The one in Romania wasn't fully completed, was it? In one of those last photos, on one of the upper floors of a wing, it seems like construction was abruptly halted. If this is true, how much of the building was built, and are there any plans to finish it?

I know that the upper levels were finished 16 years ago,but some construction is still being made at the basement which consists of 8 floors.
The total costs are at this moment,3 billion euroes!!
