La spina3 è semplicemente un'area della città (via livorno,corso Mortara,via Orvieto..ecc...) che è stata chiamata così per comodità urbanistiche. Quindi c'è già.
Praticamente tutti i progetti di quest'area sono o ultimati o in via di ultimazione. Considera infatti che per le olimpiadi tutta la zona deve essere libera dai cantieri.
