Capital’s revised master plan to see daylight soon
Monday, July 20, 2009 Noor Aftab Islamabad The revised master plan of the capital city is likely to be approved in the next 8-10 weeks, as the concerned authorities have entered the final phase of its completion, CDA sources told ‘The News’ here Sunday. The sources said approval of the revised master plan would open up a new era of development trends and town planning that would hopefully help meet the growing requirements and cope with emerging challenges. They further said that delay in approval of the revised master plan is making it hard for CDA to introduce some new policies, as its final approval would provide a solid base for future urban planning. A CDA official said that earlier, it was decided that the cabinet secretary would be given a presentation in this regard but now that has been planned for some other time. “The government is quite serious in resolving the basic challenges due to which it can be hoped that the federal cabinet will give a detailed and swift consideration to the revised master plan,” he said and added that the revised master plan is likely to undergo some changes while being under discussion at the cabinet level, but that is not expected to affect its basic essence. Some years ago, UK-based firm Mott McDonald Pakistan (MMP) was assigned the task of revising the original master plan of Islamabad, covering the city’s current and future development needs and various other aspects including new housing sectors, extension in municipal limits, industrial activities, environmental protection, road repair, new parks and recreational areas, and safety of existing water reservoirs. The official said it would be really difficult to cope with emerging challenges unless the new revised master plan is implemented after its final approval by the cabinet due to the fact that the social and development requirements have changed drastically since the introduction of the master plan some 48 years ago. According to a booklet containing information about Islamabad, published by the Authority in 1990s, CDA had reviewed its original master plan in the mid-1980s and at least two major changes were made to the original master plan including the introduction of new model towns in the rural area around Islamabad namely Rawal Town, Humak, Chak Shehzad, Margalla Town, Tarlai Kalan, Alipur Farash, Kuri and Nurpur Shahan. Under the original master plan, Islamabad was divided into four parts - Rawalpindi (259 square kilometres), Islamabad Proper inclusive of institutional and industrial areas (220.15sqkm), Islamabad Park (220.15sqkm) and Islamabad Rural Areas (466.20sqkm). In 1981, two of these four zones - Islamabad Proper and Islamabad Park - were named as the federal capital area or Islamabad Capital Territory, while Islamabad Rural Area also became part of ICT later on. Deputy Director General (Planning) CDA Sarwar Sindhu told ‘The News’ that they have made full arrangements to give a presentation regarding the revised master plan but due to some reasons, it would take some more time. He assured that the federal cabinet is fully alive to he issue’s importance and wants to give it a comprehensive review at the earliest. |

New route to be launched for Sohan UC
Monday, July 20, 2009 Our correspondent Islamabad Residents of Union Council, Sohan, Islamabad, will be provided good and affordable transport facility soon and for this purpose a new route will be launched to facilitate the people of this area. Assistant Commissioner (Sadar) and Administrator Union Council, Sohan, Captain (r) Faird-ud-Din Mustafa stated this while addressing a ‘khuli kutchery’ at the Union Council, Sohan on Sunday. He said that problems of local community will be solved on priority basis and municipal services in the area will be further up-graded. He also announced that water supply system in the union council will be further improved and announced that a water filtration plant will soon be installed in the area to provide clean drinking water to the locals. He directed the municipal staff to immediately replace the old sewerage system with new one and provide best sewerage facilities to the locals. A large number of local community and notables of the area were present in the ‘khuli kutchery’ who apprised the assistant commissioner (Sadar) about the problems being faced by the community. Most of problems were related to provision of drinking water facilities, improving the sewerage system in the area and lack of transport facilities. |

National Centre to be established at Shakarparian
Monday, July 20, 2009 Islamabad Capital Development Authority (CDA) has allocated seven acre land in the area of Shakarparian for the establishment of National Centre for Arts & Culture aimed at promoting cultural activities in the country. According to a senior official of the Ministry of Culture, the proposed centre will house modern facilities, which will help in bringing the level of performance of Arts & Culture at par with the 21st century requirements. To a question about the importance of the centre, the official said that a number of countries have established such centres for using it as a ‘Showcase’ for highlighting the achievements in performing arts. Therefore, the proposed centre has national as well as international importance. Owing to very little facilities available in Pakistan for promotion of Arts & Culture, the proposed centre will contribute significantly towards the cause. The proposed centre will be pivotal in projection of soft image of Pakistan, he said. |

Model ‘forest park’ to be developed near Rawal Lake
Wednesday, July 22, 2009 Noor Aftab Islamabad The first-ever model forestry park, spread over an area of 350 acres, will be developed near Rawal Lake. Sources in the Capital Development Authority (CDA) told ‘The News’ that the park will be developed in five years at a cost of Rs239 million. The park will be divided into blocks of 4 to 10 acres. These blocks will be given to government and private sector institutions in addition to academic institutions for afforestation. Plantation will be carried out by institutions and departments. Boards will be displayed in every block, mentioning the name of the institution or department, whatever the case may be. These boards will also mention the total number of saplings planted, their species and other details, sources said. Sources said that the sponsoring agency of the project would be Planning and Development Division. The CDA Environment Directorate will implement the project under the supervision and guidance of Planning and Development Division. The forestry park is being developed to protect the local flora and fauna. It will also have the gene pool facility for posterity besides recreational and educational facilities. It will help create awareness among people about the importance of preserving natural environment, sources said. The major activities in the first phase of the project will include contour (half metre) mapping, survey, land development, ridging, bush clearance, purchase of plants, digging of pits, plantation of indigenous species at 10’X10’ spacing, fencing of poles and gates, construction of water courses along with four water tanks, installation of two turbine tubewells and setting up of rain harvesting mechanism. The park will be equipped with all facilities, including horse and jeep tracks, enclosures of local birds and animals, camping sites, picnic spots, shelters, huts and jeep safari. A specific area will be allocated for the nursery of indigenous plants. CDA Director Environment Malik Auliya Khan told ‘The News’ that the construction work on the forestry park would hopefully be started in a couple of days and it would be completed in five years with financial support of the Planning and Development Division. He said the main purpose of the project is to sustain wildlife and maintain environmental settings of the area. According to him, indigenous saplings and different species of animals would be introduced in the park. The park would also have camping facility especially for students. “Jogging tracks would be developed besides various other recreational facilities but all development work would be completed without causing any kind of damage to the natural environment of the area,” he said. Malik Auliya Khan said that the Planning Commission has approved the project after thorough consideration and it would continue to provide every kind of assistance to the CDA for its timely completion. An annual plantation competition would be a regular feature. All institutions and departments having blocks in the park would participate in it. “Participants would be bound to plant only indigenous species of plants.” |

Work on Barri Imam shrine reviewed
Chief Commissioner Islamabad Fazeel Asghar Thursday reviewed the progress of work on the under construction Barri Imam Shrine Complex.
CDA Project Director Sajad Zaidi told the meeting that construction of the shrine complex will be completed in two phases adding 27 per cent work has been completed under the first phase of the project and construction of main shrine including construction of minarets and other civil work has been completed costing Rs263 million. The concerned officials asked to ho review the overall progress of the project after every 15 days. The Deputy Commissioner Amer Ali Ahmed, Director Development Anita Turab, CDA Project Director Sajjad Zaidi, Deputy Director Auqaf Asim Ayub and other officials attended the meeting.

Markets’ renovation top priority: Elahi
Upgradation, renovation, maintenance and modernisation of the markets, especially those of G and I sectors, is the top priority of Capital Development Authority (CDA), said CDA Chairman Imtiaz Inayat Elahi on Thursday. During his visit to Super Market (F-6 Markaz), he said since Super Market was known to every citizen of the country for being one of the oldest and famous markets in the federal capital, therefore all-out measures would be taken to make it a model for the visitors. Elahi directed the authorities concerned to take necessary steps to improve sanitary conditions of the market and repair its parking lot, walkways and other areas. He issued direction to landscape greenbelts of the market so as to make it more beautiful. He acceded to the traders’ request for the construction of public toilets on the market premises and relocation of Super Market’s water filtration plant to other suitable location. The chairman asked the CDA Municipal Administration director to launch anti-encroachment campaign at the market to facilitate the visitors. He also called for issuance of challans to all those vehicles being parked on footpaths, inconveniencing pedestrians.
