It's because they have already been big metropolises when cities elsewhere were tiny and then expanding fastly and thus had to expand vertically. We had the luck that most cities expanded before the "fashion" of building highrises.

They don't stand in the heart of the City. They are close but not THAT close. This angle can fool one into thinking that.

I saw some pictures from certain angles that made Canary Wharf look like it was located next to the City.

Barbican towers are probably the most interesting and unique part of the London skyline along with this giant *****.
