In Iran at least, that's how all line openings are. Same thing with Tabriz Metro and Shiraz Metro. A Tehran Metro official said in an interview it's because of safety and how passenger safety is more important to Metro Organization than solely accessibility.
As for your other question, I'm not sure. Trains do tend to slow down in areas of the line where there's a station under construction now. and the average train stop in Tehran is 20 s, So the change shouldn't be too huge. probably about 3 to 4 min increase?

Here is an attempt to integrate the BRT network on the subway map.
It works pretty well without the BRT stations labels, I'm not sure how they would all fit though.

Thanks, Lines 6 and 7 will fit, I'm not worried about it.
The main difficulty is the difference of scale between the metro and BRT network.
Some parts of the BRT network have closely spaced stations and labels will be hard to fit.

This appears to be the country's second rail link (the Mashhad metro was connected to that city's airport last month).

On Monday, new Line 1 southern branch was opened, with only one new station - Shahr-e Aftab. And if you can see on this updated urbanrail.net map, it's really weird branch alignment for me:

Have there been any plans to extend line 5 further into Teheran?
Just looking at maps it looks like it'd make sense to have it go to Saadi via Vali-e Asr (and a station placed to be an interchange with line 7 when that is built).

Tehran metro is probably only metro system in the world, which opens an entire line first without much intermideate station, and then it opens those stations step by step. It is good because it starts covering the entire route from first stop to last stop by moving lot of people from one side to another side of city, a kind of express train, although it is not so good for those peoples who want to get up and get down in intermediate places.

In last year, many stations of line 3 opened in such way, and line 3 also extended to northeastern Tehran. In near future there will be a branch line between line 1 & 3 in north Tehran. A branch towards Mehrabad Airport is also under construction in west Tehran.

2015 is a good metro year for Iran because two new metro systems were opened in Isfahan & Tabriz, and also some extension in Tehran. Keep it up.

Tehran has thankfully cancelled the monorail plan, because monorail is costlier, but not so much useful. I heard Tehran is also planning for a tram system, is it true? Please write some details.
