For standardized fuel (in theory and the field): yes
Specifications for Super (E5, ROZ 95) and Super Plus (ROZ 98) state, that there's a maximum of 5% Ethanol. Which leads to the conclusion, that everything between 0% Ethonal and 5% Ethanol is allowed. (Same for Super E10, but with 10% Ethanol)
Usually they contain less than 5%. (You'll often find Super Plus with 0% Ethanol)

On the other hand there're also non-standardized types of so called "premium fuel" (e.g. ARAL Ultimate 102). Those are usually blended with Ether instead of Ethanol (and so come with 0% Ethanol, too)

Here in Cedar Rapids IA there is seldom more than a .10 cents variance per gallon in the price of gas.

In extreme northern Delaware yesterday (the bit from Wilmington north and northeast to the Pennsylvania line) for some shopping...prices in the $1.90s. $2.179 at the friendly neighborhood Sunoco/APlus.

Drove through the US over the last few days, Vermont, New Hampshire, and Maine. Saw it between $2.10 and $1.97 a gallon. Even with the horrible Canadian dollar, it's still 25% cheaper.

I lived near one such pair too. And the more expensive one was BP during the spill disaster days. Even then they could command a 50c premium. Never made any sense to me, and it was a 2 lane road sitting between the two gas stations, so not really difficult to drive to Shell.

Right now here in "middle America", Cedar Rapids IA, on Chfristmas Eve 2015 our gas is ranging from $1.73 a gallon up to $1.79 a gallon.

Lukoil in Knokke-Heist, Belgium today. Euro 95 is still like 25 cents cheaper than the Netherlands. The diesel difference is much smaller.
