Its not due to an official visit and they aren't country flags. This, my friend, is the flag of the Pakistan People's Party. You see, in Pakistan, whichever party is in government thinks it "owns" the city. So they put up a flag on every street light they can find. Makes me want to choke a bitch, but what can I do?

democracy itself is a very good system. if it is not biased. n if it is for the betterment of society. but here in our country..... the scenario is diffrent...

CDA gets control of Kashmir Highway toll plaza

The Capital Development Authority (CDA) has taken over operations of Toll Plaza on Kashmir Highway due to non-compliance of contractual obligation by the contractor, a spokesman for the authority said here Wednesday.

According to the CDA sources, Signage System were awarded the contract to construct the ‘Toll Plaza’ on Kashmir Highway at the entry point to the federal capital near Golra Morr on September 22, 2007, on ‘Built, Operate & Transfer’ (BOT) terms for a period of five years.

Under the agreement, the contractor was required to construct this ‘state-of-the-art’ tolling services within a period of nine months and made it operational. Under the agreement the civil work (construction of infrastructure) was to be completed within six months and during the next three months the contractor was required to install necessary equipments.

The spokesman said, “ However, the contractor committed serious violations of the agreement including non-submission of monthly BOT fees, stoppage of construction work and non-installation of electronic equipment within the stipulated time. In addition to these violations he also failed to pay BOT fees since January 1, 2009.”

He said that repeated notices were served to the contractor for committing these violations and against their inability to fulfil the obligations, both towards delay in construction of the facility, as well as failure to submit the BOT fees, as required under the contract signed with the CDA. “The authority was constrained to take the extreme step of cancelling the contract and taking over the possession of the facility and the operations from mid-night of June 30, 2009 and now it is being managed by the CDA’s own staff,” the spokesman added.

Nobody from Signage System, the contractors, were available to comment on the development.

Meanwhile, a public hearing on Environmental Impact Assessment (EIA) report, prepared for the ‘Kashmir Expressway project’ by NESPAK, was taken up for public hearing at a meeting held at the Convention Centre in Islamabad.

Over 50 stakeholders, representing various segments of the society, attended the hearing. The report was prepared and presented for public hearing in accordance with the guidelines laid down in the Pakistan Environmental Protection Act (1997) after it was submitted to the Pakistan Environmental Protection Agency (Pak EPA).

“After the report was submitted with the Pak EPA, public announcements through advertisement in the leading newspapers were made on June 2, 2009 about the Public Hearing on the EIA.

Later invitations to individual stakeholders were also sent, requesting them to attend the public hearing. It received a good response and over 50 persons appeared for this hearing yesterday,” Shahzada Rimmal Jamil, the Project Director of the Kashmir Expressway Project told ‘The News’.

The hearing was chaired by Pak EPA Director Zia-ul-Islam and the Head of Environment in NESPAK, Irfan-ul-Haq, made the presentation. Various stake holders raised different questions related to the project, which were responded by the Project Director Shahazada Rimmal and Irfan.

The stakeholders were informed that the project will prove environmental friend and beneficial for the public, as it would reduce the fuel consumption, thus lowering the harmful emissions considerably. They were also informed that the project would cater to the traffic flow requirements up to the year 2034.

He told ‘The News’ that after the successful public hearing of the EIA now the Pak EPA is expected to grant the ‘No Objection Certificate’ (NOC) for executing the project within 15 days following which the CDA will enter into the pre-qualification and tendering process for the project. “The authority has already allocated Rs300 million for this project in the budget for 2009-10 announced by CDA Chairman Imtiaz Inayat Elahi on June 30, 2009. We would like to launch the physical work on the project as quickly as possible because all the other necessary requirements for the project have already been met,” he told ‘The News’.

Monsoon tree plantation in capital from 13th

The monsoon tree plantation campaign is likely to start in the federal capital on July 13.

Some 400,000 saplings would be planted during the campaign, said the official sources. They said out of 400,000 plants, 120,000 would be planted in the urban areas, 175,000 in Margalla Hills and 100,000 in catchment area of Simli Dam.

A function would be organised in sector D-12 in connection with the “tree plantation day” which would be celebrated to raise awareness about the merits of good environment.

According to the sources, keeping in view the declaration that 2009 is the year of environment, an awareness campaign is also being launched by the authority, which would proceed alongside the tree plantation campaign.

This awareness campaign would be marked by series of measures like displaying banners at intersections of the city and distributing leaflets among citizens to make them more aware about the healthy effects of vegetation on their lives.

In the areas deprived of vegetation due to the construction of new roads, fly-overs and under passes, the sources said agency would make these areas green again.

Capital to have 350-acre Model Forestry Park

Capital Development Authority (CDA) has planned to develop a Model Forestry Park to preserve the natural beauty of the capital and provide a healthy natural environment to its residents.
According to a senior CDA official, the authority had allocated 350 acres near Rawal Lake in Malpur Village to develop the park. The work on the project would start after short-listing of firms.
The official said that the park was a Public Sector Development Programme (PSDP) project and would be funded by the federal government. He said an amount of Rs 150 million had been earmarked for the project.
The official said that around 150,000 indigenous saplings would be planted in the park and schoolchildren, teachers, politicians and leading social figures would be invited to take part in the tree plantation campaign.
“This will be the first ever forestry park in the country. The project will be completed in five years and work is likely to initiate in August this year,” said the official.
The park would be equipped with all facilities including horse and jeep tracks, enclosure of local birds and animals, camping sites, picnic spots, shelters, huts and jeep safari.
The official said that a specific area would be allocated for the nursery of indigenous species adding that the plantation would start in the upcoming monsoon season.
He said the short-listed firm would also be responsible for launching an awareness drive of plantation and environment protection of the federal capital. The official said as the area fell within the National Park area, it would not cost much to the authority to develop the land for the purpose rather it would simply require demarcation.

Public transport route 138 opened

Islamabad Capital Territory (ICT) administration will provide the best and affordable transport facilities to the city residents, said Chief Commissioner Fazeel Asghar while inaugurating new public service route 138 at Ali Pur Frash on Thursday. According to a press statement, Deputy Commissioner (DC) Amer Ali Ahmed, Additional Deputy Commissioner (General) Aasia Gul and Islamabad Transport Authority (ITA) Rana Akbar Hayat were present on the occasion. The route 138 will start from Ali Pur Frash and culminate at Metro Sector I-10 after passing through Tarlai, Khanna Pul, Zia Masjid, Jinnah Town, Faizabad, Pindora, Khayaban-e- Sir Syed and Pirwadai Morr. This route service will benefit the population of eight union councils and redress their transport problems effectively, the DC said, adding, the ICT administration was taking concrete measures to solve citizens’ transport problems on priority basis. The chief commissioner said the ICT administration would also run air-conditioned coaches on this route with reasonable fares for commuters.

Work on another interchange, flyovers on Expressway soon

Capital Development Authority (CDA) will initiate construction work of another interchange and flyovers on Islamabad Expressway shortly after the designing of the project completes.

“The projects are in their designing phase and work in this regard will be launched soon after all formalities are completed,” said a senior CDA official Thursday.

“We have dropped the plan to construct underpasses and now we will erect flyovers on all intersections. Some modest interchanges will be constructed on the Highway in different phases,” said the CDA official.

He said the construction of interchange at Karal Chowk is their priority. The project would be executed in different phases. Besides this, a flyover would also be built on Kuri Chowk and an intersection has been planned for Lehtrar Chowk. The project is in its planning phase that would be followed by the construction work.

The official said about a dozen interchanges and flyovers are planned to be constructed on the Expressway, as work on two additional rigid lanes has already been completed, making it the widest road of the country. The project is meant to provide separate ways for heavy traffic, which sometimes also causes traffic accidents and disrupts the traffic flow.

“The multi-billion project includes seven flyovers and four interchanges on the Expressway from Faizabad Interchange to Rawat and are in addition to the under-construction Zero Point Interchange,” he said. He said the Islamabad Highway would be made signal-free and the project would take about two years to complete. After completion of the design, the Authority would start the hiring of contractors for execution of the project.

The official said flyovers are being planned at Sector I-8 traffic signal, Kuri Road, near PWD Housing Scheme, Soan Garden Scheme, Japan Road and Defence Housing Authority (near Commoner’s Town), while interchanges would be built on Rawat, Karal Chowk, Soan and Khanna bridges. He said the Authority would install fences on both sides of the road on the pattern of Motorway, and no turning would be allowed from Faizabad to Airport Chowk.

About 200,000 vehicles run the length of this portion of the road each day, making it the busiest in the federal capital. “The traffic load has increased tremendously, and it has now become imperative for the road to be widened and made signal-free,” he added.

Ministry of Science and Technology should have been a rather revolutionary design. At the very least, have some decent glass on it.
