TOT forges ahead with 3G

Commercial firms tapped on their 3G brakes, but your TOT Corp stomped the pedal to the metal and announced it will be spending 29 billion of public baht in a three-year campaign to get its third-generation yuppiephone network operating by 2011; according to TOT "statistics", it will have at least 350,000 subscribers immersed in high-speed, Internet-connected mobile phonery by next year, and will stop losing money on the venture by 2017 or so; TOT will use the alleged infrastructure of SuthepNet aka Thai Mobile, the little network that has got dozens of subscribers since it was set up by the last Democrat party regime; telecoms analysts said the TOT was being its usual, modest self - that the network it showed to the cabinet will cost 40 billion baht, minimum, and that customers take tiny 3G sips, not gulps, because it's darned expensive to get stuff on a 3G connection.


No. 1 yuppiephone operator Advanced Info Service said it is going to scale back its investment in third-generation development; president Wichian Mektrakarn put it all in terms of US recession and world economics and so on, but the bottom line: There's little sign potential customers in Thailand are salivating for 3G phone service; even the cutting-edge geeks who bought the first test services in Chiang Mai are using a minuscule average of 20 megabits per day per user, hardly enough to justify spending the original $600 million AIS budget, which not will go into other services, including an 80-million-baht brand-refreshment campaign for the old 2G "AIS Nearby You" brand.


No. 2 yuppiephone operator Dtac of Norway announced that it will not be launching third-generation service any time soon, after all; the publicised launch date of the second quarter of next year is now inoperative, said new CEO Tore Johnsen, because "There is no need to rush into offering 3G services as long as demand for mobile data is still not there;" the decision will save Dtac about five billion baht in planned development spending; he said he wants to make sure the Thai market is "more than ready" for 3G, translation: The Thai market is not ready for Dtac's 3G; he also blamed the global economy, spending power, political problems, etc, but didn't mention that Dtac might have made a poor business decision in trying to create a non-existent demand for 3G in the first plane.


The National Telecommunications Commission announced that there are fewer than 450 days left before it will start issuing licences for WiMAX wireless broadband Internet; the NTC has already given beginners' licences to 14 companies who want to test the technology, long on performance but so far oh so short on performance; but even the NTC itself is trying to jump on this slow-moving bandwagon, and announced it had teamed up to form the Tele-Centre for Education and Development in Rural Area programme for 20 rural schools, with partners your TOT, Rajabhat and King Mongkut University; it will only need 7.6 billion of your baht, a mere pittance, really.


Biotechnology has not exactly flowed downhill into Thailand, but Ramani Narayan, a professor of chemical engineering and materials science at Michigan State University, announced that the world's second integrated bioplastics plant will probably be sited in the country; Thailand has the know-how and the raw materials (chiefly cassava, or tapioca) to set up processing to ferment vegetable starch into lactic acid, then into polylactic acid, then finally into bioplastic materials; there are two huge advantages to bioplastics: they aren't made from oil, and they are biodegradable.


True Corp treasurer Pishnu Suntharanund said he was totally mystified by a 22-month rise in the value of company shares, climaxing with a surge of 18 per cent on Oct 1; that would make Mr Pishnu the only concerned person unaware of reports, claims and rumours that his No. 3 yuppiephone network True Move of Thailand was on the verge of signing a partnership with China Mobile or another, local company - reports that were behind the stock price movements; shares in True Corp, which owns True Move, 2.6 million fixed-line installations in Bangkok and one of the biggest per-share corporate debts in the country, headed back down on Oct 2, when the company said a telecoms partnership was mere speculation.


Nothin' but net sales projections from bubbly, optimistic phone peddlers who see no dark economic clouds; Manatase Annawat, business group leader for corporate marketing of Thai Samsung Electronics, said he will just about double the number of phones he sells this year compared with 2007 - two million handsets out of nine million sold in the whole country, all brands, with Samsung market share reaching 20 per cent, and with Pancake Jamikorn as his image girl, why not?; laconic Nontawan Sindhvananda of Nokia Thailand, in the catbird seat as always, yawned that Nokia will stay Number 1 with a combination of new fashion phones for the yuppies and low-cost (5,000 to 9,000 baht) models for the economy-conscious; Nokia already has put 40 new models on the market this year, and Ms Nontawan figures, "We can keep our leading market share" again without breaking a sweat.

Thailand's IT competitiveness slips

In a study by the Economist Intelligence Unit, sponsored by the BSA, Thailand was ranked 42nd in worldwide IT industry competitiveness, falling one place from last year, with very low scores in the categories ''research and development'' and ''legal environment.'' The IT industry competitiveness index covers 66 countries across all regions, and uses a weighted scoring model with 25 indicators grouped in six categories covering areas including overall business environment, IT infrastructure, human capital, legal environment, R&D environment and support for IT industry development.


According to Jeffrey Hardee, BSA vice-president and regional director for Asia-Pacific, the category and indicator weights were determined by correlation of each indicator against a measure of IT labour productivity.


Thailand achieved its best score on the quality of its business environment, where it was ranked 25th in the world, up from 31st last year. However, Hardee said the political situation remained unpredictable as tensions continued to simmer after the election and economic growth had been poor.


Foreign investment was encouraged, though the nationalistic overtones of recent policy initiatives dampened foreign investor confidence. The trading environment was considered quite open, with some professionalism in agriculture, and the currency is freely floated.


But the central bank had capital controls in place from December 2006 to March 2008. While the unions were relatively weak, there was strong opposition to privatisation plans, and the unstable coalition government might see limited improvement.


In the IT infrastructure category, Thailand was ranked 49th in the world. PC and broadband penetration was not high, but Internet penetration was growing, he said.


A 6.9 per cent PC penetration rate put Thailand in 9th position in Asia. China (and its much bigger population) has seven broadband connections per 100 people, while Thailand only has two connections per 100 people, placing it 10th in Asia. Only 30 to 40 companies out of 820,000 companies had their own web sites and only 6,000 adopted e-commerce practices.


Thailand's human capital ranking dropped from 38th in 2007 to 46th. Enrolment in science subjects was high, but did not translate to a big pool of IT talent, Hardee said, noting with a population of 64 million, Thailand should be producing more software engineers and IT workers.


In the legal environment category, Thailand was ranked 56th in the world with a small improvement in piracy rate from 80 per cent in 2006 to 78 per cent in 2007. The legal system was slow and inefficient, though it was considered relatively impartial.


There was no evidence to suggest domestic rather than foreign interests were favoured, through it was possible that the politically powerful or wealthy might get preferential treatment. Enforcement of legislation was poor, but he said the passing of the new cyber crime law might help improve the legal environment in the future.


In the R&D environment category Thailand was ranked 59th in the world, a fall from 51st in 2007. This category pulled down Thailand's overall IT competitiveness ranking. with R&D investment in both public and private sectors low. Hardee noted that government expenditure was $2 for every 100 people, and for the private sector it was $14.80.


The number of IT-related patents registered each year in Taiwan was one for every 2,000 people, in Japan one for every 5,000 people and in Thailand only one for each 27 million people.


Hardee noted that the study provided a guide for both the government and the private sector, and they could develop strategy to enhance their strengths and address their weaknesses.


''If the governments do well, countries will move up to a better position.''


He suggested that the Thai government should invest more in broadband infrastructure and take action to increase R&D.


''What you're investing in now will pay dividends in the future. If Thailand undertakes more R&D, you will have your own intellectual property and it will be a contributor to your IT industry's competitiveness,'' he said, adding that human skill development was one area that the government should address.


According to the study, the top 20 included the same countries as last year, but there were still some significant changes, with nine countries moving up the rankings and 11 moving down.


Three economies in the top five were new: Taiwan, Sweden and Denmark. By region, the top five economies in the Asia-Pacific region were Taiwan, Australia, South Korea, Singapore and Japan.


The scoring methodology remained the same as last year, but one important indicator had changed. Country scores in the category covering patents were now based on IT-related patent registrations, rather than all patents, as was the case in 2007, he said.


''This is a heavily weighted indicator in the model and the change has resulted in some movement in rankings in both the R&D environment category and the overall index,'' said Hardee, adding that the change most affected the rankings of Taiwan, Japan and South Korea.


Taiwan rose to 2nd place in the world through its strength in R&D and its nurturing of talent in the field of technology, while Japan and South Korea fell for failings in these same areas.

Google Maps launched for Phuket businesses

PHUKET: The Gazette Guide, Phuket’s local business directory (yellow pages), has today announced the availability of Google Maps to its roughly 4,000 listed businesses. Users of the online version of the directory can now pinpoint precisely where a business is located – a major benefit in a community where postal addresses are often more confounding than enlightening.

An example of the convenience of a Google map can be seen here. With the ability to zoom in and out, and to then print a reliable map to a suddenly intelligible target address, tourists and local residents are now able to navigate with ease to restaurants, dive shops, golf courses, hardware stores or any other type of business they may wish to reach.

The first annual hard-copy Gazette Guide was released in 1996. The 2009 edition, due out mid-January, will set a record with details of roughly 4,000 Phuket businesses catering to the international community. All listings are in English.

Businesses wishing to list (or to update a current listing) in the Guide, are able to do so here. Basic listings are free of charge, and the deadline for the 2009 Guide is November 12. Listings entered after that date will appear in the Gazette Guide Online only.

ไอซีที ร่วมมือ แบงค์ชาติ ออก กฎหมายควบคุม e-Payment

นายมั่น พัธโนทัย รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือ ไอซีที ในฐานะประธานคณะกรรมการธุรกรรมทางอิเล็กทรอนิกส์ กล่าวว่า ประเทศไทยได้นำเทคโนโลยีอิเล็กทรอนิกส์มาใช้ในการให้บริการหลายๆ ด้าน โดยเฉพาะการชำระเงินทางอิเล็กทรอนิกส์ ที่มีมูลค่ารวมทางเศรษฐกิจค่อนข้างสูง และ มีการขยายตัวเพิ่มขึ้นอย่างรวดเร็ว และวิธีการดังกล่าวจำเป็นต้องใช้เทคโนโลยีที่มีความซับซ้อน หลากหลาย แต่ยังไม่มีกฎหมายใดที่ใช้ควบคุมดูแลผู้ประกอบธุรกิจบริการดังกล่าว ที่มีทั้งสถาบันการเงินและผู้ให้บริการ ที่มิใช่สถาบันการเงิน ดังนั้น จึงต้องมีการออกพระราชกฤษฎีกาว่าด้วยการควบคุมดูแลธุรกิจบริการการชำระเงินทางอิเล็กทรอนิกส์ พ.ศ.2551 ขึ้น โดยอาศัยอำนาจตามความในมาตรา 32 มาตรา 33 และมาตรา 34 แห่งพระราชบัญัญัติ ว่าด้วยธุรกรรมทางอิเล็กทรอนิกส์ พ.ศ.2544 โดยพระราชกฤษฎีกาดังกล่าวได้ประกาศในราชกิจจานุเบกษาแล้วเมื่อวันที่ 16 กันยายน 2551 และจะมีผลบังคับใช้เมื่อพ้นกำหนด 120 วันนับจากวันประกาศ คือ ตั้งแต่วันพุธที่ 14 มกราคม 2552 เป็นต้นไป

รมว.ไอซีที กล่าวต่อว่า การออกพระราชกฤษฎีกาฉบับดังกล่าว มีวัตถุประสงค์สำคัญ 5 ประการ คือ รักษาความมั่นคงทางการเงินและการพาณิชย์ เสริมสร้างความเชื่อถือและการยอมรับข้อมูลอิเล็กทรอนิกส์ ป้องกันความเสียหายต่อสาธารณชน ส่งเสริมการใช้บริการการชำระเงินทางอิเล็กทรอนิกส์ให้เพิ่มมากขึ้น และเพิ่มศักยภาพในการแข่งขันของภาคธุรกิจหรือการให้บริการของภาครัฐ โดยได้กำหนดให้ธนาคารแห่งประเทศไทย เป็นผู้รับผิดชอบในการควบคุมดูแลธุรกิจบริการการชำระเงินทางอิเล็กทรอนิกส์

“ในส่วนของคณะกรรมการธุรกรรมทางอิเล็กทรอนิกส์จะร่วมกับธนาคารแห่งประเทศไทย กำหนดหลักเกณฑ์ วิธีการ และเงื่อนไขในการควบคุมดูแลธุรกิจบริการต่างๆ ตลอดจนติดตามดูแลให้ข้อเสนอแนะเพื่อแก้ไขปัญหาและอุปสรรคที่อาจเกิดขึ้น รวมทั้งดำเนินการใดใดในกรณีที่มีผู้ไม่ปฏิบัติตามกฎหมาย ซึ่งความร่วมมือและการประสานงานร่วมกันระหว่างคณะกรรมการฯ กับธนาคารแห่งประเทศไทย จะช่วยสนับสนุนและผลักดันให้บรรลุวัตถุประสงค์ของพระราชกฤษฎีกาฉบับดังกล่าว” นายมั่น กล่าว

ด้าน นายฉิม ตันติยาสวัสดิกุล ผู้ช่วยผู้ว่าการสายระบบข้อสนเทศ ธนาคารแห่งประเทศไทย หรือ ธปท. กล่าวว่า ประเภทของธุรกิจบริการการชำระเงินทางอิเล็กทรอนิกส์ หรือ Electronic payment (e-Payment) จะต้องอยู่ภายใต้การควบคุมดูแลตามพระราชกฤษฎีกาฉบับดังกล่าว ประกอบด้วยธุรกิจ 8 ประเภท ได้แก่ การให้บริการเงินอิเล็กทรอนิกส์ บริการเครือข่ายบัตรเครดิต บริการเครือข่ายอีดีซี บริการสวิตช์ชิ่งในการชำระเงิน บริการหักบัญชี บริการชำระดุล บริการรับชำระเงินแทน และการชำระเงินทางอิเล็กทรอนิกส์ผ่านอุปกรณ์อย่างใดอย่างหนึ่งหรือผ่านเครือข่าย


ผู้ช่วยผู้ว่าการสายระบบข้อสนเทศ ธปท. กล่าวต่อว่า รูปแบบในการควบคุมดูแลธุรกิจ e-Payment ดังกล่าว จะแบ่งเป็น 3 ระดับ คือ การแจ้งให้ทราบ การขอขึ้นทะเบียน และการขอรับใบอนุญาต โดยจะพิจารณาจากความเหมาะสมในการป้องกันความเสียหายตามระดับความรุนแรงของผลกระทบที่อาจเกิดจากการประกอบธุรกิจ มีทั้งการส่งผลต่อความมั่นคงทางการเงินและการพาณิชย์ ความน่าเชื่อถือและการยอมรับข้อมูลอิเล็กทรอนิกส์ รวมทั้งความเสียหายต่อสาธารณชน อย่างไรก็ตาม การบังคับใช้กฎหมายจำเป็นต้องมีความยืดหยุ่น และไม่ก่อให้เกิดภาระแก่ภาคธุรกิจมากเกินไป

“พระราชกฤษฎีกาฯ ฉบับนี้ได้กำหนดให้ผู้ประกอบธุรกิจ e-Payment ยังคงสามารถดำเนินธุรกิจต่อไปได้จนถึงวันที่ 13 พฤษภาคม 2552 แต่ถ้าประสงค์จะทำธุรกิจ e-Payment ต่อไป ผู้ให้บริการจะต้องยื่นแบบแจ้งให้ทราบ หรือขอขึ้นทะเบียน หรือขอรับใบอนุญาตแล้วแต่กรณี ให้แล้วเสร็จภายในวันที่ 12 กุมภาพันธ์ -16 มีนาคม 2552 ซึ่งหากพ้นจากวันดังกล่าว (13 พฤษภาคม 52) จะไม่สามารถให้บริการต่อไปได้” นายฉิม กล่าว

ผู้ช่วยผู้ว่าการสายระบบข้อสนเทศ ธปท. กล่าวด้วยว่า คณะกรรมการธุรกรรมทางอิเล็กทรอนิกส์ กระทรวงไอซีที และธนาคารแห่งประเทศไทย ได้วางแผนการดำเนินงาน เพื่อรองรับการประกาศและบังคับใช้พระราชกฤษฎีกาดังกล่าว ให้บังคับใช้ได้อย่างสมบูรณ์ ทั้งการประชาสัมพันธ์ข่าวสารเกี่ยวกับพระราชกฤษฎีกาฯ การจัดประชุมชี้แจงและรับฟังความคิดเห็นเกี่ยวกับหลักเกณฑ์ วิธีการและเงื่อนไขในการควบคุมดูแลธุรกิจดังกล่าวจากผู้ให้บริการที่มิใช่สถาบันการเงินในวันที่ 3 พฤศจิกายน 2551 และจากสถาบันการเงินในวันที่ 7 พฤศจิกายน 2551 ตลอดจนการเปิดโอกาสให้แสดงความคิดเห็นเพิ่มเติมไปยังธนาคารแห่งประเทศไทยได้อีก 1 สัปดาห์ภายหลังการจัดประชุมชี้แจงฯ ทั้งนี้เพื่อรวบรวมข้อมูลเสนอต่อคณะกรรมการธุรกรรมทางอิเล็กทรอนิกส์พิจารณาให้ความเห็นชอบและประกาศใช้ต่อไป

กทช.รวมพ.ร.บ.จัดสรรคลื่นฯไอซีที แทนยกร่างใหม่ทั้งฉบับดันเข้าสภา

นายเศรษฐพร คูศรีพิทักษ์ คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า กทช.ได้เสนอร่าง พ.ร.บ.องค์กรจัดสรรคลื่นความถี่และกำกับกิจการวิทยุกระจายเสียง วิทยุโทรทัศน์ และกิจการโทรคมนาคม (ฉบับที่ 2) พ.ศ.... เพื่อประกอบกับร่าง พ.ร.บ.องค์กรจัดสรรฯ ฉบับกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) พิจารณาร่วมกัน ก่อนนำเสนอสู่วาระสภาผู้แทนราษฎรเป็นลำดับต่อไป

ทั้งนี้ กทช.เห็นสมควรว่าเพื่อให้สอดคล้องกับรัฐธรรมนูญฯ 2550 มาตรา 47 และ 305 (1) ประกอบกับประสบการณ์การทำงานตลอด 4 ปีที่ผ่านมา ควรดำเนินการแก้ไขเพิ่มเติม พ.ร.บ.องค์กรจัดสรรคลื่นความถี่ฯ พ.ศ.2543 มากกว่าการยกร่างใหม่ทั้งฉบับ เพราะดำเนินการได้รวดเร็วกว่า เนื่องจากเหตุผลหลักของรัฐธรรมนูญฯ 2550 ตามมาตราดังกล่าวต้องการให้มีการแก้ไขบางประเด็นสำคัญ เช่น การรวมองค์กรกำกับดูแลเป็นองค์กรเดียว อย่าให้มีการควบรวมกิจการข้ามสื่อ การให้คำนึงถึงภาคประชาชนในการมีส่วนร่วมดำเนินการสื่อสาธารณะ แต่ไม่ได้มีเจตนาให้ยกเลิกการจัดสรร หรือปฏิรูปสื่อ เป็นเนื้อหาหลักของ พ.ร.บ.องค์กรจัดสรรคลื่นความถี่ฯ ฉบับเดิม

อย่างไรก็ตาม ในการรวมองค์กรกำกับดูแลให้เป็นหน่วยงานเดียวนั้น กทช.ได้เสนอให้มีคณะกรรมการชุดใหญ่ 1 ชุด หรือให้เรียกว่า คณะกรรมการกิจการกระจายเสียง โทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) ที่ประกอบด้วยคณะกรรมการ 11 คน แบ่งการทำงานออกเป็น 2 คณะ คือ คณะกรรมการเฉพาะด้านกิจการกระจายเสียงและโทรทัศน์ (กสช.) จำนวน 5 คน และคณะกรรมการเฉพาะด้านกิจการโทรคมนาคม (กทช.) จำนวน 5 คน ที่มาจากการเสนอรายชื่อคัดเลือกจากคณะกรรมการสรรหาจำนวน 17 คน โดยให้วุฒิสภาเป็นผู้คัดเลือก

TT&T: Broadband flagship not for sale

TT&T Plc, the provincial fixed-line telephone provider, has denied any knowledge of a takeover proposal for its broadband internet arm Triple T Broadband Co by True Corporation.

Korawut Chiwaprecha, vice-president for the finance and budget department at TT&T, said the rumour was more like a very "strong unconfirmed report".

"We will absolutely not sell our flagship revenue stream as our broadband business is expected to generate up to 40% of total earnings this year," he said.

"Given that TT&T keeps moving away from fixed lines to broadband business to offset a sharp decline in revenue, why would we sell our most profitable and high growth potential business to competitors?"

He even quipped: "TT&T would definitely consider buying True [broadband operations] if it was up for sale."

Triple T Broadband operates high-speed internet services under the Maxnet brand. It expects to generate 3.4 billion baht in revenue with total broadband subscribers of 300,000 this year.

"The revenue proportion (of TT&T's total) is expected to exceed 50% in 2009 with total broadband subscribers of 550,000 next year," Mr Korawut said.

TT&T expects to earn 8.6 billion baht in revenue this year. It is likely to face losses for another year due to the continuing decline in average revenue per fixed-line user and high concession costs, he added.

TT&T pays 43% of its fixed-line revenue to TOT Plc and 18% for leased-line and non-voice services - by far the highest rates in the industry.

Mr Korawut said that Triple T Broadband was moving ahead with the second phase of its broadband network expansion in order to increase network capacity for an additional 600,000 numbers.

The broadband network infrastructure is designed to accommodate new internet protocol television (IPTV), Voice-over-IP and international direct dialling (IDD) services.

The company completed construction of its first-phase broadband network last year for 300,000 numbers.

Asked about rumours that ended up being strongly denied as not true, Mr Korawut said: "If anything was happening there would be a confidentiality agreement that really precludes me from knowing anything."

TT&T shares closed on Friday on the Stock Exchange of Thailand at 0.42 baht, unchanged, in trade worth 24.6 million baht. True shares were down four satang to 2.54 in trade worth 206.25 million baht.

Call for 3G licensing

Thailand's mobile operators are poised to invest around US$4 billion in mobile broadband services over the next three years following the government's decision to license new spectrum and allow existing frequencies to be reused for third-generation (3G) service, according to a global trade body.


The GSM Association (GSMA) urged the government to proceed with 3G licensing as quickly as possible. Currently, only 2.2% of Thai households have broadband connections and the country lags many of its neighbours.


While licensing the 2.1 Gigahertz band will satisfy demand for two to three years, Ricardo Tavares, GSMA senior vice-president for public policy, said the government should start planning for the 2.5GHz spectrum.


The GSMA also called on the Thai regulator, the National Telecommunications Commission (NTC) to allocate the 2.1GHz spectrum so that each operator can offer services without any risk of interference.


The GSMA represents about 750 GSM cellular operators in 218 countries and territories. Its members represent three billion connections or 86% of the world's mobile connections, and over 200 manufacturers.

นายพงศ์ศักดิ์ อริยจิตไพศาล ผู้จัดการสำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ (องค์การมหาชน) หรือ SIPA สาขาเชียงใหม่ เปิดเผย "ประชาชาติธุรกิจ" ว่า แม้แผนการผลักดันให้เชียงใหม่เป็นเมืองสารสนเทศ หรือ ICT City จะยังไม่สำเร็จ แต่ซิป้ายังคงเดินหน้าพัฒนาอุตสาหกรรมซอฟต์แวร์ในพื้นที่ต่อไป ระยะ 5 ปีจากนี้จะผลักดันให้เชียงใหม่เป็นศูนย์กลางให้บริการด้านซอฟต์แวร์แก่ผู้ว่าจ้างหรือลูกค้าทั่วโลก (Global Outsourcing)

โครงการ Global Outsourcing จะเริ่มจากตั้งศูนย์ข้อมูล outsourcing เพื่อให้ โปรแกรมเมอร์และนักพัฒนาซอฟต์แวร์ของไทยทราบถึงมาตรฐาน วิธีการเตรียมความพร้อม รายละเอียดของมาตรฐานทั้งระดับนานาชาติและระดับชาติ แต่ปัจจุบันการใช้ภาษาอังกฤษยังเป็นอุปสรรคอยู่มาก

"บริษัทสำรวจจากต่างประเทศระบุว่า ไทยมีความพร้อมสำหรับการทำ outsourcing แค่ระดับ low level หรือระดับป้อนข้อมูลเท่านั้น เนื่องจากปัญหาใหญ่คือเรื่องภาษา จึงต้องเร่งพัฒนาด้านนี้ไปพร้อมกับความรู้ด้านซอฟต์แวร์ที่เป็นที่ต้องการของตลาดโลก และเทคโนโลยีใหม่ๆ ซอฟต์แวร์ที่ใช้ในธุรกิจซึ่งที่ผ่านมาซิป้าเชียงใหม่ไม่ได้เน้นให้ความสำคัญ แต่ไปเน้นด้านแอนิเมชั่นซึ่งเป็นอุตสาหกรรมขนาดใหญ่ใช้เงินลงทุนสูง ยากที่เราจะแทรกตัวเข้าไปเป็นตัวเล่นหลักได้ ไทยน่าจะมีโอกาสในอุตสาหกรรมซอฟต์แวร์เพื่อธุรกิจมากกว่า"

นายพงศ์ศักดิ์กล่าวว่า "ได้เริ่มประสานงานกับบริษัทซอฟต์แวร์ในเชียงใหม่ เพื่อจัดหาโปรแกรมเมอร์ให้ โดยจัดประกวดผลงานนักศึกษาทั่วภาคเหนือ คัดเลือกคนให้ซอฟต์แวร์เฮาส์และยังพร้อมสนับสนุนด้านการตลาด การประสานงาน การหาตลาดในต่างประเทศ โดยประสานงานกับบริษัทซอฟต์แวร์ของต่างชาติที่เข้ามาเปิดสาขาในเชียงใหม่ หากโครงการดำเนินต่อเนื่องใน 5 ปีเราน่าจะเป็นศูนย์กลางงานด้านซอฟต์แวร์ระดับกลางถึงระดับสูงได้"

นายพงศ์ศักดิ์กล่าวด้วยว่า อุปสรรคหลักในการพัฒนาเชียงใหม่เป็นไอซีที ซิตี้ คือโครงสร้างพื้นฐานที่ยังไม่ได้มาตรฐาน ที่สำคัญคือการเชื่อมต่ออินเทอร์เน็ตที่ปัจจุบันความเร็วยังต่ำมากเมื่อเทียบกับต่างประเทศ การพัฒนาระบบอินเทอร์เน็ตในปัจจุบันดำเนินไปได้ช้าและลงทุนสูง ไม่มีทางทันต่างประเทศได้จึงควรพิจารณาจัดตั้งระบบอินเทอร์เน็ตไร้สาย หรือ Wi-Max ที่การลงทุนก่อสร้างแต่ละครั้งในวงเงิน 30-50 ล้านบาท จะส่งสัญญาณครอบคลุม 30 ตารางกิโลเมตร หากภายใน 2 ปี กทช.ตกลงเรื่องการจัดสรรคลื่นความถี่ได้สำเร็จ จะมีการจัดตั้งระบบดังกล่าวมากขึ้น

ผู้สื่อข่าวรายงานว่า ปัจจุบันมีบริษัทซอฟต์แวร์ในเชียงใหม่ประมาณ 150 บริษัท กว่า 60% เป็นบริษัทของต่างชาติ อีก 30% เป็นหน่วยงานรับงานอิสระที่มีเจ้าของเป็นคนไทยที่สามารถนำผลงานไปเสนอในระดับนานาชาติได้ไม่กี่ราย เช่น บริษัท ดิจิตัลเวอร์คส์ จำกัด และบริษัท อาร์ตแอนด์เทคโนโลยี จำกัด ของนายแพทย์ ภานุทัต เตชะเสน, กลุ่มซอฟต์สแควร์ ของนายราเมศวร์ ศิลปพรหม ที่มีฐานใน กทม. และปัจจุบันขยายสาขาไปยัง จ.แม่ฮ่องสอน

ขณะที่ซิป้าเชียงใหม่ ซึ่งเดิมถูกกำหนดบทบาทให้เป็นตัวนำในการพัฒนาอุตสาหกรรมซอฟต์แวร์ในพื้นที่ ลดบทบาทลงมากหลังการเปลี่ยนแปลงรัฐบาลหลายครั้ง มีการปรับลดขนาดองค์กรจนปัจจุบันมี พนักงานประจำ 7 คน และลูกจ้างอีกบางส่วน ย้ายสถานที่ทำงานเพื่อลดค่าใช้จ่าย ปรับลดงบประมาณลงจนล่าสุดเหลือปีละประมาณ 50 ล้านบาท ซึ่งส่วนใหญ่ถูกใช้ไปในการจัดฝึกอบรมด้านคอมพิวเตอร์

ทั้งนี้ ซิป้ามีแผนหลักให้แต่ละภาคพัฒนาเน้นศักยภาพของพื้นที่ นอกจากให้เชียงใหม่เป็นศูนย์ของ Global Outsourcing แล้ว ตั้งเป้าให้ จ.ภูเก็ตเป็น ICT Innovation Paradise เน้นเรื่องการพัฒนาแนวคิดใหม่ ส่วน จ.ขอนแก่นเป็น Incubation Center หรือศูนย์บ่มเพาะทางธุรกิจที่เกี่ยวเนื่องกับซอฟต์แวร์และเทคโนโลยีสารสนเทศ

คนไทยตาร้อนผ่าว แม่ฮ่องสอนได้เป็น WIMAX City แห่งแรกของประเทศ อินเทอร์เน็ตไร้สายคลุมเต็มพื้นที่ปลายปีนี้ ไจก้าหนุนทั้งเงินทุน อุปกรณ์ เผยโครงการหุบเขาไอที มุ่งดันเป็นเมืองผลิตซอฟต์แวร์ส่งออก สร้างโปรแกรมเมอร์ 2 พันคน ใน 5 ปี เอกชนเชื่อสร้างรายได้กว่า 100 ล้าน ระบุสารพัดไอทีซิตี้ล้มเหลวเพราะคนไม่ใช่เครื่องทุ่นแรง


นายธงษ์ชัย วงษ์เหรียญทอง ผู้ว่าราชการจังหวัดแม่ฮ่องสอน เปิดเผย "ประชาชาติธุรกิจ" ว่า จังหวัดร่วมกับศูนย์เทคโนโลยีอิเล็กทรอนิกส์และคอมพิวเตอร์แห่งชาติ (เนคเทค) สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) สำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ (ซิป้า) สถาบันคลังสมองของชาติ มหาวิทยาลัยเทคโนโลยีพระจอมเกล้าธนบุรี มหาวิทยาลัยเชียงใหม่ ร่วมกันพัฒนาแม่ฮ่องสอนให้เป็นเมืองแห่งเทคโนโลยี สารสนเทศ ภายใต้ชื่อโครงการหุบเขาไอที (IT Valley) มุ่งสร้างนักพัฒนาซอฟต์แวร์ และสร้างเศรษฐกิจฐานความรู้ เพื่อให้แม่ฮ่องสอนเป็นเมืองแห่งอุตสาหกรรมซอฟต์แวร์ให้ได้ใน 5 ปี (ปี 2551-55)

โครงการดังกล่าวเน้นทั้งการพัฒนาโครงสร้างพื้นฐาน เช่น การพัฒนาระบบสื่อสารอินเทอร์เน็ตไร้สาย หรือ WIMAX ครอบคลุมตัวจังหวัดและอำเภอสำคัญคือ อ.ปายและแม่สะเรียง แต่ละจุดครอบคลุมพื้นที่ในรัศมี 20 กิโลเมตร โดยได้รับการสนับสนุนเงินทุนและอุปกรณ์จากองค์การความร่วมมือระหว่างประเทศแห่งญี่ปุ่น (ไจก้า) วงเงินกว่า 50 ล้านบาท ซึ่งตามแผนงานจะติดตั้งแล้วเสร็จพร้อมเปิดบริการในปลายปีนี้ แม่ฮ่องสอนจะเป็นจังหวัดแรกของไทยที่มีบริการ WIMAX เต็มพื้นที่

"เราเป็นจังหวัดห่างไกล รายได้ต่อหัวต่ำที่สุดในภาคเหนือ การคมนาคมลำบาก ทางบกใช้เวลานานและมีปัญหามากใน ฤดูฝน ทางอากาศก็ไม่มีความแน่นอน มีอุปสรรคมาก หากมีระบบสื่อสารไร้สายมาช่วย จะเปิดโอกาสให้ประชาชนมากขึ้น เหตุที่เลือก อ.ปายเพราะเป็นเมืองท่องเที่ยวสำคัญ และกำลังได้รับการสนับสนุนจาก ททท.ให้เป็นจุดขายในตลาดโลก ส่วนแม่สะเรียงนั้นเป็นอำเภอห่างไกล การมี WIMAX จะช่วยลดปัญหาการติดต่อกับโลกภายนอกผ่านเส้นทางคมนาคมปัจจุบันได้" นายธงชัยกล่าว

นายธงชัยกล่าว่า แม้เบื้องต้นจะคาดหวังให้ประชาชนและนักท่องเที่ยวได้รับความสะดวกจากการใช้อินเทอร์เน็ตไร้สายนี้ แต่ระยะยาวการมีโครงสร้างพื้นฐานด้าน ไอทีที่เหมาะสมจะดึงดูดนักลงทุนหันมาสนใจแม่ฮ่องสอนในอุตสาหกรรม ซอฟต์แวร์ซึ่งเหมาะสมกับแม่ฮ่องสอน เพราะเป็นอุตสาหกรรมสะอาด ใช้ฝีมือ ไม่มีข้อจำกัดเรื่องระยะทาง และยังเกื้อหนุนอุตสาหกรรมเกษตรและการท่องเที่ยวได้เป็นอย่างดี

นายศุภกร สิทธิไชย นักวิจัยของเนคเทคที่รับผิดชอบโครงการระบุกับ "ประชาชาติธุรกิจ" ว่า นอกจากการติดตั้ง WIMAX ที่จะเสร็จในปลายปีแล้ว เนคเทคยังเร่งพัฒนาบุคลากรขึ้นรองรับการพัฒนาด้านเทคโนโลยีสารสนเทศ โดยกำหนดหลักสูตรวิชาโปรแกรมเมอร์เป็นการเฉพาะให้นักเรียนตั้งแต่ระดับมัธยมต้นถึงมัธยมปลายในโรงเรียนนำร่อง 11 แห่งทั่วจังหวัด มีนักเรียนเข้าศึกษาปีละ 200 คน อบรมครูด้านไอทีปีละ 60 คน เพื่อเตรียมบุคลากรให้แก่อุตสาหกรรมซอฟต์แวร์ในจังหวัด ซึ่งจะร่วมกับมหาวิทยาลัยราชมงคลล้านนาพัฒนาหลักสูตรไอทีด้านซอฟต์แวร์ เน้นการพัฒนาโอเพ่นซอร์ซ คาดว่าจะเปิดสอนได้ในเร็วนี้

ด้านนายราเมศวร์ ศิลปพรหม กรรมการผู้จัดการ บริษัท ซอฟท์สแควร์ 1999 จำกัด เอกชนที่เข้าร่วมในโครงการนี้ เปิดเผยว่า ตนได้เปิดบริษัทพัฒนาซอฟต์แวร์ขึ้นใน จ.แม่ฮ่องสอนนำร่อง 2 แห่งแล้ว บทบาทภาคเอกชนที่เข้าร่วมโครงการหุบเขาไอทีคือหนุนช่วยเนคเทคเรื่องการพัฒนาบุคลากร เน้นกิจกรรมที่นำไปประกอบอาชีพและใช้ในชีวิตจริง

"นี่คือซอฟต์แวร์ปาร์คย่อส่วน ตอนนี้เด็กที่ผ่านการอบรมใช้เว็บไซต์ได้ ทำงานกราฟิกได้ ออกแบบโดยคอมพิวเตอร์ได้ เท่านี้ก็เพียงพอแล้วสำหรับจะเข้าร่วมในอุตสาหกรรมเบื้องต้น หรือทำงานป้อนแก่ธุรกิจในท้องถิ่น เช่น โรงแรม ร้านอาหารต่างๆ หากไม่มีอะไรติดขัด ใน 5 ปีนักเรียนในพื้นที่ที่จบด้านนี้ 2 พันคน รวมทั้งที่จบระดับสูงจะสร้างรายได้ไม่ต่ำกว่าปีละ 100 ล้านบาทแน่นอน"

นายราเมศวร์กล่าวว่า ขณะนี้ภาคเอกชนประกอบด้วยบริษัท ซอฟท์สแควร์ 1999 จำกัด, บริษัทเอ็ม เอฟ อี ซี จำกัด (มหาชน), บริษัท ซัมมิตคอมพิวเตอร์ จำกัด, บริษัท แอพพลิเคชั่น โฮสติ้ง จำกัด และบริษัท มิราเคิลเน็ต จำกัด ได้ร่วมฝึกอบรม จัดหานักพัฒนาซอฟต์แวร์จากส่วนกลางให้ไปปฏิบัติงานแม่ฮ่องสอน ให้ทุนการศึกษาในระดับสูงเพื่อยกระดับบุคลากรให้มีมาตรฐานสากล เพื่อให้เกิดการพัฒนาต่อเนื่อง รวมทั้งหาตลาดหรือคู่ค้าให้ เร็วๆ นี้จะเริ่มส่งงานให้แก่บริษัทในท้องถิ่น เริ่มจากงานที่ไม่ต้องการความรู้ระดับสูง เช่น การทดสอบโปรแกรม จากนั้นจะส่งงานให้ตามศักยภาพของบุคลากรในท้องถิ่น

"การพัฒนาบางพื้นที่ เช่น เชียงใหม่ ให้เป็นเมืองเทคโนโลยีสารสนเทศตามนโยบายรัฐบาลไม่สำเร็จ เป็นเพราะบุคลากรไม่ได้มาตรฐานมากกว่าอุปสรรคด้านโครงสร้างพื้นฐาน หากนำเอาข้อผิดพลาดทั้งหมดมาพัฒนาที่แม่ฮ่องสอนเชื่อว่าจะสำเร็จ แต่ต้องไม่เดินซ้ำรอยเดิม เช่น การทำงานแบบราชการ ทั้งที่เป็นงานที่ต้องการความรวดเร็วและชัดเจนมาก" นายราเมศวร์กล่าว

ผู้สื่อข่าวรายงานว่า งานหลักสำคัญอีกประการหนึ่งของโครงการหุบเขาไอทีคือการพัฒนาระบบเตือนภัยดินถล่มในแม่ฮ่องสอนให้ทันสมัยและใช้การดีขึ้น โดยเนคเทคร่วมกับกรมป้องกันและบรรเทาสาธารณภัยพัฒนาระบบเตือนภัยดินถล่ม และน้ำป่าไหลหลาก มีการส่งข้อมูลเตือนภัยด้วยข้อความสั้นผ่านโทรศัพท์มือถือ โดยติดตั้งระบบเตือนภัยบนดอยจิกจ้อง ดอยกองมู ตัวเมืองแม่ฮ่องสอน, ดอยกิ่วลม อ.ปาย พระตำหนักปางตองสอง และดอยผักเฮียด เพื่อช่วยเหลือพื้นที่ที่มีความเสี่ยงสูง 83 หมู่บ้าน ระดับปานกลาง 115 หมู่บ้าน และระดับปกติ 41 หมู่บ้าน รวม 11,698 หลังคาเรือน พื้นที่การเกษตร 38,664ไร่ ประชาชน 127,828 คน

LG to invest B1.4 billion in Thailand next year

Despite the economic downturn in its homeland, LG of South Korea will continue to invest heavily in Thailand at the cost of 1.4 billion baht next year and reduce costs to support long-term growth and cope with the financial crisis.


Thailand, Brazil and Russia have good potential, says LG Thailand’s Mr Lee.


Hyun Woo Lee, managing director of LG Electronics (Thailand) Co, the local marketing and distributing arm, said that to cope with the economic recession the parent firm had set two business strategies for LG subsidiaries: to focus on reducing operating costs and finding new market opportunities.


"Thailand, Brazil, India and Russia are among potential growth markets for LG next year," he said.


Mr Lee said the company would spend 1.4 billion baht to improve its air-conditioner manufacturing facilities at its Rayong factory. Of the total, 170 million baht will go toward the LG commercial air-conditioner line, which should be among the company's sales drivers next year along with mobile phones.


The production base for some commercial indoor air-conditioner products will be moved to Thailand next year because of cheaper operating costs and low customs duties.


"Thailand will become the production hub of LG commercial air-conditioners in Southeast Asia. This will improve our competitiveness and we expect its sales will triple to one billion baht next year," he said.


Mobile phones are the other projected sales driver for next year. The company will spend 340 million baht, up to 40% of its total advertising and promotional budget, to promote them next year.


"Though overall mobile phone demand will be flat next year, LG sees huge growth potential because we have less market share in this sector."


The company aims to increase mobile phone growth to 10% next year (one million units), up from 5% last year. It expects total market demand this year to hit eight million units.


Apart from marketing activities, LG plans to reduce its operating costs by 10% or 300 million baht next year. It expects domestic sales next year to grow by 20% from US$400 million this year.


The company said it had seen no impact so far from the global financial crisis on its export orders for November to January.


"Our export business may decrease in February next year. But we are confident that our sales will slightly increase because we will export more premium items such as top-loading washing machines and air-conditioners and also explore new markets," Mr Lee said.

ทีโอทีดิ้นร้องคลังยุบพรบ.ภาษีมือถือหวั่นเจอปัดฝุ่นนำส่งรายได้หดจับตาไอซีทีรื้อใหญ่บอร์ด กสทฯ

ทีโอทีเตรียมชงคลังเสนอยกเลิกภาษีสรรพสามิตรอหารือผู้บริหารทีโอที หวั่นรัฐบาลขอเก็บภาษีมือถือใหม่อีกรอบกระทบรายได้ ประชุมผู้ถือหุ้นสัปดาห์นี้รอลุ้นรื้อบอร์ดใหม่ทีโอที-กสทฯ ปรับ


นายวรุธ สุวกร กรรมการผู้จัดการใหญ่ บริษัท ทีโอที เปิดเผยว่า มีแนวคิดที่จะขอทางกระทรวงการคลังเสนอยกเลิก พ.ร.บ.ภาษีสรรพสามิตกิจการโทรคมนาคม หรือภาษีมือถือที่กำหนดให้คู่สัญญาสัมปทานของทีโอที และ กสท โทรคมนาคม สามารถหักส่วนแบ่งรายได้ที่นำส่งไปเป็นภาษีสรรพสามิต 10% เนื่องจากไม่ต้องการให้มีการนำกลับมาใช้อีกในอนาคต

ทั้งนี้ถึงแม้ว่านายสิทธิชัย โภไคยอุดม อดีต รมว.กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) จะเสนอให้มีการยกเลิกมติ ครม. เมื่อวันที่ 11 กุมภาพันธ์ 2546 โดยลดอัตราภาษีเหลือ 0% ก็ตามแต่ไม่ได้ยกเลิกตัวกฎหมาย ดังนั้นรัฐบาลสามารถใช้เป็นช่องทางที่จะเรียกเก็บอีกเมื่อไรก็ได้

สำหรับ พ.ร.บ.ฉบับดังกล่าว เกิดขึ้นสมัย พ.ต.ท.ทักษิณ ชินวัตร เป็นนายกรัฐมนตรี โดยมีมติ ครม.เห็นชอบแนวทางให้เอกชนทุกรายสามารถหักส่วนแบ่งรายได้ที่นำส่งทีโอที และ กสทฯ ไปเป็นภาษีสรรพสามิต กิจการโทรคมนาคม หรือภาษีมือถือในอัตรา 10% สำหรับโทรศัพท์มือถือ และ 2% สำหรับโทรศัพท์พื้นฐาน ส่งผลให้ ทีโอที และ กสทฯ สูญเสียรายได้รวมกันเกือบ 5 หมื่นล้านบาท

ทั้งนี้หาก พ.ร.บ.ฉบับนี้ยังคงอยู่ แล้วรัฐบาลนำกลับมาใช้ก็จะสามารถเรียกเก็บภาษีได้เหมือนเช่นเดิมและยิ่งจะส่งผลกระทบต่อรายได้ของทีโอที เนื่องจากปัจจุบันสถานะรายได้ของทีโอทีไม่ดีอยู่แล้ว โดยปีนี้มีการคาดการณ์ว่าบริษัทจะขาดทุนจากการดำเนินธุรกิจเองรวม 11,900 ล้านบาท หากไม่รวมรายได้สัมปทานจาก บมจ.แอดวานซ์ อินโฟร์ เซอร์วิส (เอไอเอส) ซึ่งการขอยกเลิกภาษีสรรพสามิตนั้นคงต้องรอผ่านการหารือกับฝ่ายบริหารทีโอทีก่อน โดยถ้าที่ประชุมเห็นชอบก็จะเสนอต่อนายมั่น พัธโนทัย รมว.ไอซีที เพื่อเสนอต่อกระทรวงการคลังให้นำเสนอ ครม.ต่อไป

ด้านแหล่งข่าวจากกระทรวงไอซีทีกล่าวว่า จากที่กระทรวงไอซีทีได้แจ้งให้กระทรวงการคลังรับทราบว่า ต้องการปรับเปลี่ยนแปลงกรรมการ (บอร์ด) บางส่วนใน บริษัท ทีโอที จำกัด (มหาชน) และบริษัท กสท โทรคมนาคม จำกัด (มหาชน) ขณะนี้กระทรวงคลังได้ทำหนังสือแจ้งไปยังประธานบอร์ดทีโอทีชุดที่มีนายธีรวุฒิ บุณยโสภณ เป็นประธาน และนายสถิตย์ ลิ่มพงศ์พันธ์ ประธานบอร์ด กสทฯ เพื่อให้บอร์ดเรียกประชุมผู้ถือหุ้นเป็นการประชุมวิสามัญ โดยมีวาระการประชุมเพื่อพิจารณาปรับเปลี่ยนกรรมการบางส่วน

อย่างไรก็ตามการประชุมผู้ถือหุ้นของ กสทฯ มีกำหนดการประชุมภายในสัปดาห์นี้มีความเป็นไปได้จะปรับเปลี่ยนบอร์ดชุดเดิมใหม่เกือบทั้งหมด คงเหลือไว้เพียงนายสถิตย์ ลิ่มพงศ์พันธุ์ ประธานบอร์ด นายธานีรัตน์ ศิริปะชะนะ พลเอกทนงศักดิ์ ตุวนันทน์ ส่วนที่เหลือเปลี่ยนใหม่หมด จากเดิมจะเปลี่ยนเพียงแค่ 4 คน คือ นายพรศักดิ์ ศรีณรงค์, นายนิธิศ มงคลพัฒนกุล, นายจิตรเกษม งามนิล, นายเสกสรรศ์ รอยลาภเจริญ

ส่วนบอร์ดทีโอทียังไม่มีกำหนดการประชุมผู้ถือหุ้นที่ชัดเจน ทั้งนี้เนื่องจากทีโอทีได้ทำหนังสือแจ้งการประชุมผู้ถือหุ้นคืนกระทรวงการคลัง แต่อย่างไรก็ดีขณะนี้นายพงษ์ภาณุ เศวตรุนทร์ บอร์ดทีโอที ซึ่งเป็นตัวแทนจากกระทรวงการคลังได้ยื่นหนังสือลาออกแล้ว เนื่องจากได้รับแต่งตั้งให้ไปดำรงตำแหน่งประธานบอร์ดธนาคารพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมแห่งประเทศไทย (เอสเอ็มอีแบงก์)

ทั้งนี้กระแสข่าวการปรับเปลี่ยนบอร์ดทีโอทีเกิดขึ้นหลายครั้งแล้ว เนื่องจากบอร์ดทีโอทีเกิดความแตกแยกจนต้องเลื่อนการประชุมบอร์ดอย่างกระทันหันหลายครั้ง ขณะที่ผู้บริหารทีโอทีต่างวิพากษ์วิจารณ์กันว่า บอร์ดเลื่อนประชุมหลายครั้งทำให้งานทีโอทีล่าช้าด้วย เพราะมีวาระค้างพิจารณาจำนวนมาก.

ทีโอที เดินหน้าลงทุน 3G ตามนโยบายรัฐบาล แม้มีวิกฤติการเงินโลก

บมจ.ทีโอที ซึ่งทำธุรกิจโทรคมนาคมของรัฐบาล ยืนยันเดินหน้าลงทุนโครงข่ายโทรศัพท์เคลื่อนที่ยุคที่ 3 (3G) ตามนโยบายของรัฐบาล และคาดว่าจะเปิดให้บริการในเขตกรุงเทพฯและปริมณฑลได้ภายในปี 52 แม้ทั่วโลกกำลังเผชิญวิกฤติการเงิน

นายธีรวุฒิ บุณยโสภณ ประธานกรรมการ ทีโอที กล่าวว่า ขณะนี้อยู่ระหว่างการรอคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) อนุญาตให้มีการโอนสิทธิ และหน้าที่ในคลื่นความถี่โทรศัพท์เคลื่อนที่ระดับ 1900 เมกะเฮิร์ตซ์ มาเป็นของทีโอที

เมื่อเดือนส.ค. คณะรัฐมนตรีอนุมัติหลักการให้บมจ.ทีโอที ดำเนินการโครงข่าย 3G มูลค่า 2.9 หมื่นล้านบาท ซึ่งคาดว่าจะเปิดให้บริการช่วงแรกได้ภายในปี 2552 ขณะที่การดำเนินโครงการทั้งหมดจะแล้วเสร็จภายในปี 2555

หลังจากก่อนหน้านี้ ทีโอที ได้ลงนามรับโอนสิทธิและหน้าที่ในคลื่นความถี่โทรศัพท์เคลื่อนที่ระดับ 1900 เมกะเฮิร์ตซ์ โดยบมจ.กสท.โทรคมนาคม จะโอนหุ้นในกิจการบริษัท เอซีที โมบาย จำกัด และกิจการ ร่วมค้าไทย-โมบาย พร้อมสิทธิการใช้คลื่นความถี่และหนี้สิน จำนวน 6.7 พันล้านบาท ให้กับทีโอที โดยกสท.จะได้รับค่าตอบแทนเป็นเงิน 2.4 พันล้านบาทระยะเวลาผ่อนชำระ 5 ปี

การดำเนินการดังกล่าว ทำให้ทีโอที กลายเป็นผู้ถือหุ้น 100% ในกิจการร่วมค้าไทย-โมบาย ซึ่งเป็นผู้ให้บริการโทรศัพท์เคลื่อนที่ 1900 เมกะเฮิร์ตซ์โดยทีโอทีจะพัฒนาโครงข่ายโทรศัพท์เคลื่อนที่ 1900 เมกะเฮิร์ตซ์ เข้าสู่ระบบ 3G

นายธีรวุฒิ เชื่อว่านโยบายการดำเนินงานที่จะทำให้บริษัทฟื้นตัวขึ้นนั้นจะทำให้ผลการดำเนินงานภายในปี 54 มีผู้ใช้บริการโทรศัพท์พื้นฐานทั้งสิ้น 5 ล้านราย จากปัจจุบัน 3.7 ล้านราย และเพิ่มผู้ใช้บริการบรอดแบนด์ เป็น 3.3 ล้านพอร์ต จากปัจจุบัน 6 แสนพอร์ต

โดยจะผลักดันให้บริษัทมีกำไรสุทธิในปี 54 เป็น 11,018.4 ล้านบาท เพิ่มจากปี 51 ที่คาดว่าจะมีกำไรสุทธิประมาณ 5.4 พันล้านบาท ซึ่งลดลงจากปีก่อนที่ 6.2 พันล้านบาทหลังมีค่าใช้จ่ายที่เพิ่มขึ้นในเรื่องการปรับขึ้นเงินเดือนและค่าครองชีพพนักงาน รวมถึงการจ่ายเงินตามโครงการเกษียณก่อนกำหนดของพนักงาน 465 คน

สำหรับรายได้รวมปีนี้ คาดว่าอยู่ที่ประมาณ 5.1 หมื่นล้านบาท เพิ่มขึ้นจากปีก่อนที่มี 5 หมื่นล้านบาท

ก.ไอซีที เร่งสานต่อแผนแม่บท ICT เพื่อการใช้งาน ICT ให้เกิดประโยชน์แก่สังคมในอนาคต

กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร เร่งสานต่อแผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารของประเทศไทย (ฉบับที่ 2) พ.ศ.2552-2556 หลังหยุดชะงักจากการปรับคณะรัฐมนตรีที่ผ่านมา


นายสือ ล้ออุทัย ปลัดกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือไอซีที กล่าวถึงการดำเนินงานด้านการจัดทำแผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารของประเทศไทย (ฉบับที่ 2) พ.ศ.2552-2556 หรือแผนแม่บท ICT ว่า ขณะนี้แผนแม่บท ICT ยังไม่พร้อมใช้งาน เนื่องจากที่ผ่านมามีการปรับเปลี่ยนคณะรัฐมนตรีเกิดขึ้น ทำให้งานหลายด้านและการดำเนินการหยุดชะงักไป และความไม่ลงตัวเรื่องของเวลาในบางโอกาส ส่งผลให้แผนแม่บท ICT สำเร็จล่าช้าไปบ้าง โดยแผนแม่บท ICT มุ่งเน้นเพื่อการพัฒนาประเทศไปสู่ความเป็น Smart Thailand เน้นการพัฒนา 3 ด้านคือ การพัฒนากำลังคนที่มีคุณภาพและเพียงพอ ให้เกิดความพร้อมในการทำงาน เพื่อให้บริการที่ดีด้าน ICT ต่างๆ แก่ประชาชน พร้อมพัฒนาโครงข่าย ICT ความเร็วสูง เช่น อินเทอร์เน็ตความเร็วสูงเข้าถึงประชาชนในต่างจังหวัดมากขึ้น และการพัฒนาระบบการบริหารจัดการ ICT ที่มีธรรมาภิบาลมากขึ้น เห็นได้ชัดเจนว่าเป็นการเน้นพัฒนาตัวบุคลากรเป็นหัวใจหลัก นอกจากนี้ ยังมีการเพิ่มเติมในส่วนของนโยบายด้านการประหยัดพลังงานในแผนแม่บท ICT จากการใช้ ICT เช่น การใช้คอมพิวเตอร์ในองค์กรของภาครัฐและเอกชน เพื่อช่วยลดโลกร้อนและพลังงาน ซึ่งเป็นนโยบายที่คาดหวัง เพื่อการใช้งานในอนาคต ต้องมีการหารือเพื่อหาข้อสรุปอีกครั้ง

AIS cuts its 3G budget for this year by 40%

Advanced Info Service (AIS) has decided to spend only 40% of its total US$150-million investment budget for third-generation (3G) services this year, with allocation of the remaining funds to be decided next year.


In light of the financial meltdown, the country's largest mobile operator had already scaled down its 3G mobile broadband plan, cutting its investment for the first phase from $600 million to $150 million.


President Wichian Mektrakarn said AIS now planned to spend only $60 million on 3G services on its existing 900 Megahertz frequency this year in Bangkok, Chiang Mai and Chon Buri with a total of 600 base stations.


The remaining $90 million is slated for expanding into provinces with high data traffic usage and potential demand next year.


Mr Wichian said the 3G investment cut would not affect revenue next year as the company in any case was not expecting significant earnings from 3G data communications services over the next few years.


He said 3G expansion was aimed at providing a mobile high-speed broadband experience and not at boosting revenue.


''Even the viability and financial soundness of 3G service remains unclear so far,'' he said.


''Operators [including AIS] are inevitably going to jump on the bandwagon due to the global technology trend,'' he added.


But Mr Wichian said that AIS was ready for a full-scale 3G investment of 75 billion baht once the National Telecommunications Commission (NTC) allocates the 2100 MHz frequency and establishes 3G licences with clear regulations.


''We will definitely make a full 3G investment once we gain a sense of confidence in the NTC's policy and direction,'' he added.


Under an initial three-year investment programme, AIS had planned to spend 25 billion baht each year installing 3G base stations nationwide. Network coverage would be 80% of the existing conventional 2G capacity.


Shares of AIS (ADVANC) closed on Friday on the Stock Exchange of Thailand at 73 baht, down six baht, in trade worth 515.9 million baht.

ทีโอทีโชว์ผลประกอบการ 9 เดือน มีกำไรแล้ว 4,300 ล้านบาท นายธีรวุฒิ บุณยโสภณ ประธานกรรมการ (บอร์ด) บริษัท ทีโอที จำกัด (มหาชน)


กล่าวว่า ช่วง 9 เดือน ม.ค.-ก.ย.ที่ผ่านมา ทีโอทีมีกำไรสุทธิประมาณ 4,300 ล้านบาท จากปีนี้ตั้งเป้ามีกำไรสุทธิ 5,400 ล้านบาท ซึ่งมีกำไรน้อยกว่าปี 2550 ที่มีกำไรสุทธิ 6,200 ล้านบาท ทั้งนี้ สำหรับสาเหตุที่ทีโอทีต้องตั้งเป้ากำไรให้น้อยกว่าปีที่ผ่านมา เนื่องจากปีนี้ทีโอทีมีรายจ่ายมาก โดยต้องเสียค่าธรรมเนียมเลขหมายให้กับคณะกรรมการกิจการโทรคมนาคม หรือ กทช. และต้องเพิ่มเงินเดือนให้กับพนักงานทีโอทีอีก 4% ตามมติ ครม.

อย่างไรก็ดี ถึงแม้การตั้งเป้าหมายกำไรสุทธิของทีโอทีจะน้อยกว่าปีที่ผ่านมา แต่ในแง่รายได้ของทีโอทีในปีนี้มีเป้าหมายรายได้ 51,000 ล้านบาท แบ่งเป็นรายได้ที่มาจากการดำเนินงานของบริษัทประมาณ 27, 000 กว่าล้านบาท และส่วนแบ่งรายได้จากบริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือเอไอเอส บริษัท ทีทีแอนด์ที จำกัด (มหาชน) และบริษัท ทรู คอร์เปอเรชั่น จำกัด (มหาชน) ประมาณ 23,000 ล้านบาท

ทั้งนี้ ช่วง 9 เดือนทีโอทีมีรายได้จากธุรกิจของทีโอที 21,000 ล้านบาท และมาจากส่วนแบ่งรายได้ 16,000 ล้านบาท แบ่งเป็นรายได้จากทรูและทีทีแอนด์ที รายละ 1,000 ล้านบาท ส่วนเอไอเอส 14,000 ล้านบาท โดยปัจจุบันทีโอทีมีรายได้ 39,000 ล้านบาท ขณะนี้ทีโอทีมีผู้ใช้บริการอินเทอร์เน็ตความเร็วสูง (บรอดแบนด์) 6 แสนราย ส่วนโทรศัพท์พื้นฐานมีผู้ใช้บริการ 3.7 ล้านราย

สำหรับแผนยุทธศาสตร์ระยะยาวของทีโอทีที่ได้ปรับปรุงมาจะเน้นการดำเนินธุรกิจให้สอดคล้องกับการให้บริการบรอดแบนด์ บริการทางด้านไอซีทีโซลูชั่น และบริการ 3 จีที่คาดว่าจะสามารถเปิดให้บริการได้ภายในปี 2552 โดยเริ่มต้นที่เขตกรุงเทพฯ และปริมณฑล ก่อนขยายให้ครอบคลุมทั่วประเทศ.

TOT says profit will fall by 13%

TOT Plc has forecast that its net profit this year will decline by 800 million baht or 13% to 5.4 billion baht from 6.2 billion last year.

Chairman Teerawut Boonysophon said the state telecom enterprise had revenue in the first nine months of 39 billion baht, consisting of 21 billion in service revenue, and 16 billion from concession payments by Advanced Info Service (14 billion) and other operators.

By end of year, he forecast total revenue to reach 54 billion baht, including 23 billion from concessions.

Broadband revenue during the first nine months rose to 2.9 billion baht from 1.74 billion a year earlier.

But he said that net profit for the whole year was expected to decline due to increasing investment in ADSL, data communication and licensing fees.

Meanwhile, CAT Telecom has reported an 8% decline in net profit during the first eight months of this year.

President Phisal Jorpocha-udom said total revenues for the period rose 7% year-on-year to 32.8 billion baht, while net profit declined from 6.4 billion to 5.9 billion baht.

The decline was attributed to a 10% increase in expenditures, a 4% decline in operating revenues to 13.3 billion baht, though concession revenues from operators including DTAC rose 16% to 19.5 billion baht.

The higher concession fees reflected the increased customer bases of its concession operators, he said.

B500m firewall may block 1,000 websites

The Information and Communications Technology Ministry is to introduce an internet gateway system to block websites containing lese majeste content. ICT Minister Mun Patanotai will also hold a meeting with webmasters today to discuss measures to suppress lese majeste materials.



The gateway system, which could cost between 100 and 500 million baht, could also be used to block other websites considered inappropriate, such as those of terrorist groups or selling pornography.



However, the ministry will focus first on websites with content deemed insulting to the Thai monarchy, Mr Mun said.



Ministry officials are looking into about a thousand websites, he said.



Mr Mun said the ministry has been working with the National Intelligence Agency and the police in cracking down on these sites.



Prime Minister Somchai Wongsawat said on Tuesday he has assigned relevant agencies, particularly the ICT Ministry, to take strong action against offenders.



Special Branch Police are monitoring five community radio stations that are also airing content that could be considered lese majeste, a source said.



Ayutthaya Governor Preecha Kamolbut has ordered authorities to monitor all provincial community radio and cable TV stations around the clock.



The police Tuesday ordered officers to take immediate action against offenders without waiting for complaints.



Metropolitan Police chief Suchart Muenkaew said anybody making speeches against the monarchy in public places or via the mass media, particularly community radio stations, would face legal action without exemption.



He has assigned his bureau's investigation centre to set up a team to monitor all community radio broadcasts.



Members of the public can also report lese majeste by calling 191 or the police station in the area where the offence takes place, said Pol Lt-Gen Suchart.



Lese majeste is an offence under article 112 of the Criminal Code, which states that whoever defames, insults or threatens the King, Queen, the heir-apparent or the Regent, shall be jailed for three to 15 years.

DTAC to focus on broadband

DTAC, the country's second largest mobile operator, has outlined its own stimulus plan to focus on mobile high-speed broadband service next year to offset shrinking voice revenue.


The company plans to provide commercial mobile broadband service by the second quarter of 2009.


Thana Thienachariya, chief commercial officer, said that even though DTAC had not been badly affected yet by the financial crisis, it was drafting a business plan to cope with the impending recession next year.


''The strategy is to tap into the still-growing market and grab a slice of the mobile broadband pie,'' he said. ''It is also aimed at generating a new revenue stream.''


DTAC plans to begin its 3G mobile broadband service in Bangkok, Chon Buri and Phuket in the first phase. Nationwide service is to be available by mid-2009 under a five-billion-baht investment plan.


Mr Thana said non-voice revenue now accounted for 14% of the company's total revenues, up from 11% last year.


To increase non-voice revenue further, DTAC has joined with Kasikornbank to introduce the second-phase of their ATM SIM service yesterday. The SIM cards allow users to conduct financial transactions with seven more banks via mobile phones, purchase movie tickets from SF Cinema City theatres, and receive alerts for bill payment services.


Mr Thana said the company expected to have a total of one million subscribers to the service by the end of this year, up from 700,000 users at present.


DTAC and Kasikornbank jointly introduced the ATM SIM seven months ago. Transactions totalled 6.8 million for a value of four billion baht a month. Kasikornbank earned 2.7 million baht a month from transaction fees while DTAC gained new subscribers.


Mr Thana also said that the country's economic crisis so far had had minimal impact on mobile operators.


However, he said the company's international roaming services, which accounted for 10% of total revenue, would show a visible impact next year, given that the signs of a sharp decline in the number of foreign tourists.


DTAC shares closed yesterday on SET at 24.40 baht, up 3.40, in trade worth 139.73 million baht.

กสทฯจ่อเลิกธุรกิจบัสทีวี

กสทฯ เล็งปิดตัวบริการทีวีบนรถเมล์ หลังเปิดให้บริการไม่รุ่ง หวั่นเป็นภาระ ท่าม กลางวิกฤตรายได้

แหล่งข่าวจาก บริษัท กสท โทรคมนาคม เปิดเผยว่า ขณะนี้ บริษัท แคท บัซซ์ ทีวี ซึ่งเป็นการร่วมทุนระหว่าง กสทฯ กับ บริษัท สตาร์ ฮับ ลิงค์ เพื่อให้บริการโทรทัศน์บนรถโดยสารประจำทาง (บัสทีวี) ที่ลงทุนมากกว่า 10 ล้านบาท มีแนวโน้มจะต้องปิดตัวลง เนื่องจากบริการดังกล่าวไม่ประสบความสำเร็จแต่อย่างใด
ทั้งนี้ แผนเดิมของบริการบัสทีวีคือ ต้องการให้แทนที่รายการคลื่นวิทยุที่มีอยู่เดิม โดยนำร่องกับ รถโดยสารปรับอากาศทั้งขององค์การขนส่งมวลชนกรุงเทพ (ขสมก.) และรถร่วมบริการ จำนวน 40 คัน

หลังจากเปิดให้บริการจริงช่วงกลางปีที่แล้ว พบว่ามีเพียงรถร่วมบริการบางสายเท่านั้นที่มีบริการดังกล่าว และทางบริษัท แคท บัซซ์ ทีวี ไม่เคยพัฒนาหรือเพิ่มเติมไปยังสายอื่นๆ อีก ทำให้บริการดังกล่าวไม่ได้รับความนิยม

“ขณะนี้แทบจะไม่เห็นบริการดังกล่าวบนรถเมล์สายไหนเลยก็ว่าได้ หรือหากเห็นก็มีแต่ทีวี แต่ไม่ได้เปิด เพราะไม่มีรายการของผู้ผลิตคอนเทนต์ไหนเข้าร่วม ทำให้ต้องกลับมาทบทวนกันใหม่ ซึ่งบริการนี้ไม่ควรจะเปิดให้บริการ ตั้งแต่ต้นแล้วด้วยซ้ำ” แหล่งข่าวบริษัท กสทฯ กล่าว

สำหรับจุดมุ่งหมายของการเปิดให้บริการบัสทีวีนั้น เพื่อต้องการ สร้างมูลค่าเพิ่มให้กับโครงข่ายของ กสทฯ โดยใช้งบลงทุนประมาณ 10 ล้านบาท ติดตั้งเครื่องแม่ข่าย (เซิร์ฟเวอร์) ไว้ที่อู่รถโดยสารประจำทาง เพื่อไว้ดาวน์โหลดรายการในแต่ละวัน โดยคาดว่าจะได้รับความร่วมมือจากผู้ผลิตคอนเทนต์ราย ใหญ่อย่าง แกรมมี่ อาร์เอส หรือ บีอีซี แต่เมื่อบริการไม่ประสบความสำเร็จในช่วงที่ผ่านมา ส่งผลให้ไม่มีผู้ผลิตรายการสนใจอีก จึงตัดสินใจ ที่จะปิดให้บริการในที่สุด

แหล่งข่าว บริษัท กสทฯ กล่าว ว่า ต้องการให้คณะกรรมการ (บอร์ด) กสทฯ ที่มี นายสถิต ลิ่มพงศ์พันธุ์ เป็นประธาน เข้าตรวจ สอบการดำเนินงานของฝ่ายบริหารบ้าง โดยเฉพาะในหลายๆ โครงการที่ไม่ประสบความสำเร็จ ซึ่งควรยกเลิกไปดีกว่าปล่อยไว้เป็นภาระ กับ กสทฯ ที่ปัจจุบันกำลังประสบปัญหาด้านรายได้อย่างมหาศาล อยู่แล้ว

ส่วนรายได้ของ กสทฯ ระหว่างเดือน ม.ค.-ส.ค. นั้น มีรายได้รวม 3.2 หมื่นล้านบาท โดย 60% เป็นรายได้จากสัญญาร่วมการงาน มีกำไร 5,935 ล้านบาท ลดลงจาก ช่วงเดียวกันของปีที่แล้วที่มีกำไร 6,463 ล้านบาท เนื่องจากรายได้จากโทรศัพท์ทางไกลระหว่างประเทศลดลงอย่างต่อเนื่อง

นอกจากนี้ กสทฯ ควรจะเปลี่ยนจากร้าน แคท ซีดีเอ็มเอ ที่มีอยู่ 5 แห่งทั่วประเทศ ให้กลายเป็นศูนย์บริการของ กสทฯ ให้หมด เนื่องจาก แคท ซีดีเอ็มเอ ช็อป ที่เปิดอยู่นั้น ให้บริการเฉพาะซีดีเอ็มเอเพียงอย่างเดียว ซึ่งไม่คุ้มค่า เพราะควรจะให้บริการรวมของ กสทฯ ทั้งหมดภายใต้แบรนด์เดียว
