To my knowledge, the overseeing administration belonged to the HK Government, which effectively became the HK Special Admin. Region Government upon handover. I think daily operations and ongoing projects were unaffected.

Only Terminal 1, which is the heaviest, is purposely built on top on the former Chek Lap Kok island footprint to minimize the land settlement. Everything else are on reclaimed land. But still the island isn't sinking dramatically.

Not sure about Chubu, but Kansai Terminal's foundation is sat on bedrock as well. The dead load is transfered onto the bedrock directly, not to the reclaim land. So it has relatively small influence on the soil settlement. The major problem is the whole island is sinking faster than the engineers expected. The Terminal is held at the same elevation all the time, but the ground is going down. The whole airport is being fixed the whole time. One possibilities of the causes could be the soil wasn't compacted enough during the construction stage allowing future settlement.

It was the Brit govn't in London decided to give the green light of the whole airport project including the construction of highways, railways, additional reclamation, bridges etc. etc. The HK colonial govn't had little to say. Beijing had a big opposition to the project because the Chinese government thought the whole project was a plan from the Brit to spend all the money in the reserve and left nothing for the SAR's government. Beijing threated the British they would halt the construction as soon as the handover happened. This forced the entire project to schedule to complete before July 1, 1997.

In 1996, it was sure the whole project couldn't complete before the handover. So the British government approached the Chinese to ask for an extension and not to halt the project after the handover. The Chinese saw what had been constructed and knew it would have done more harm to the economy to halt the project instead of continue the construction. The airport was opened in another two years in 1998.

Although this is a infrastructure project in HK, but it had a lot of politic involved in it. The drivers were in London and Beijing, not in HK.

Beijing was very concerned that the bills would be left for China to pay after the handover, and the possibility that the British government would run up the bill and leave was a great cause of political bickering between the two sides.

Yes, there is a need for a new airport. That is the consensus on both sides and among Hong Kongers, but because of the cross-handover timeline, every expense was scrutinized to death on both sides.

Toronto-Hong Kong route latest Cathay offering
15 November 2007
The Globe and Mail

Cathay Pacific Airways Ltd. is introducing non-stop flights between Toronto and Hong Kong, hoping to tap into increased demand for Asian destinations. The new daily service kicks in Jan. 1, 2008, complementing the carrier's existing Vancouver-Hong Kong route. “This will give travellers the most flexibility when flying to Hong Kong or beyond, to other parts of Asia,” Cathay's Canada vice-president Philippe Lacamp said in a statement. “As our home base of Hong Kong continues to evolve as the major hub in Asia, we are uniquely positioned to open up mainland China to new travellers.”

Sinopec buys steady '08 jet fuel term supply for HK

SINGAPORE, Nov 15 (Reuters) - Asia's top refiner Sinopec has bought 480,000 tonnes of aviation fuel for supply into Hong Kong for 2008, steady to the current year, traders said on Thursday.

The 16 medium-sized jet fuel lots were awarded at a premium of less than $1 a barrel to Singapore quotes on a cost-and-freight basis, they said.

A U.S. company won the tender, one trader said.

Chinese heavyweight Sinopec bought over the petroleum distribution business of China Resources Enterprise Ltd in Hong Kong earlier this year for HK$4 billion.

Chek Lap Kok: A Plane-Lovers Wet Dream

That is the second best airport in the world to do plane-spotting after London-Heathrow. There are simply too many wide-bodied aircraft using that airport.

Moreover, a recent projection stated that it would pass London-Heathrow as the world's busiest hub for wide-bodied aircraft.

Wishing all the best for Chek Lap Kok.

Yes, plane spotting is pretty good at HKIA, with plenty of visitors from around the world and not just dominated by CX or KA. We see a lot of mainland carriers as well as North American (plenty of UA jets) and European visitors, as well as the Middle Eastern and African jet depending on time of day.
