Does anyone know why there are so many tall buildings right along Yeoui-daero and almost none anywhere else on Yeouido (aside from the 63 Building, of course)?

Maybe it has something to do with air rights, though I dunno. What are the laws for building tall buildings in Seoul? Do they have air rights there too?

There is no air rights or whatsoever. The only logical thing that I can come up with is that the area was never meant to be an office space. That's why you see all the new projects are actually built in central yeouido. The area around KLS63 is completely formed by swanky residential blocks. There is even a jimsilbang (Korean sauna) just right across the road from KLS63, and that's something you don't see in the major office blocks. Jimsilbangs are mostly concentrated in small streets and next to shopping arcades and large residenial blocks. So that explains why office towers and very tall buildings are not built in that part of yeouido. It has its charm, and I think Seoulists are aware of that.

But then I wonder why the 63 Building was ever built there in the 80's, as opposed to maybe Jongno (seeing as Gangnam/Seocho didn't start building up until later), and why it's building up now so densely in one part, and not at all in the other parts of the island. It just seems strange to me.

As far as I know, Yeouido was an airfield outside of Seoul before Kimpo airport had built.

In late 60s and early 70s, Yeouido was planned and developed as a new city which consists of half residential area and half commercial area.
With broad a straight roads, clean main streets, a square, it was quite a well-planned and ideal place for the citizens unlike central Seoul at those days.

You know, ironically, many korean people got shocked when new apartment blocks appeared for the first time at Yeouido. Its design was so modern and out of this world at those days, even though they are treated badly as ugly boxy residential buildings these days.

Unfortunetley, 63 building broke the law and built in a residencial district in early 80s and afterward residential district and commercial district are mixed up in some areas and became messy because of politicians and privileged conglomerates.
There is a rumor that politicians received lots of money in bribes from a construction company in exchange for business favors at those days.(I am not sure of it.)
If that is true, it is really a shame.
