i don't quite get the whole picture of this project. Is it meant to be 400m building next to a stadium or is it an air port or shopping mall (as it looks like it in the photos)

Very cool! Looks very similar to Hong Kong's ICC, but with cleaner, smoother lines. I hope this gets built.

I don't know, because the name in Chinese means "Olympic Stadium Plaza", so maybe it's a commercial development around an existing stadium. It's all very conceptual right now.
