The Montenegrin spatial plan until 2020 contains a 4 km long tunnel under Cakor and I guess there would be some more tunnels and bridges needed between the border and Pec (Rugova gorge), but it's feasible! And of course I doubt that this tunnel wil be build or even started until 2020 Montenegro also has more important things to do
Priorities in Kosovo are R7, R6, Prishtinė – Pejė, Prishtinė – Mitrovicė, Pejė – Prizren, Ferizaj – Gjilan – Dheu i Bardhė (Bujanoc, close to Preshevė). Motorway towards Montenegro would cost a lot, even though it would be a short one. I don’t think it will ever be built with money of Kosovo.

A view of a completed stretch of section(s) 5/6 of the R7 motorway, in the municipality of Malishevė. Sections 5 and 6 are set to open to traffic on 27 November, 2012.

The location of this particular stretch can be seen here in Google Maps.

I expect a motorway to Montenegro will be built in the 2020s with 85% EU funding and 15% Kosovo/Montenegro funding.

A dual carriageway (almost motorway standard) is already underway from Prishtina to Peje. There is only 40km left. I think it will be enough for now. By 2020 it will probably be upgraded to a full profile motorway. Distance frrom Prishtine to the border is about 90km. There is a political obsticle where Serbia aims to avoid the R7 and the extention of the R6 motorway from FYROM border towards the Montenegrin border may be delayed than needed.

That "almost" is very relative...
But this motorway section from Albanian border to Pristina-Pec road looks good.
I would like to see one day Nis-Pristina motorway completed, but simply, there are other priorities for Serbia in following 10 years.

If you read once more the post that you are referring at, but this time carefully, you will see that Shpirtkosova is very specific. You pulled that "almost" out of the context, and you are saying that it is relative. Shpirtkosova specified that 40 km have left to the completion of Prishtinė-Pejė highway. This highway is going to be an expressway, btw.

Prishtinė - Nish motorway may be built only because of political issues. This motorway is not a priority for Serbia and, especially is not a priority for, Kosovo.

Shpirt is wrong. 4-lane part of Pec-Pristina highway in not even close to motorway standard.

Thankfully, you're not the authority that decides what is up to motorway standard, so there's that.

Could you be specific? Exactly how does it not meet motorway standards? What is lacking?

There is no emergency lane, there are lot of spots with uncontrolled access at the level, traffic lights and pedestrian crossings.
This is more like an urban highway which goes from Pristina suburbs, there are many houses near road.

I see. Thank you. I agree that's far from motorway standards. Is it at least a dual carriageway?

Yes, approximately half of Pristina-Pec highway is a dual carriageway. Good road.

Let me explain to you and to everyone that is interested to know, what is build and what highway is going to be build between Peja e Prishtina as well as between Prizren and Prishtina.

In the map below can be seen two spots, A and B.

Spot "A" represents place where Pejė - Prishtnė and Prizren - Prishtinė merges. It is near the village Arllat.

Spot "B" represents place where the expressway finishes. This spot is close to the village Sllatinė.

From Pejė to the spot "A" existing road is a regular highway 1X1. It is planned to be upgraded to an expressway.

From Prizren to the spot "A" existing road is already a full motorway.

From spot "A" to spot "B" existing road is an unfinished expressway. It is a dual carriageway, two lanes for each direction, no intersection in same level, it has an 1.8 m emergency lanes, and access will be controlled. Works in this expressway are almost done.

From spot "B" to Prishtina existing road is a urban highway with dual carriageway, two lanes for each direction, 1.8 m emergency lanes, but with no controlled access and with couple of same level intersections with traffic light..

From spot "B" to north of Prishtina next year motorway (R7) will continue to be constructed.

Thanks!
That shows blue and red section currently unfinished and far from Shpirt's definition.
Nevertheless, good roads and good building tempo.

Blue section (between A and B) will be completed in a few days (even though it is operational)! It is planned to be solemnly delivered on 27 November (together with R7), for the 100 Anniversary of Independence of Albania.

And, yes, red section is finished.

Where will R7 end? Pristina or Merdare?
Can you put a map?

R7 will end north of Prishtina, at village Besi. Up to Merdare R7 will continue only if Prishtina - Nish motorway is going to be constructed.

Map you can see in Openstreetmap, but only until close to Prishtina.
