Margalla Avenue is a really important project, I hope it completes on time with impressive quality. I also hope they start construction soon as these kind of announcement happened many times before and nothing was done on ground.

Park Enclave comes to a standstill

Progress on development of Park Enclave - a posh housing colony announced by the Capital Development Authority (CDA) a year ago - has virtually come to a standstill after the city managers - who have recently announced to execute the project relying on Authority’s expertise - rejected the deficient design and estimates of Package-I of the project prepared by CDA’s Structure Wing.

Two weeks ago when Nespak - consultant for the project - has announced that not even a single out of four pre-qualified firms for designing and building of the Park Enclave has technically qualified to carryout the project - the city managers have announced that CDA would execute the project itself.

Structure Wing of the Authority - whose operations are overseen by the Planning Wing of the Authority - were asked by the city managers to initiate work on the Package-I - construction of boundary wall and access road to Park Enclave - and estimations a few days ago.

Ill-prepared staffers of the structure wing, however, come up with an idea to construct 4.5-inch thick and five feet high boundary wall, while the cost they estimated for this work was Rs 20 million. All the work done by the structure wing officials was based on routine practices and without visiting the site of the project, an official said.

Resultantly, the Chairman CDA rejected the paper work and estimations done by the CDA officials using their “expertise” and now directed the concerned quarters to do the Package-I inline with the pre-cost construction of boundary wall.

The CDA officials have objected the work of structure wing officials taking ground that the work was done without keeping in mind the ground situation at the site. “Just think of it that such an elegant and costly housing society would have only 4.5 inches thick boundary wall with plaster on its one side. A seasonal nullah that crosses the boundary wall at five places is not even mentioned in the documents, while the proposed guard posts are also not included in Rs 20 million estimations,” said a concerned official.

“Now, the Chairman CDA has given us go-ahead signal with construction of boundary wall on pre-cost basis. In pre-cost basis, the panels of the boundary wall would be prepared at factory and it would be easy to remove them during construction of Park Enclave when and if needed,” he informed.

However, another high official of the authority said that work on boundary wall and access road to Park Enclave is just eyewash.

“In fact there is no progress on the project. Today, CDA is there where it was a year ago. Investors have been demanding their money back from CDA while CDA has nothing to repay them,” he lamented.

While, some “sincere” officials of the authority have continuously been comprehending humming of conspiracy against the CDA’s failure to launch this project smoothly and timely. “A property tycoon who had announced his housing society on the pattern of CDA’s Park Enclave a few kilometres away has now announced apartments at the same location.”

“He said situation would be in favour of CDA regarding Park Enclave when property tycoon would complete the booking of its apartments likewise his housing colony,” he said. Well-informed official also narrated the malicious role of some paid servants of property tycoon, who are currently working in CDA but indeed trying to sabotage the smooth launch of Park Enclave.

However, several officials were of the view that CDA could not execute this project by just relying its officials, who they think are incapacitated to carry out such an enormous and technical project.

Talking to TheNation, CDA Member Planning Abdul Aziz Qureshi said that structure wing of the authority has submitted the design and estimates of boundary wall and access road to Park Enclave, however, he said it was not the final decision.

“The CDA has decided to at least complete the design and building of Package-I (boundary wall and access road) using its resources. We have both the plans with us and Chairman of the Authority would decide either to construct 4.5 inches thick wall or go for pre-cost construction of wall,” he said. He was of the view that things would be better in this regard soon.

ISLAMABAD, April 27: The future of one of the most ambitious housing projects in Islamabad – Park Enclave – is said to be ‘dark’ as the city managers have allegedly eaten up more than 80 per cent of the money generated through sale of its 650 plots that was to be spent on laying of its infrastructure, sources in the Capital Development Authority (CDA) told Dawn on Friday.

It has been learnt that 650 plot seekers including members of parliament, federal ministers, top bureaucrats and senior journalists who have paid 25 per cent of the cost of a plot (Rs3 million) at the time of launching of the scheme at Park Road will face further disappointment as the project will delay further.

The project was launched over nine months ago (on July 20, 2011) but its development work was yet to start. “Under a decision of the CDA board 40 per cent of the money deposited by the plot owners can be spent on other projects,” the CDA’s Spokesman Ramzan Sajid said.

He added there was no issue of money in the development of the scheme rather it was delayed due to some technical problems.

However, a senior official of the CDA said the authority had collected around Rs2 billion from the scheme and 80 per cent of the deposits had already been spent on payment of CDA employees’ salaries and outstanding dues to some contractors.

The CDA source further said another housing project – Sector I-15 – was flopped only because its money was spent on different projects like construction of roads, bridges and underpasses back in 2005-06 and the plot seekers were demanding reimbursement of their money from the CDA.

Park Enclave housing project would involve the construction of 700 houses in phase-I and another 600 houses in phase-II of the scheme.

Meanwhile, the CDA has completely changed the development plan of Park Enclave and decided to go for traditional development procedure instead of adopting modern infrastructure work as promised at the time of launching of the scheme.

“The CDA has dropped previous plan of development and fresh tenders will be called for laying infrastructure of the scheme,” the CDA’s Member Engineering Sanaullah Aman said.

The development plan has been changed after National Engineering Service of Pakistan (Nespak) rejected technical bids from all four pre-qualified construction firms compelling the civic authority to go for fresh tenders.

It may be mentioned here that Park Enclave was the first housing project that CDA launched for private citizens after decades and the authority offered residential plots of 500 and 700-square yards in the first phase.

ISLAMABAD, April 26: Prime Minister Yousuf Raza Gilani has announced the establishment of ‘Benazir hall of fame’ and an ‘intellectual property museaum’ in Islamabad, and asked the Capital Development Authority to allocate four acres of land in a most suitable place for this purpose.

Speaking at a conference here on Thursday to mark the observance of Intellectual Property Day, Mr Gilani said the government would provide the required funds for the establishment of the ‘Benazir Hall of Fame’.

The prime minister sought a report from the ministry of housing and works and the Intellectual Property Organisation within two weeks on the proposed hall of fame.

The Benazir hall of fame and intellectual property museaum would be a tribute to legends of the country as well as new creators and innovators.

The prime minister said the government held the country’s intellectuals in high esteem and gave weightage to their opinions. “The artist community is the ambassador of Pakistan in the world since they are show-casing country’s culture, tradition and the image in the world,” he said.

The prime minister pledged that the government would give due attention to the intellectual property bills introduced in the Parliament which would protect the rights of national and international creators.

He said Pakistan would like to accede to the Madrid Protocol and Patent Coopeation Treaty (PCT) and the process would be completed this year. At the same time, IPO-Pakistan should also examine the other WIPO treaties like copyright and performances and phonograms treaties for their accession, he added.

The prime minister also announced the initiation of one-window operation for all intellectual property services as the three registries in Karachi have been housed under one roof.

The integration of IP registries would facilitate stakeholders for better and efficient provisions of IP services, he said.

The prime minister invited talented brains of the country to explore scientific solutions to energy, health and other challenges faced by the country.

He said that prudent management and effective enforcement of intellectual rights encourage the creators, writers and innovators to continue to create and pursue new ideas and their scientific application for overall well-being of the society.

The prime minister stated that failure to protect intellectual property hampers innovation, creativity, economic growth and investment. Weak intellectual property rights protection makes it nearly impossible for scientists, inventors, and creators to have rights over the use of their creations.

The government also loses revenue collection due to piracy and counterfeiting. Ultimately, the masses have to suffer as investment stops and as a result jobs creation is hindered and revenue goes down rendering minimum budget for developmental activities, he said.

‘China to help CDA in subway train system’

China would assist the Capital Development Authority (CDA) for development of Sector I-15, launch of public transport system and execution of the project for development of subway train system in the capital.

This was decided at a meeting of officers of the Capital Development Authority (CDA) with the representatives of public sector companies of China on Friday.

A high-power delegation, consisting of the Chinese officials and representatives of the companies, including renowned government-owned corporation of China, ERFG Co Limited, will be visiting Pakistan soon to sign agreements to this effect.

CDA Chairman Engineer Farkhand Iqbal said that the CDA was seeking assistance from public and private sectors of China for expeditious development in Islamabad. He said that ERFG China has shown keen interest in the development of Sector I-15 and has promised an assistance of $500 million for the development activities in Islamabad.

He said the CDA has already specified around 21 acres of land in Sector I-11 for establishment of a bus stand which would be put under the preview of an independent transport company to be used for commercial activities. He said the Chinese companies have shown keen interest in provision of public transport facility, rapid mass transit and a metro train system. He said the Chinese assistance would help execute these public welfare projects expeditiously.

Prime Minister’s Task Force on Islamabad Chairman Faisal Sakhi Butt said that Islamabad was confronting some serious issues on public facilitation front even after more than five decades of its establishment and the present government was focusing on these real issues as well as public welfare-oriented projects.

CDA chief returns from China with ‘a dream’

Impressed with the fast infrastructure development in China, the chairman of the cash-strapped Capital Development Authority (CDA), who returned after visiting the neighbouring country on Monday, is dreaming of replicating it in Islamabad.

In a statement, Farkhand Iqbal vowed to revamp road infrastructure in the federal capital and making many arteries as ‘signal free’. “The development of Islamabad’s roads as signal-free is inevitable, particularly if we desire to bring them at par with those of modern capitals of other countries,” he said. During his visit to Beijing, the CDA chief reportedly signed memorandums of understanding for mega uplift projects in Islamabad.

However, the idea to make many roads signal free is not new as it was first dreamt of and announced in 2003.

Senior officials of the CDA have said on record on many occasions that the authority was facing acute financial crisis; as a result, it was sometimes difficult for it even to pay salaries to its 16,000 employees. Due to the prevailing financial crunch, a number of development works promised in the last CDA budget have so far not been commissioned.

The CDA chairman announced his decision to upgrade Jinnah Avenue as a signal-free road to ensure smooth traffic flow around Blue Area, the commercial hub of Islamabad.

“A plan to make Islamabad Highway signal free is already underway as more interchanges and flyovers have been planned at Airport Chowk, Dhoke Kala Khan and Kuri Road.

Moreover, Kashmir Highway will also be upgraded on the same lines as an interchange is under-consideration at Peshawar Mor,” he added.

CDA spokesman Ramzan Sajid quoted the chairman as saying: “We are set to execute the idea as it has been the need of the hour because traffic snarls on the important avenue impede business activity besides testing the nerves of the motorists.”

Mr Iqbal said the CDA had already constructed two underpasses at China Chowk and Kalsoom Chowk to link sectors G-6 and F-6 with G-7 and F-7 in order to ensure smooth traffic at Jinnah Avenue.

He also chaired a meeting in which he directed the engineering wing to develop all missing facilities on roads across the capital city.

He said the CDA had already allocated Rs150 million for repair and maintenance of the roads, carpeting in the markets, roundabouts and footpaths in different areas.

The meeting decided to construct fish bellies and cat eyes at Jinnah Avenue to ensure smooth flow of traffic and avert any untoward incidents. “The CDA will also construct safe u-turns on the road, where it deems necessary. The engineering wing will soon submit the design of the project to the CDA board for approval,” he said.

Mr Iqbal said a comprehensive plan to resolve parking issue in Blue Area was also being worked out.

The authority, he added, was also convincing private parties to help build parking plazas in Blue Area and other main markets, including Super Market.

Isloo to open its doors for 4 new cinemas

The federal government in order to provide quality entertainment place for the movie lovers of federal capital has decided to open up four new cinemas.

Scores of film-starved Islamabadities have been deprived of cinema movies after the closure of the three cinema halls in Islamabad Nafdec I, Nafdec II and Melody.

The residents in order to enjoy a good movie on a big screen had no choice but to go to nearby twin city Rawalpindi’s cinepax.

Two years back a project of Cinepax in the federal capital, a joint venture between Capital Development Authority (CDA) and the Cinepax cinema was started on 10 acres of land. The Cinepax was to contain a five-screen cinema with a setup of food courts, shopping mall and health club but the project went into doldrums due to the law and order situation in the federal capital and the investors expressed their reservations over the project.

Now again in view of great public demand the federal government has decided to construct four new cinemas and initial work has been started in this regard.

THE CDA should not be using tax money for movie theatres

plus the centaurus already has movie theatres inside


they need to worry about giving the residents pure drinking water and tap water
