wouldn't work, they want desalination plants so they don't cripple Dubai's water system and they would need to be by water for this to work

Yes, and maybe create a twincity by hollowing K2 too. And then build a skybridge to connect the both. In the middle we can create an international skybar and talk about all kinds of visions.
