It didn't become permanent. The Dutch wikipedia article has a very good description. Basically: during the time the 'quarter of Kok' was active they didn't effectuate the inflation based tax increases. Once the not effectuated inflation based tax increases exceeded the 'quarter', they dropped the 'quarter' and effectuated all the inflation based tax increases over the previous years in one step. So using creative book keeping technically the 'quarter' is not effective anymore, but the consumers have not experienced that as such.

Yesterday I saw 0,899 Euro/liter for Diesel at 3 discount fuel stations in Austria. That's way below what it was in the last years.

Two of the biggest supermarkets have today reduced their prices for diesel again, Tesco and Asda now selling at £0.979/litre, that's €1.29/litre or $5.27/US Gallon.

Petrol 95 is still a couple of pennies higher at £0.999/litre, €1.32/litre, $5.38/US Gallon.

$5.38 & $5.27 a gallon? yikes!

Today our unleaded plus a 10% ethanol blend is priced from $1.59 a gallon up to $1.74 a gallon.

Diesel is priced from $1.94 to $2.09 a gallon.

Today for the fist time in years and years I could fill up for less than a euro per liter.
Diesel € 0,979 /l

(6-7 years ago I've paid € 1,43/l diesel)

I had to fork out € 1.369/l today at a local discount station for euro 95.

I did a 110 km trip with my new Hyundai i10, on motorway (130 km/h), expressway (100 km/h), two lane road (80 km/h) and some urban driving. The average fuel consumption on that trip was 5.1 L / 100 km, which is about 20 km per liter, 47 miles per gallon (US) or 56 miles per gallon (UK). When going 80 km/h in 5th gear with cruise control engaged the consumption was near 4 L / 100 km (25 km per liter or 59 mpg).

How the hell did you manage to have such consumption.

My i10 back in Italy (M.Y. 2008) on motorways, going between 110 and 130 km/h, literally drunk 7.2/7.5 L/100km.

Mountainous motorway, though.

On level terrain it consumed about 6.5 L/100km.

In urban driving, it did something like 8L/100km.

Hell of a car.

It got these consumption rates per the on-board computer;

* 80 km/h: 4 - 4.5 L
* 100 km/h: 5 - 5.2 L
* 130 km/h 7 L

These are GPS measured speeds. The speedometer is off by 10 km/h at speeds over 100. So I drove 140 km/h on the speedometer while getting 7 L / 100 km.

You can see that consumption really goes up over 100 km/h. 130 vs 100 means a good 25% higher fuel consumption.

I managed to get 3.3 - 3.5 L going 70 km/h in 5th gear with the cruise control engaged. That's 30 kilometers per liter (70 miles per gallon US). But that's not a common way of driving (plus roundabouts, traffic lights, etc.)

Above 108-114 km/h, the impact or aerodynamic drag on fuel consumption, for "city-car" shaped vehicles, starts to really mount with the engine of an i10 profile... A 1.2 version would probably use less fuel at 130km/h. Still good numbers for being gas and not diesel. I thought your new car had 6th gear.

Mine didn't have the on-board computer, so I did the math by myself. And I had no cruise control...

That little car (powered by a 1.1L engine) really had a drinking problem. I should have sent it to AA meetings.
