Técnicos do instituto agrário participam em seminários de capacitação

Luanda – Pelo menos 28 técnicos de diversos níveis de formação do Instituto de Desenvolvimento Agrário (IDA) participam, a partir de quarta-feira, no município do Cubal, província de Benguela, num ciclo de seminários sobre a formação de formadores em extensão e administração rural.

Em declarações hoje (terça-feira) à Angop, em Luanda, o chefe de Departamento de Comunicação e Treinamento do IDA, Miguel Aguiar, referiu que os seminários, que se estenderão até 28 deste mês, enquadra-se na segunda fase do curso sobre formação de formadores em extensão rural e administração, iniciado em Maio de 2007 no Instituto Médio Agrário do Tchivinguiro (Huíla).

Segundo Miguel Aguiar, na capacitação vão ser realizados, entre outros, seminários sobre o “Desenvolvimento Agrário, Rural e Económico”, a “Segurança Alimentar”, “Cooperação Internacional e Ajuda Alimentar”, bem como o “micro-crédito”.

O chefe de Comunicação e Treinamento do IDA realçou que os seminários terão como prelectores o director do Gabinete de Estatísticas e Planeamento do Ministério da Agricultura, Joaquim Duarte, e o assistente do representante da Organização das Nações Unidas Em Angola, Paulo Vicente.

O Instituto de Desenvolvimento Agrário (IDA) beneficiou, em Maio de 2007, de um financiamento da União Europeu (EU), avaliado em 160 mil dólares norte-americanos, para a capacitação de formadores da instituição, até Dezembro deste ano.

Após o estágio, informou Miguel Aguiar, os formandos com nível básico, médio e superior terão a equivalência de técnicos médios, de licenciados e mestres em desenvolvimento rural, respectivamente.

ONG americana distribui fertilizantes a associação agrícola

Longonjo - A organização não governamental World Vision, de origem americana, distribuiu sábado, no município do Longonjo, 64 quilómetros a oeste da cidade do Huambo, 34 toneladas de fertilizantes a uma associação agrícola local.

Os fertilizantes, compostos por 30 toneladas de adubo e quatro de amónio, foram entregues a título de crédito, cujo reembolso será feito em oito meses e por três prestações, e visam elevar o aumento da produção agrícola dos 73 camponeses filiados na associação beneficiada.

Segundo fez saber o assistente de projectos de desenvolvimento de serviços financeiros da World Vision, Júlio Tchimbilundo de Paiva, a instituição elaborou um programa especifico de apoio aos camponeses filiados em associações no município do Longonjo consubstanciado na concessão de créditos não só em fertilizantes mas também em recursos financeiros.

Disse que de Janeiro a Março deste ano foram disponibilizados 900 mil kwanzas em créditos cedidos a grupos solidários compostos por senhoras que já estão a fazer o reembolso das verbas recebidas.

Neste momento, assegurou Júlio de Paiva, a World Vision aguarda pelo reembolso de 50 mil dólares cedidos a credito a três associações agrícolas do município de Longonjo.

Camponeses preparam três mil hectares para campanha agrícola

Ondjiva – Três mil hectares de terra vão ser cultivados na campanha de cultivo 2008/2009 pelos camponeses da província do Cunene, com vista a aumentar a produção agrícola, garantir a auto-suficiência alimentar e combater a fome e a pobreza na região.

O director provincial da Agricultura, Pescas e Ambiente, Rafael Albino, disse, à Angop, que a equipa que dirige, em parceria com o Instituto de Desenvolvimento Agrário e a empresa de mecanização agrícola Mecanagro trabalham, para este ano, apoiar 91 mil famílias camponesas dos municípios, do Kwanhama, Cuvelai, Cahama e Namacunde.

Neste quadro, referiu Rafael Albino, o programa de fomento agrícola prevê beneficiar 61 mil e 317 famílias, enquanto que outras 29 mil famílias, a serem contempladas, foram as afectadas pelas cheias e inundações ocorridas no início deste ano na província do Cunene.

Segundo afirmou, o governo através do Ministério da Agricultura está a distribuir aos camponeses imputes agrícolas e instrumentos de trabalho.

O Ministério da Agricultura distribuiu igualmente motobombas, sementes para a produção de hortícolas na zona da cintura verde da cidade de Ondjiva e na margem do rio Cunene.

Para a presente campanha agrícola, referiu Rafael Albino, as metas consistem na produção de 150 mil toneladas de cereais e na assistência das noventa mil famílias carentes nas zonas rurais.

Município da Jamba quer relançar cultivo de arroz na região

Jamba - O administrador municipal da Jamba, província da Huíla, Miguel Cassela, manifestou hoje (segunda-feira) a vontade dos agricultores locais de reactivar o cultivo de arroz, paralisada há mais de 30 anos.

Em declarações à Angop, o responsável disse que foram feitos estudos para a reavaliação das áreas que têm condições para o efeito.

"Temos bons lençóis de água e áreas claramente férteis para o cultivo deste produto e que no passado foram utilizadas para este fim", ressaltou o administrador.

Segundo disse, já foram identificadas algumas áreas e pessoas interessadas, "o que falta é potencializar estas pessoas, trazendo tecnologia e meios que possam ajudar a levar a cabo um processo de produção em grande escala".

Miguel Cassela disse que o município precisa de empresários fortes e com tecnologia apurada para o cultivo do arroz, para que possam industrializar a região do domínio do cultivo e descasque do produto.

O cultivo de arroz nas margens do lago local, com cerca de seis quilómetros de extensão e numa área aproximada de cinco mil hectares, foi paralisada em 1975, os agricultores locais aguardam pela mecanização da agricultura para o seu relançamento.

Localizado numa área de 12. 770 quilómetros quadrados, o município da Jamba conta com mais de 90 mil habitantes, que, para além da exploração do ferro, praticam igualmente a cultura de arroz, milho, feijão, massambala, massango e hortícolas.

Instituto Agrário avalia execução da campanha agrícola 2008/2009

Luanda – Técnicos do Instituto de Desenvolvimento Agrário (IDA) procedem, em Janeiro de 2009, a monitorização e avaliação da campanha agrícola 2008/2009, para determinar o grau de distribuição de meios agrícolas a produtores familiares do país.

Em declarações hoje (segunda-feira) à Angop, em Luanda, o director-geral adjunto do IDA para a área técnica, Miguel Pereira, referiu que durante a actividade os técnicos vão inteirar-se das quantidades de sementes, adubos, fertilizantes e de outros insumos injectados no meio rural.

Segundo o responsável, os peritos da instituição vão também apurar o número de enxadas, catanas, limas, juntas de tracção animal, adubadores e semeadores, assim como outros instrumentos entregues pelas estações provinciais de desenvolvimento agrícola as famílias camponesas.

Os técnicos do IDA, adiantou Miguel Pereira, vão igualmente obter dados sobre o nível de áreas agrícolas lavradas pela Empresa Nacional de Mecanização Agrícola (Mecanagro) e o número de terras aráveis preparadas por tracção animal e manualmente pelos produtores familiares.

As diferentes equipas de técnicos do IDA que vão monitorizar e avaliar a campanha agrícola 2008/2009 nas províncias angolanas, salientou a fonte, terão reuniões com os responsáveis provinciais do sector agrário para obter informações sobre a execução actividade agrícola, dificuldades e as perspectivas de colheita.

O Instituto de Desenvolvimento Agrário, tutelado pelo Ministério da Agricultura, é o órgão responsável pela execução dos programas e políticas do sector, assim como pela assistência técnica e pela distribuição de sementes, fertilizantes e instrumentos agrícolas no meio rural.

Cafeicultores comercializam 300 toneladas de café na Conda

Conda – Trezentas toneladas de café colhidas em 2007, pelos cafeicultores no município da Conda, província do Kwanza Sul, começaram hoje (terça-feira) a ser comercializadas na circunscrição, soube a Angop.

Em declarações à Angop, o chefe de brigada do Instituto Nacional do Café na Conda, Paulo Jorge Miguel, disse que o quilograma do produto está a ser comercializado a Akz 40, numa feira organizada pelos próprios cafeicultores, com um total de 230 expositores.

"A procura ainda não é tão forte, porém temos de trabalhar mais, na perspectiva dos compradores saberem que temos em armazéns quantidades consideráveis de café para serem vendidas", disse.

Defendeu a necessidade de maiores incentivos, sobretudo à concessão de crédito aos cafeicultores, para que nos próximos tempos os níveis de produção possam aumentar.

"Temos um convénio com algumas empresas ligadas ao café, para a compra do produto, mas a intenção é dar oportunidades aos compradores de forma individuais", disse.

Além da Conda, o Amboim, Libolo e Kassongue são as outras regiões do Kwanza Sul produtoras de café comercial, com uma média anual de duas mil toneladas.

Aldeia Nova chega à província da Lunda Norte em Janeiro

Dundo – O projecto Aldeia Nova começa a ser implementado na província da Lunda Norte, a partir de Janeiro de 2009, informou o director provincial da Agricultura e Desenvolvimento Rural, António Lubumbaxi.

António Lubumbaxi, que falava segunda-feira à imprensa, no final de uma reunião entre o governador da Lunda Norte, Ernesto Muangala, e os responsáveis pela edificação de 250 casas ligadas ao projecto, garantiu que já se encontra na província o empreiteiro que, na primeira etapa, vai construir 125 moradias.

O projecto Aldeia Nova da Lunda Norte, que será implementado ao longo do terreno do antigo aviário da Cacanda, arredores da cidade do Dundo, vai ser edificado em 12 meses e ocupará uma área de 250 mil metros quadrados.

Avaliado em 50 milhões de dólares norte-americanos, o projecto contará com pequenas indústrias agro-alimentar para o processamento de produtos como a mandioca, milho e arroz.

Das duas aldeias projectadas, a primeira aldeia está concebida para albergar apenas mil cabeças de gado bovino de corte (carne para consumo) e a segunda vai criar gado caprino, suíno e bovino leiteiro.

Na ocasião, o director geral do projecto Aldeia Nova em Angola, Avi Shalev, disse estar tudo preparado para que dentro de dias o projecto arranque.

O primeiro projecto Aldeia Nova em Angola vem sendo desenvolvido, desde 2003, na região de Waku Kungo, província do Kwanza Sul.

Embaixada de Israel atrai empresários para investir na agricultura

Benguela - A Embaixada de Israel em Angola pretende atrair empresários do seu país para investirem no sector agrícola no município do Lobito, província de Benguela, por este motivo o embaixador hebreu, Sagui Karni, manifestou essa intenção, segunda-feira, no final de uma visita oficial a esta localidade.

O diplomata expressou tal intenção à imprensa depois de constatar a existência de solos adequados para a prática da agricultura.

"Angola é potencialmente rica em solos para a prática da agricultura, uma área onde Israel tem vasta experiência de trabalho", expressou o embaixador.

No quadro das boas relações existentes entre o Estado angolano e Israel nos diversos domínios, segundo Sagui Karni, é possível criar instrumentos legais que propiciem os investimentos no sector da agricultura na província de Benguela, sobretudo no município do Lobito.

Israel, de acordo com o diplomata, tem meios que permitem relançar o sector da agricultura a grande escala, caso haja receptividade da parte das autoridades locais.

Entretanto, o administrador municipal do Lobito, Amaro Segunda Ricardo, disse no encontro com o diplomata israelita que o município tem mais de trinta mil hectares de terras próprias para o desenvolvimento da agricultura e que, neste momento, se aguarda apenas investidores.

Deu a conhecer ao embaixador a existência de várias associações e cooperativas agrícolas que através delas se pode tornar fácil a projecção de investimentos.

Por sua vez, o vice-governador de Benguela, João Evangelista Basílio, pediu a Embaixada de Israel e a administração municipal do Lobito para definirem projectos concretos de modos a permitir passar-se das simples intenções para a prática.

Para o governante, nesta fase que o país está a relançar a economia e actividade agrícola, são bem-vindos os projectos e as iniciativas de empresários angolanos e estrangeiros.

Durante a sua estada, de menos de vinte e quatro horas, o diplomata israelita visitou o centro oftalmológico de Benguela, o comando da zona aérea centro, na comuna da Catumbela, onde se encontram três compatriotas seus a ministrarem cursos de pilotos.

Ministério da Agricultura reestrutura centros de investigação e política agrária

Uíge – O Ministério da Agricultura está a implementar, desde o princípio do ano, um processo de reestruturação dos centros de investigação e política agrária do país, informou, hoje (quinta-feira), no Uíge, o vice-ministro do sector, Zacarias Sambeny.

Segundo o governante, que falava a propósito de uma visita de trabalho à província, o processo visa a implementação de políticas e estratégicas agrárias e modelos para sua investigação e a formação de 30 técnicos por ano.

Informou que no âmbito do processo, está previsto a reconversão e reestruturação de 16 centros de investigação agrária, dotando-os de equipamentos eficazes, afirmando que este ano consta do plano nacional a reabilitação de quatro estações, nomeadamente, no Huambo, Waku Kungo, Malange e Uíge.

O vice-ministro da Agricultura, Zacarias Sambeny, encontra-se desde a manhã de hoje na província do Uíge, para se inteirar do nível de execução das obras de reabilitação das estações experimentais do Instituto Nacional do Café de Angola (INCA) no Uíge e município do Negage.

O governante visitou, momentos após a sua chegada à capital do Uíge, a estação do INCA , a dois quilómetros da cidade, onde constatou o avanço das obra de reabilitação das infra-estruturas.

Deslocou-se também ao município do Negage onde visitou o Instituto Médio Agrário local e a sub-estação de café.

Zacarias Sambeny termina sexta-feira a sua visita à província do Uíge, com deslocação às futuras instalações da estação de investigação agronómica de Angola e um encontro com o governador da província, Mawete João Baptista.

Governo aprova linha de crédito agrícola de USD 350 milhões

Luanda - O Conselho de Ministros aprovou hoje (quarta-feira) uma linha de crédito agrícola de 350 milhões de dólares, destinada ao financiamento de pequenos e médios produtores, assim como associações e cooperativas agro-pecuárias.

Segundo o ministro da Agricultura, Pedro Canga, em declaração a jornalistas após a reunião, serão concedidos créditos de campanha, para despesas correntes e de investimento, para aquisição de equipamentos, visando aumentar a produtividade e a produção comercial no país.

A linha de crédito pretende ser um instrumento de promoção e alargamento do mercado nacional de produtos agrícolas, melhorando os sistemas de produção e cultivo existentes, de modo a garantir maior produtividade e renda aos agricultores.

“É um processo desburocratizado em que, ao nível de cada comuna e município, os produtores terão acesso ao crédito. Há estruturas que vão apoiar os agricultores a preparar as suas propostas” explicou.

Pedro Canga indicou que a linha de crédito será operada pelo Banco de Desenvolvimento de Angola (BDA) e pelos bancos comerciais. O reembolso do crédito, por parte dos agricultores, deverá ser feito com o resultado da venda da produção.

No entender do ministro da Agricultura, a aprovação da linha de crédito deve-se ao facto de existirem ainda muitas dificuldades na aquisição de meios de produção agrícola e na concessão de créditos.

Questionado sobre a produção de biocombustíveis no país, o ministro revelou a existência de projectos de investidores privados, mas condicionou o início da actividade com a aprovação de legislação própria.

“Há projectos privados para a produção de biocombustíveis em Angola, mas é preciso ter uma legislação própria. Estamos a trabalhar para que seja aprovada”, esclareceu Pedro Canga.

O ministro lembrou a existência de princípios que devem ser observados na produção de biocombustíveis, citando, como exemplo, a proibição de competição com a produção alimentar e a preservação do ambiente.

Ainda na sessão de hoje, orientada pelo Presidente da República, José Eduardo dos Santos, o executivo aprovou um acordo de financiamento no valor de Usd 30 milhões, entre o Governo angolano e a IDA-Banco Mundial, visando o financiamento de parte do projecto agrícola de Produção Familiar Orientado para o Mercado (MOSAP).

Aprovou também um empréstimo no valor de oito milhões de dólares entre o Ministério das Finanças e o Fundo Internacional de Desenvolvimento Agrícola (FIDA), destinado igualmente a financiar parte dos custos do projecto agrícola de Produção Familiar Orientado (MOSAP).

Luanda - The Council of Ministers approved today (Wednesday) a line of agricultural credit of 350 million dollars, intended to finance small and medium producers, as well as associations and agro-livestock cooperatives.

According to the Minister of Agriculture, Pedro Canga, in statement to journalists after the meeting, the campaign will be granted credits for current expenditure and investment, to purchase equipment, to increase the productivity and commercial production in the country.

The credit line will be a tool for promoting and expanding the domestic market of agricultural products, improving production systems and existing culture, to ensure higher productivity and income to farmers.

"Aldeia Nova" Starts Sugar Cane Production

Kibala — The agricultural project "Aldeia Nova" Thursday in the locality of Lonhé, central Kwanza Sul province, launched a sugar cane plantation plan over an extension of 44,000 hectares.

S. Korean Ambassador Learns About Cotton Production in Kwanza Sul

Sumbe — South Korea's ambassador to Angola, Han Jae Young, will carry out a work visit to Sumbe Municipality, central Kwanza Sul Province, where he will learn of a cotton production project, in an area of 3,000 hectares in the commune of Gangula.

The project, whose first stage started in August 2007, has already spent USD 31 millions financed by the mentioned Asian country, and comes as a result of an agreement between the governments of Angola and South Korea to benefit about 1,914 peasant families.

The South Korean diplomat will meet the province governor, Serafim do Prado, with whom he will discuss about matters linked to the project, as well as about the social and economic development of the region.

Camponeses de Quipungo prevêem produzir mais de 12 mil toneladas de milho

Quipungo - As autoridades municipais de Quipungo, 120 quilómetros a leste da cidade do Lubango, prevêem colher, este ano, mais de 12 mil toneladas de milho, a razão de três por hectare, dada a regularidades das chuvas na região.

Em entrevista hoje (segunda-feira) à Angop o Chefe da Estação de Desenvolvimento Agrário de Quipungo (EDA), João Canonguembi, disse que na presente campanha agrícola foram cultivados, em toda a extensão do município, mais de 40 hectares.

Informou que foram distribuídos, em finais de 2008, aos camponeses 105 toneladas de sementes de milho, 15 de massango, 12 de feijão macunde, sete de massambala, seis de feijão Canária, uma de feijão Manteiga e mais de 120 toneladas de fertilizantes.

João Canonguembi avançou que a previsão aponta para uma colheita na ordem de três toneladas de milho por hectare. As previsões apontam ainda, para além do milho, uma colheita significativa de feijão, hortícolas, tubérculos e outros tipos de cereais.

Nesta altura do ano, o milho semeado em finais de Novembro de 2008 já está em estado de maturação tudo graças à técnica de adubação chamada "rabo de ovelha".

A nível do município de Quipungo, são controlados mais de 40 mil camponeses, congregados em 403 associações, que em 2008 produziram cerca de oito mil toneladas de produtos diversos.

Exportação de sementes nacionais depende de acordo de transferência

Luanda – A coordenadora do Centro Nacional de Recursos Fitogenéticos (CNRF), Elizabeth Matos, esclareceu hoje (terça-feira), em Luanda, que para a exportação de sementes nacionais é necessário um acordo de transferência de material passado pelas entidades angolanas.

Falando à Angop, sobre as solicitações de instituições estrangeiras interessadas em levar sementes genuínas conservadas no banco genético do CNRF, a responsável referiu que por falta do acordo ainda não é possível a saída de material genético angolano.

Elizabeth Matos realçou que a exigência do acordo de transferência de material prende-se com o facto de as diversas variedades de culturas alimentares nacionais, conservadas no Banco de Sementes do centro, constituírem "património angolano".

Por esta razão, salientou a coordenadora, torna-se necessário a assinatura de um acordo onde deve constar que o material, a ser levado para o exterior, é de Angola e que a sua utilização se destina a fins de investigação.

“Mas se a exportação das sementes for para fins comerciais, o que também pode acontecer porque o nosso material no banco genético tem muito valor, o acordo deverá prever a obrigatoriedade de se retornar parte dos ganhos para o fundo internacional, para a continuação da conservação dos recursos”, sustentou.

Indicou que a obrigatoriedade do acordo prende-se igualmente com a necessidade de salvaguardar as sementes alimentares angolanas contra o fenómeno OGM “Organismo Geneticamente Modificado”. “Em caso de alteração das nossas sementes, que possuem características apropriadas aos solos e ao clima das localidades angolanas, correremos o risco de perdermos o nosso material”, advertiu.

Adiantou que as entidades angolanas trabalham já na elaboração do acordo de transferência de material para uma maior protecção das sementes conservadas no banco genético onde são objecto de estudo da sua germinação para posterior utilização em programas de melhoramento e multiplicação de culturas alimentares.

O material é cedido, por enquanto, às estações do Instituto de Investigação Agronómica (IIA), ao Programa de Desenvolvimento das Culturas do Norte (Prodeca) e às organizações não governamentais para multiplicação e ensaios, de modo a serem aproveitadas para produção nos campos de agricultores angolanos.

A fonte referiu que o banco de sementes do CRNF já possui três mil amostras de todas a localidades de 13 províncias angolanas, faltando apenas recolher espécies de todas as regiões da Lunda Norte, Lunda Sul, Moxico, Kuando Kubango e Zaire.

O centro Nacional de Recursos Fitogenéticos é tutelado pela Universidade Agostinho Neto e possui, pelo menos, quatro técnicos superiores, uma estrutura física composta por laboratórios de sementes e de caracterização molecular, sala de conservação de sementes (Banco de Sementes), sala de documentação/biblioteca e um campo experimental.

The source said that the seed bank of CRNF already has three thousand samples of all the locations of 13 Angolan provinces, leaving only species collected from all regions of Lunda Norte, Lunda Sul, Moxico, Zaire and Kuando Kubango.

The National Center of Plant Resources is managed by Agostinho Neto University and has at least four senior technicians, a physical structure comprising seed laboratories and molecular characterization, room for storage of seeds (seed bank), room for documentation / library and a field trial.

Quela pode voltar a produzir algodão

Quela - A Administração Municipal do Quela está a sensibilizar os camponeses a voltarem a cultivar algodão no antigo perímetro agrícola da Baixa de Cassanje, disse hoje (quarta-feira) o administrador adjunto, António Fontes Boa.

Segundo o responsável, que falava em entrevista à Angop, o cultivo de algodão é uma actividade praticada desde a era colonial e o município do Quela possui uma terra fértil.

António Boa afirmou que os camponeses já manifestaram o desejo de reactivar a produção de algodão e solicitou às ONG e empresários que os apoiem com bens materiais e financeiros para a concretização do projecto.

Precisou que, além do cultivo de algodão, ao longo do perímetro da Baixa de Cassanje, serão também produzidas outras culturas para garantir a auto suficiência alimentar da população.

O município do Quela , 115 quilómetros a nordeste da cidade de Malanje, no período colonial foi grande produtor produtor de algodão.

O governante fez este pronunciamento durante a visita que efectuou à província do Bengo para se inteirar das potencialidades agrícolas da região, visando investir no sector.

Segundo Afonso Canga, o Ministério da Agricultura tem em vista a plantação de uma fazenda agrícola no município do Ambriz e a recuperação de outras fazendas abandonadas.

O titular do Ministério da Agricultura adiantou que a instituição tenciona, igualmente, incentivar o sector privado, nomeadamente, os cafeicultores e outros produtores para poderem aproveitar as facilidades que o Governo angolano está a conceder para reabilitar
o sector agrícola.

Durante a sua estada, Pedro Canga visitou o perímetro agrícola de Caxito, cujo projecto piloto de dois mil hectares será concluído este ano (2009), tem já plantados quatrocentos hectares com mangueiras, laranjeiras e bananal.

Mais de 170 mil hectares de terra preparados para 2ª época 2008/09

Uíge – Cento e setenta e um mil e 662 hectares de terras aráveis foram preparados e cultivados na segunda época agrícola 2008/2009, na província do Uíge, pelos camponeses da região, informou hoje (sexta-feira) à Angop nesta cidade o chefe do departamento provincial do IDA, Miguel Mbemba Mata.

De acordo com o responsável, 83 mil e 602 famílias foram envolvidas neste trabalho, augurando bons resultados em termos de colheita, com maior incidência para as culturas de mandioca, amendoim, feijão e milho.

As famílias camponesas da região desbravaram manualmente 85 mil e 831 hectares de terras aráveis.

Segundo disse, o IDA, além da distribuição de instrumentos de trabalho e sementes agrícolas aos camponeses, prestou a assistência técnica aos agricultores.

Informou que os camponeses beneficiaram de instrumentos de trabalho, como catanas, enxadas europeias, assim como sementes de arroz, feijão e de hortícolas.

BDA disponibiliza mais de 300 milhões de dólares no sector agro-pecuário

Luanda – O Banco de Desenvolvimento de Angola (BDA) vai disponibilizar, no decurso deste ano, 350 milhões de dólares norte-americanos ao sector agro-pecuário, sendo USD 150 milhões para o crédito de campanha e USD 200 milhões em investimento, anunciou nessa terça-feira o presidente do conselho de administração dessa instituição, Paixão Franco.

O gestor avançou a informação na 1ª conferência sobre “A Diversificação da Economia para fazer face à crise”, organizada terça-feira pelo centro de estudo e pesquisa para o desenvolvimento da Escola Nacional de Administração (ENAD).

Segundo Paixão Franco, esses recursos, que fazem parte de um programa do governo e que brevemente estarão disponibilizados, são bastante significativos e expressivos para desenvolver cada vez mais o sector agro-pecuário.

De acordo com o gestor, o BDA já tem financiado até ao momento 116 milhões de dólares norte-americanos que se destinaram ao sector agro-industrial e para estimular o comércio rural.

Na visão do gestor, os níveis de investimento na agricultura ainda estão muito aquém do desejado, mas toda via já há indícios de algumas unidades de referência.

“Há indícios de investimentos de pequena monta em muitas unidades agrícolas, o que vai faltando é, certamente, a introdução de novas tecnologias no sector agrícola e também um maior estimulo, incentivo e implantação de comércio rural”, referiu.

Segundo o responsável, deve-se distinguir dois grandes segmentos que são a agricultura industrial e a subsistência das famílias.

Para o caso da agricultura das famílias, disse, deve-se apostar seriamente no comércio rural e na mecanização agrícola, enquanto para agricultura industrial tem de haver um incentivo, no sentido de, a médio ou longo prazo, se começar a pensar em exportação dos produtos.

De acordo com Paixão Franco, há ainda intenção do BDA de intensificar o apoio aos investidores a nível de outros sectores, como a construção civil, com a abertura de agências ao nível das províncias, estado nesta fase o banco a procura de melhor forma de divulgar os seus produtos.

Ministério da Agricultura Cria Pólos Agrícolas com Componente Industrial

Luanda – O Ministério da Agricultura (Minagri) está a criar pólos agro-industriais no país com unidades fabris para transformação de produtos agrícolas localmente, visando a diversificação da economia, anunciou hoje (sexta-feira), em Luanda, o director nacional da Agricultura, Pecuária e Florestas da instituição, Domingos Nazaré da Cruz Veloso.

Em entrevista à Angop, o responsável referiu que, neste momento, existe já o Pólo Agro-Industrial da Kapanda, na província de Malanje, com 411 mil hectares, dos quais 33 mil estão consignados à Fazenda Pungo Andongo.

Indicou que a Fazenda Pungo Andongo já tem uma área de 4.500 hectares de milho, está a produzir também soja e se prevê, brevemente, o início da produção de feijão e outras leguminosas.

Na fazenda Pungo Andongo, notou, instalou-se uma fábrica de transformação de milho em fuba. Dentro do princípio de complementaridade, a produção de milho em grão, que é feita na fazenda, é transformada localmente em fuba e sai já como produto final.

O engenheiro florestal esclareceu que os pólos agro-industriais são áreas de produção em larga escala, infra-estruturadas, criadas com recursos públicos para a criação de condições para agricultura.

“São áreas que têm por objectivo produzir alimentos em quantidade e qualidade para garantir a segurança alimentar e a auto suficiência em alimentos no país, ajudar a melhorarar as condições de vida da população rural, criação de empregos e também criar excedentes para o mercado interno e para exportação e, ao mesmo tempo, visam capacitar os produtores nacionais em técnicas modernas de produção”, elucidou.

Os pólos, segundo Domingos da Cruz Veloso, constam dos programas que o Governo tem através do Minagri que visam a criação de condições de produção, nomeadamente infra-estruturas de rega, viárias, de armazenamento da produção, a fim de permitir aos produtores privados exercer a sua actividade sem grandes constrangimentos.

Adiantou que outros pólos agro-industriais estão previstos para serem criados, a curto prazo, também noutras províncias, como a do Bengo, onde será instalada a fazenda agro-industrial “Rio Longa”, que vai produzir, especificamente, milho, feijão e batata.

O técnico do Ministério da Agricultura acrescentou que se prevê, igualmente, a criação da fazenda agro-industrial do Kikumbe, que vai produzir arroz, sob irrigação, milho, batata e banana e também tilapia, peixe cacusso, com capacidade para produzir pelo menos 150 toneladas por mês.

O director nacional da Agricultura, Pecuária e Florestas disse existirem ainda perspectivas de criação de outros pólos agro-industriais na província de Malanje, como o Kizenga e o da Kangandala, bem como um outro na província do Bié.

Sobre a relação que poderá existir entre os pólos agrícolas e os do sector da indústria, Domingos da Cruz Veloso disse existir uma ligação muito estreita entre a Agricultura e a Indústria, porquanto o sector agrário trabalha no princípio de cadeias de produtos, baseado num ciclo completo que inicia com a produção e termina na transformação.

Questionado se a matéria-prima a ser produzida nos pólos será suficiente para as necessidades da agro-indústria, garantiu que a produção dos pólos será bastante, porque apesar da pouca produção nacional no presente, nas condições actuais a produção agrícola consegue exceder a capacidade da indústria.

“Se observarmos em termos de parques industriais para a transformação de produtos agrícolas ainda não temos quase nada, portanto o Ministério da Indústria também está ainda numa fase inicial”, concluiu.

Luanda - The Ministry of Agriculture (MINAGRI) is setting up agro-industrial centers in the country with factories for processing agricultural products locally, to diversify the economy, announced today (Friday), in Luanda, the National Director of Agriculture , Livestock and Forestry of the institution, Domingos Nazare da Cruz Veloso.

In an interview with Angop, the head said that, there is the Agro-Industrial Center of Kapanda in the province of Malanje, with 411 thousand hectares, of which 33 thousand are set to Farm Punga Andongo.

Indicated that the Punga Andongo Farm has an area of 4,500 hectares of maize, soybean is also produced and are expected, briefly, the early production of beans and other legumes.

Punga Andongo on the farm, he noted, set up a processing plant maize in Fuba. Within the principle of complementarity, the production of grain maize, which is made on the farm, it is processed locally in Fuba and now leaves as the final product.

The engineer explained that the forest agro-industrial sectors are areas of production in large scale, infrastructure, built with public funds to create the conditions for agriculture.

Governo Apoia Camponeses da Lunda Norte Com Créditos

Dundo – Um crédito de campanha agrícola, estimado em 350 milhões de dólares, será implementado pelo Governo angolano para ajudar, sobretudo, os pequenos camponeses, as associações e cooperativas.

O anúncio foi feito pelo ministro da Economia, Manuel Nunes Júnior, quando, em representação do Presidente da República, José Eduardo dos Santos, discursava no acto central do Dia da Paz e Reconciliação Nacional (04 de Abril), assinalado hoje (sábado), que decorreu na cidade do Dundo, província da Lunda Norte.

“O governo está a ajudar os camponeses e vai continuar a ajudar. Dentro em breve vamos fazer com que os bancos concedam empréstimos aos camponeses para que eles possam comprar enxadas, os adubos, as sementes, para produzir e pagar o empréstimo com o produto do seu trabalho”, afirmou.

Segundo ele, os angolanos podem produzir os principais produtos alimentares de que precisam, sem ter de depender de importações para os principais bens de consumo. “O nosso governo está a criar condições para que rapidamente alcancemos a auto-suficiência alimentar”.

“Vamos ajudar também com empréstimos para investimentos, para que os produtores agrícolas médios possam comprar equipamentos e melhorar a qualidade da sua produção”, argumentou Manuel Júnior relativamente aos trabalhos do Governo.

Anunciou ainda que o Governo vai aprovar o programa de promoção e desenvolvimento do comércio rural, que permitirá, entre outros, o escoamento dos produtos até as zonas de consumo.

Government Supports Farmers in Lunda Norte With Credits

"The government is helping farmers and will continue to help. We will soon make the banks give loans to farmers so they can buy hoes, fertilizers, seeds, to produce and pay the loan with the proceeds of their work, "he said.

According to him, the Angolans can produce the most food they need without having to depend on imports for key consumer goods. "Our government is creating conditions to quickly achieve self-sufficiency."
