6.5/10 - The overall shape gives it a good silhpiette - the setbacks help the height, and the small butresses are a good touch - yes, it echoes the Empire State a bit, though the ESB is way ahead.
The facade just isn't that impressive though; there's simply too much of that drab stone. It desperately needs more glass or metal or something....

i don't really like the top part, looks like it was just added for height, considering it has only 28 and yet 750+ft. and the color of this building is quite ugly as well...
well this ugly design might have been consequences for like, better earthquake resistant building. i just hope so 4
