Demand for mobile data needs to grow

DTAC, the country's second-largest mobile operator, has postponed its launch of commercial third-generation (3G) services beyond the second quarter of next year, saying it wants to see stronger demand for mobile data usage.


The decision was made by new chief executive Tore Johnsen, who took the helm of DTAC on Sept 15, succeeding Sigve Brekke, who is now the CEO of Telenor Asia.


Earlier, DTAC planned to begin 3G mobile broadband service in Bangkok, Chon Buri and Phuket in the first quarter of next year. Nationwide service was to be available by mid-2009 under a five-billion-baht investment plan.


The revision comes even though DTAC has an advantage over its rivals in the race to 3G because its existing analogue 850 Megahertz frequency can be upgraded quickly to high-speed download packet access (HSDPA) technology with wider coverage capacity.


The company under Mr Brekke announced that it wanted to be the sole operator offering 3G service nationwide for at least one year.


But Mr Johnsen said: "There is no need to rush into offering 3G services as long as demand for mobile data is still not there."


"We want to make sure that the Thai market is more than ready for 3G, particularly in the mobile data service area," he said yesterday at the introduction of his first promotional campaign.


DTAC will expand the 3G network on a continuous basis to cope with demand.


Mr Johnsen said mobile high-speed internet or 3G was different from wireless broadband as the number of mobile data users was quite small when compared to more than one million wireless broadband subscribers.


He also said that he would make no changes in the company's organisational structure and business directions. Instead, the company will continue to focus on a strong corporate culture and teamwork, as well as improving networks and promoting 3G services.


Mr Johnsen admitted that DTAC, like other businesses, had been affected by the global financial crisis, the country's lingering economy, political problems and high oil prices."All these factors combined have reduced people's purchasing power and depressed the demand for products and services."


DTAC has already revised its revenue growth target from 10% to 5% this year. But it has maintained its new subscriber growth target, aiming to add 3-3.5 million new customers this year.


DTAC now has 18 million subscribers, 90% of whom are prepaid customers.


However, Mr Johnsen said DTAC would start to see uplift again in 2009, helped by an improved economic situation, financial development and the company's aggressive marketing and promotional campaigns.


As part of the strategy, DTAC joined with KFC yesterday in offering a 'KFC Happy SIM'. The 49-baht prepaid SIM card will be available at 339 KFC branches, enabling customers to make free calls for the 1150 KFC delivery service, with special tariff rates plus free meals at KFC.

Project helps hotels profit from Internet

Intel, Google, the Tourism Authority of Thailand and TT&T have launched the Amazing i-Business for SME programme that will promote the use of computers in the tourism and hospitality sector by providing computer, software and network packages as well as business models for small to medium businesses who have little experience or knowledge of IT.

Intel Country Manager Accharas Ouysinprasert said that previous projects often failed as they targeted too wide an audience. With this, the emphasis is clearly on small resorts, spas, hotels and restaurants so that they can sell Internet access to their customers.

At the small end, restaurants can set up an Internet corner with three PCs. The business plan assumed 30,000 baht for each PC, a price that includes Microsoft Windows and Office, and by charging users 20 baht an hour with an average use of five hours a day, the system will pay for itself in 10 months with 9,000 baht a month profit thereafter.

Larger scale business plans are also prepared for hotels and even dormitories with clear pricing and break-even points.

Intel will include its IPAT (Intel Platform Administration Technology) software as well as software to manage and keep track of Internet usage so that the operator can simply follow a few pre-set steps to refresh the image on their PCs every morning, wiping out any changes or viruses that may have been picked up.

Google was not present as its country manager was out of the country, but Accharas said that Google's role will be for Google Apps. This will allow each SME to have access to email, scheduling, collaboration and web page design for free.

In addition, Google AdSense and Google AdWords will help the operator build their online presence and reach out to a global audience.

TT&T's MaxOnline division will be providing the connectivity with packages ranging from 2 MBPS for 1,090 baht a month to 6 MBPS for 5,200 baht a month.

Executive Director of the Information Technology Office at the Tourism Authority Of Thailand Phanom Kaributra said that the Authority's task was to get more people travelling in Thailand, both from within the country and overseas. Going online is very important for the digital citizen today and operators need to learn how to get to grips and manage the new technology.

The Amazing i-Business for SME package is available from 77 partners in the provinces and directly through TT&T's call centre on 1103.

While none of the executives would give projected figures for this project, TT&T said it was part of its plan to expand its customer base from 300,000 to 500,000 by the middle of next year.

Thai cyber defence convention

Thailand will hold the largest information security conference in Southeast Asia, the Cyber Defence Initiative Conference 2008 (CDIC), jointly put on by 11 private and public organisations. According to Thailand Information Security Association (Tisa) president Dr Rom Hiranpruk, many organisations, both in the public and private sectors, had been audited by auditors, both external and internal.


However, many of those organisations had yet to understand the principles of compliance to international standards such as ISO/IEC 27001 or the CobiT framework.


Risk management, business continuity management (BCM) and business continuity planning (BCP) were some of critical issues that organisations had to pay more intention to.


Seminars during CDIC will focus on compliance standards for the public, and both the public and private sectors, Dr Rom said.


ACIS Professional Centre CEO Prinya Hom-anek noted that the seminar sessions would focus on IT and information security management.


There would be in-depth keynotes from the world-class information security experts on the future of information security, live demonstrations of new advanced hacking techniques, exploits, computer forensics and incident handing.

The Thailand Management Association, the Software Industry Promotion Agency (Sipa), the National Electronics and Computer Technology Centre (Nectec), Software Park Thailand and the College of Innovative Education, Thammasat University have announced the Thailand ICT Excellence awards which is accepting entries until October 24. The event recognises the best of ICT management and encourages companies to adopt best practices and invest in ICT projects, as well as helping to support the Thai software industry.


There are 10 categories: In addition to the Best ICT Leader award, there are five Projects of the Year awards (Thai software innovation, general innovation, knowledge management, change management and information security) and four awards for Business Enablement (finance and banking, government, manufacturing and the service sectors).

Sripatum to implement SOA

Sripatum University is embarking on a three-year service-oriented architecture (SOA) project to become Thailand's first service-oriented university in partnership with IBM.

Dr Manoo Oradeedolchest, chairman of ICT policy at Sripatum University, said that before SOA, the university, or any organisation, would build software around the way people worked, to automate existing processes. It made things faster and more accurate, but that was all. Today, he is asking every stakeholder what services they are giving students and what services they need in order to provide those student services, all without talking about software or servers.


From that, Dr Manoo's team will take those services and map them to software services. This new software will be created to respond to the business goals rather than to help the operator with existing work. That is the central idea of SOA.


Existing systems and databases will be wrapped and given an SOA front end so that other services can tap into them.


IBM provides the underlying SOA platform and the framework for the software that Sripatum is designing themselves. Actual coding will be outsourced as Dr Manoo says he does not want to end up with a huge IT coding department.


Dr Manoo stressed this was not a software project, but about infrastructure and enabling agility to meet the workforce demands of an ever-changing world.


The core system and network itself has a budget of 200 million baht but much more will be spent in re-training academics and putting together new curricula. In the future, courses will be more inter-disciplinary: Accountancy students will have to learn IT. IT students will need to learn about new media, for instance. All this requires a much more agile IT system to keep up with the changes.


IBM Thailand country general manager Thanwa Laohasiriwong said that the partnership was for an initial three years starting with document management and the university portal in addition to the SOA framework and tools.


Sripatum will be outsourcing many of its non-core IT requirements to IBM and its partners. Sripatum University is also one of IBM's partners in the SSME (service science, management and engineering) initiative in which IBM provides content to help develop the curriculum at both undergraduate and graduate levels.


IBM Thailand has been championing SOA for the last four years and today the message is no longer just SOA, but about smart SOA or SOA governance. SOA is not a one-off project, but a journey to make an entire organisation flexible to meet future changes.

"สุวิภา" กล่าวต่อไปว่า ปัจจุบันจำนวนบุคลากรที่มีความเชี่ยวชาญด้านความมั่นคงของระบบสารสนเทศในประเทศไทยยังมีไม่มากนัก โดยเฉพาะผู้ที่ได้รับมาตรฐานระดับสากลจากสถาบันที่มีชื่อเสียงและความน่าเชื่อถือ เช่น ประกาศนียบัตรผู้เชี่ยวชาญเทคโนโลยีสารสนเทศระดับสูง (CISSP) จากหน่วยงานเกี่ยวกับความปลอดภัยด้านข้อมูลคอมพิวเตอร์ (ISC 2) หรือประกาศนียบัตรผู้เชี่ยวชาญเทคโนโลยีสารสนเทศระดับสูง (CISA) จากสมาคมผู้ตรวจสอบและควบคุมระบบสารสนเทศ-ภาคพื้นกรุงเทพฯ (ISACA) เป็นต้น ปัจจุบันคิดเป็นอัตราส่วนไม่ถึง 1 เปอร์เซ็นต์ เมื่อเทียบกับประชากรกว่า 60 ล้านคน ซึ่งอาจกลายเป็นปัญหาของประเทศไทยในระยะยาวได้

เนื่องจากความนิยมในใช้ระบบสารสนเทศปัจจุบันค่อนข้างแพร่หลาย แต่การสร้างระบบความปลอดภัยรองรับนั้นมีความซับซ้อนและเป็นเรื่องใหม่ รวมถึงการเติบโตของซอฟต์แวร์ทำให้เกิดบราวเซอร์ (browser) ใหม่ๆ การควบคุมความปลอดภัยผ่านอินเทอร์เน็ตจึงจำเป็นต้องระมัด ระวังมากกว่าเดิม ยิ่งเป็นเรื่องความปลอดภัยในข้อมูลอันเป็นสมบัติของชาติ อาทิ ข้อมูลแผนที่หรือข้อมูลภายในองค์กรต่างๆ

ซึ่งขณะนี้มีแนวโน้มการใช้ธุรกิจเพื่อสร้างระบบและรวบรวมเข้าสู่ศูนย์กลางมากขึ้น ทุกหน่วยงานที่เกี่ยวข้องจึงจำเป็นต้องมีระบบความปลอดภัยที่รองรับการเปลี่ยนแปลงนี้อย่างชาญฉลาดด้วย

แก้กม.คอมพ์เพิ่มโทษคดีหมิ่นสถาบัน

เมื่อวันที่ 1 ตุลาคม นายพีระพันธุ์ สาลีรัฐวิภาค ส.ส.กรุงเทพมหานคร พรรคประชาธิปัตย์ ในฐานะประธานคณะอนุกรรมาธิการ (กมธ.) กำกับและติดตามการป้องกันและปราบปรามการกระทำและเว็บไซต์หมิ่นพระบรมเดชานุภาพ ใน กมธ.ทหาร สภาผู้แทนราษฎร เปิดเผยว่า อนุ กมธ.เตรียมเสนอร่างแก้ไขเพิ่มเติม พ.ร.บ.ว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ พ.ศ.2550 เนื่องจากไม่มีความชัดเจนทั้งข้อกฎหมายและแนวทางการปฏิบัติ นอกจากนี้ ผู้ที่กระทำการหมิ่นพระบรมเดชานุภาพ กฎหมายอาญากำหนดโทษจำคุก 3-15 ปี นั้นไม่เพียงพอ ที่ผ่านมา จึงไม่สามารถปราบปรามการกระทำที่หมิ่นพระบรมเดชานุภาพได้ ในร่างแก้ไขเพิ่มเติมฉบับนี้ จึงให้เจ้าหน้าที่ของกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) สามารถฟ้องร้องคดีที่หมิ่นสถาบันได้ทันที โดยไม่ต้องรอคำสั่งของรัฐมนตรี และถ้าเจ้าหน้าที่ละเลยไม่ดำเนินคดี อาจถูกดำเนินคดีโทษฐานละเว้นการปฏิบัติหน้าที่ทันที รวมทั้งประชาชนที่รับรู้การกระทำผิด สามารถแจ้งความร้องทุกข์ต่อเจ้าหน้าที่ตำรวจได้ทันทีเช่นกัน รวมทั้งเพิ่มบทลงโทษจำคุก 3-20 ปี และปรับ 3-8 แสนบาท หนักกว่ากฎหมายอาญามาตรา 112 โดยอนุ กมธ.จะเสนอ กมธ.ในวันที่ 2 ตุลาคม เพื่อเสนอต่อสภาให้บรรจุในระเบียบวาระการพิจารณาต่อไป

AIS scales back 3G spending

Advanced Info Service (AIS) plans to scale down its third-generation (3G) Investment plan in light of the global financial crisis and the country's economic situation.


The country's largest mobile operator plans to spend only US$150 million on 3G mobile broadband services on its existing 900 Megahertz frequency by mid-2009. Approximately 200-300 3G base stations would be installed in just 10 provinces. Commercial 3G services in Bangkok would start in the fourth quarter of this year.


Earlier, AIS had set aside US$600 million for the first phase of 3G services in Bangkok and 20 major provinces. The company had allocated an additional 17 billion baht to expand its conventional 2G network capacity this year.


President Wichian Mektrakarn said the company now needed to carefully revise its investment budget as shareholders had raised doubts about the necessity of full-scale commercial 3G services in Thailand.


"In the current economic situation, interest costs for borrowing money from foreign institutions will be high," he said yesterday at ceremonies marking the 18th anniversary of the company founded by deposed prime minister Thaksin Shinawatra.


He also said that AIS would not cease further spending despite having used two-thirds of the 17-billion-baht budget on 2G investment projects.


Mr Wichian admitted that 3G data usage by AIS customers in Chiang Mai was still low, with an average of only 20 megabits per day per user.


However, he said that the Thai telecom industry had not felt any impact from the economic slowdown so far in term of revenue.


AIS yesterday introduced a new slogan "AIS Nearby You" with a new "Nong Aun Jai" logo. The 80-million-baht brand-refreshment campaign, to be carried out under a six month programme, is aimed at creating a more contemporary and youthful corporate image.


Under a change from a functional to emotion-based concept, AIS plans to focus on five pillars: network quality, service excellence, service advancement, privileges and social responsibility.


Shares of AIS (ADVANC) closed yesterday on the Stock Exchange of Thailand at 82.50 baht, up two baht, in trade worth 611 million baht.

Crisis becomes opportunity

Experts suggest that a huge opportunity exists around information security for the IT sector, although Thailand currently takes a very small share of the worldwide market. According to Software Park director Suwipa Wanasathop, the technology revolution heralded by social networking and Web 2.0 made security design more difficult, and new browsers also demanded new more complicated security controls. Citing Frost and Sullivan, she noted that the growth of the information security sector, both for small and large enterprises, would be 61 per cent. Currently, there were some 1.6 million security professionals worldwide and this was expected to grow to around 2.7 million in 2015.

''If Thailand is prepared for this market, we can share in this huge opportunity,'' she said.

So far, Software Park has trained some 2,400 IT workers, 600 of them in the information security field.

''We have tried to make it fashionable and have co-ordinated with other institutes,'' the director said.

Suwipa added that while there were around 58,000 Certified Information Systems Security Professional (CISSPs) in the world, there were only 98 CISSPs in Thailand., and of a total of 45,000 CISA members, only 135 of them were in Thailand.

However, she said, it was possible to turn a crisis into an opportunity, and the chances for making money in this area were considerable.

As part of the Software Park 2.0 Plan, which focuses on three major areas _ human resource training, the cyber software park and IT utilisation promotion _ the director noted that Software Park provided a full range of training courses for IT security.

The programme focuses on four areas, including a CIO programme, IT security manager programme, IT security practitioner programme and an IT audit programme.

''For those training in groups of four people, Software Park partners with the private sector, inviting experts to train people, as we see it's crucial to the country's development,'' she said, adding that Software Park offered a training and testing programme for professionals for CISA and CISSP certification.

Through a partnership with ACIS Professional, Software Park aims to have some 1,000 people join its training courses this year.

According to ACIS Professional Centre president Prinya Hom-anek, the eight economies in Asia Pacific that have at least 200 CISSP members are South Korea with 1,991 members, 1,315 in Hong Kong, 935 in Singapore, 923 in India, 898 in Australia, 883 in Japan, 400 in China, and 244 members in Taiwan.

The number of security certified people in South Korea was high because they have a localised programme, and in Malaysia, the government has promoted the industry and given financial support.

As a member of the ISC Asian Advisory Board, Prinya noted that in the region, membership growth in Japan and South Korea was the highest, with 94 per cent and 82 per cent respectively, from 2003 to present.

The number of CISSP members in China was small, compared to the country's population, because China did not pay attention to CISSP, as they had their own system, Prinya said.

WiMax licences due in 2009

The National Telecommunications Commission (NTC) is expected to finalise licensing terms and regulations for WiMax wireless broadband internet service and to issue operator licences next year.


NTC secretary-general Suranant Wongwittayakamchaorn said the regulator had given permission to 14 companies to test WiMax for three months and now awaited their test results.


They include True Move, True Universal Communications, Nokia-Siemens, Ericsson, Loxley, CAT Telecom, TOT, Samart Telcoms-Provincial Electricity Authority, Transpacific Thailand, Triple T Broadband, Shin Satellite and United Communication Industry.

Longer WiMax tests are also being conducted by Mae Fah Luang and Rajabhat Maha Sarakham universities.

Mr Suranant said the WiMax bandwidth selected might be in the range of 2.5 gigahertz rather than 3.5 GHz because based on the test results, the latter range interferes with satellite communications.

He said that recently NTC, TOT Plc, Rajabhat, and King Mongkut University jointly launched the Tele-Centre for Education and Development in Rural Area programme in 20 rural schools.

The programme, a pilot project for WiMax tests, will expand to cover 76 provinces involving a budget of 7.6 billion baht, he said.

The Rajabhat Maha Sarakham University's WiMax test will take three years. The university was chosen because Maha Sarakham is the educational centre of the North, with the region's largest number of schools, colleges and universities.

ก้าวต่อไปของไอซีทีจะเน้นการส่งเสริม พัฒนาประเทศไทยให้เป็นสังคมอุดมปัญญาด้วยการใช้ไอซีที และผลักดันให้อุตสาหกรรมไอซีทีมีสัดส่วนมูลค่าเพิ่มต่อจีดีพีไม่น้อยกว่า 20% รวมถึงการสนับสนุนประชาชนอย่างน้อย 50% เข้าถึงข้อมูลสารสนเทศได้

"คอนเทนต์ต่างๆ มีส่วนสำคัญ เพราะถ้ามือถือมีการลงข้อมูลซื้อขายสินค้าเกษตรลงไปก็จะช่วยเกษตรได้มาก เพราะนอกจากจะรู้ราคากลาง ทำให้สามารถซื้อขายโดยไม่ต้องผ่านพ่อค้าคนกลางเหมือนอย่างเช่นประเทศจีนที่มือถือมีคอนเทนต์ที่ดีก็มีประโยชน์อย่างมาก" นายมั่นกล่าว

นอกจากนี้มีแนวคิดตั้งสถาบันไอซีทีเพื่อพัฒนาบุคลากรในด้านไอซีทีให้มีลักษณะเหมือนสถาบันปกครอง เพราะกระทรวงไอซีทีจำเป็นต้องมีบทบาทเข้ามาผลักดันด้วย จากที่ผ่านมาบุคลากรด้านไอซีทีมาจากสถาบันการศึกษาต่างๆ เท่านั้น

ส่วนการเปลี่ยนคณะกรรมการ (บอร์ด) ของหน่วยงานใต้สังกัด อย่างบริษัท ทีโอที จำกัด (มหาชน) บริษัท กสท โทรคมนาคม จำกัด (มหาชน) ต้องหารือกับนายสุชาติ ธาดาธำรงเวช รมว.คลัง ในฐานะเป็นผู้ถือหุ้น 100% โดยมีแนวคิดให้ทั้ง 2 หน่วยงานรวมเป็นองค์กรเดียวกันเพื่อให้สามารถแข่งขันกับประเทศอื่นๆ ได้ แต่ถือเป็นเรื่องที่อ่อนไหว ถ้าพูดมากอาจมีผลกระทบต่อพนักงานและสหภาพรัฐวิสาหกิจของทั้ง 2 หน่วยงาน

สำหรับผลการดำเนินงานสำคัญของกระทรวงไอซีทีในรอบ 6 ปี คือ การพัฒนาแผนยุทธศาสตร์ 5 ด้าน e-Society, e-Education, e-Commerce และ e-Government รวมถึงโครงการศูนย์การเรียนรู้ ICT ชุมชน, พ.ร.บ.ว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ พ.ศ.2550
