PROPOSED Satellite city @ KINALOOR/CALICUT

MOU SIGNED ON SEPTEMBER 2007....

KSIDC ties up with Malaysian firm

Industrial township proposed at Kinalur Estate near Balussery

KOZHIKODE: The State Government-owned Kerala State Industrial Development Corporation (KSIDC) and the Construction Industry Development Board (CIDB), a statutory body established in Malaysia, have entered into an agreement to set up a Rs.2,500-crore satellite city at Kinalur Estate, near Balussery, in the district.

A Memorandum of Understanding (MoU) was signed between CIDB chief executive officer Datuk’ Ir. Hamzah bin Hasan and KSIDC managing director P.H. Kurian in the presence of Minister for Industries Elamaram Karim and Malaysian Minister for Works Dato’ Seri S. Samy Vellu here on Monday. A 15-member delegation from Malaysia, including officials and captains of various industries, attended the event.

Addressing the gathering, Mr. Samy Vellu said the CIDB had identified the 275-acre land at Kinalur for integrated industrial township development. “The township would comprise knowledge-based industries, medical city, education city and other new generation industries that have industrial and commercial potential,” he said.

Infrastructure development is estimated to cost Rs.500 crore and is expected to attract an investment of Rs.2,500 crore in industrial and commercial activities. The project was expected to provide jobs to 25,000 people, Mr. Samy Vellu said.

The project would be prepared within six months. It will be implemented in stages spanning a period of five years, he said at a news conference after the function.

Mr. Sami Vellu suggested the construction of a dedicated road from Kozhikode to the project location in Kinalur. Another Malaysian firm had also proposed to set up condominiums as well as office complexes on a 50-acre plot near Karipur airport to cater to the needs of information technology professionals and businessmen.

Formal agreement

Speaking on the occasion, Mr. Karim said the MoU was only a formal agreement to work out modalities for the project. While the KSIDC and the CIDB would be the promoters of the project, companies from India and Malaysia could become its developers. In his welcome speech, Principal Secretary, Industries and Commerce, T. Balakrishnan said the project would change the face of Kozhikode. Mr. Kurien proposed a vote of thanks.

How much is the investment for the project? 500 or 250 crores?
Heard from an gok official that CBD is investing 500 crores. But the above news content says it as 250 crore.

Any way a good project for the development of Calicut.

500crore is the investment for infrastructure alone....and the first phase of infrastructure dev will be of 250crores....the whole proj cost is worth 2500 crores with direct employment to 25000 people...

indeed a massive project if every thing goes according to what they say..

Yes Dinakar, I remember now he said to me that the project is like a kinfra set up. CBD will make basic infrastructure. The potential industrial investors has to construct their own facilities.

Now the proposed investment has been raised from Rs.2,500 crore to Rs.6,000crore in the span of 7 years - 2500 crore will be the investment in first phase

Malaysian government keen on satellite city project

Malaysian Public Works Minister moots Rs.6,000-crore project

Kinalur project might be completed in 7 years

Minister visits proposed project site

KOZHIKODE: Malaysian Minister for Public Works Datuk Mohamed Zin Mohamed said here on Saturday that the Malaysian government was keen on investing Rs.6,000 crore for the development of a satellite city at Kinalur estate, near Balussery, in the district.

Talking to journalists after visiting the 275-acre site, he said his government proposed to invest the amount for development activities in a span of seven years.

The satellite township would include knowledge-based industries, medical city, education city and infotainment. The project is proposed to be completed in four phases. Entrepreneurs in Malaysia have also evinced interest in the projects, he said.

Mr. Mohamed said a report based on his visit would be submitted to the Malaysian government.

The Malaysian government had recently given technical clearance for a proposal based on the Memorandum of Understanding (MoU) signed between the State government-owned Kerala State Industrial Development Corporation (KSIDC) and the Construction Industry Development Board (CIDB), a statutory body established in Malaysia, for setting up a Rs.2,500-crore satellite city at Kinalur Estate in September 2007. Now the proposed investment has been raised from Rs.2,500 crore to Rs.6,000 crore.

Mr. Mohamed also said that the Malaysian government was eager to invest in other projects as well in the State. It would foster better relationship and growth between the two countries.

A.K. Saseendran, Balussery MLA; District Collector A. Jayathilak; KSIDC and CIDB officials also accompanied him during his visit to the estate.

Last year, CIDB chief executive officer Datuk’ Ir. Hamzah bin Hasan and KSIDC managing director P.H. Kurian had signed the MoU in the presence of Minister for Industries Elamaram Karim and Malaysian Minister for Works Dato’ Seri S. Samy Vellu.

Then the Malaysian government had proposed that it would set to set up infrastructure projects at a cost of Rs.500 crore and attract investments from that country worth Rs.2,500 crore in industrial and commercial activities after studying the feasibility report. The project, if implemented, would provide jobs to 25,000 skilled and semi-skilled people.

Mr. Sami Vellu had then also suggested the construction of a dedicated road from Kozhikode to the project location in Kinalur.

A proposal had then come up for setting up condominiums as well as office complexes on a 50-acre plot near the Karipur airport to cater to the needs of information technology professionals and businessmen.

Latest news on the kinaloor project....

IJM team tipped to win Kerala medical city job

KOZHIKODE (Kerala): A consortium comprising IJM Bhd (3336) and Malaysia Allied Health Science Academy College (Mahsa) is tipped to develop a medical city in Kerala once the state government gives its nod.

The Kerala State Industrial Development Corporation and Malaysia's Construction Industry Development Board 9CIDB), both parties of the consortium, are engaged in serious talks to ink the agreement for the RM433 million (US$120 million) project in Kinalur in Kozhikode City.

"Through the CIDB, we signed the memorandum of agreement with the Kerala state government in September and hope to sign the final agreement any time soon.

"The estimated investment for the first phase is likely to surpass US$120 million and could be completed in three years' time.
"Malaysian companies have expressed interest to develop this project. This is a good opportunity for our country to export the expertise we have and develop our own technical knowledge," Works Minister Datuk Mohd Zin Mohamed, who visited the project site, said.

MOHD ZIN: Good opportunity to export Malaysian expertise

IJM will be the master builder while Mahsa will be involved in providing medical infrastructure.

The proposed integrated medical city, to be developed in four phases, will be built on a 110ha site in Kinalur, about 42km from Kozhikode or also known as Calicut - the third largest city in the southern state of Kerala.

A medical university, hospital, nursing scool, dental college and health centres comprising both traditional and modern medicine as well as pharmaceutical product manufacturers are being planned for the medical city.

The Malaysian consortium is also proposing to build a highway, cutting through Kinalur, which will slash the distance by half from the main city to the project site.

Once developed, it will easily create nearly 25,000 skilled and semi-skilled jobs for the locals, who rely heavily on agriculture.

After the visit, Kerala Public Works Minister Mons Joseph called on Mohd Zin for further discussions on the medical city project.

Speaking to reporters later, Joseph said Malaysian companies are keen to develop the project and the state government will hold further talks before finalising an agreement to kick off the mega undertaking which will transform the remote district into a satellite township.
