Berjaya Jeju will be the master developer of the 74.37ha Yerae Resort-type Residential Complex in Jeju, South Korea, over eight to 10 years

BERJAYA Land Bhd is partnering the Jeju Free International City Development Centre (JDC) to develop a US$3.6 billion (about RM11 billion) resort-type residential and commercial complex in South Korea.

Berjaya Jeju Resort Ltd is an 81:19 joint venture between Berjaya Leisure (Cayman) Ltd and JDC.

Berjaya Jeju will be the master developer for the development of 74.37ha in Yerae-Dong, Seogwipo-Si, Jeju.

The Yerae Resort-type Residential Complex will be developed over eight to 10 years, Berjaya Land said in a statement yesterday.

The development, costing US$2.6 billion (RM8 billion) to build, will comprise 600 mid-rise apartments, 200 villas, 500-room resort hotel and serviced residences, and a full-fledged casino with 500 rooms.

Other components include a commercial facility and shopping; indoor arena and dining amenities; a health, medical centre and spa resort; cultural village; and other recreational, private and public facilities.

The casino, a key development, will be built in the early phase of the project.

Berjaya Jeju, which will have an initial paid-up capital of US$30 million (RM95 million), will enter into a sale and purchase agreement with JDC to buy the land from JDC for 72.1 billion won (RM230 million).

Following the acquisition, JDC is required to con-tribute not less than US$4.5 million (RM14 million) worth of improvements to the land in the form of infrastructure such as roads and parks.

Berjaya Land said that the development cost of the project will be financed through equity, borrowings and proceeds from the sale of housing units developed under the project.

JDC is a statutory agency established within South Korea's Ministry of Construction and Transportation.

It oversees the development of Jeju.

Planning to invest 2 trillion won by 2015

Berjaya Jeju Resort, a Korea-Malaysia joint venture that will develop the Yerae Recreational Housing Complex in Jeju Island has been established. Thus, it is expected that the promotion of the core project for Jeju Free International City will accelerate.

On August 11, the Jeju Free International City Development Center (JDC) reported that Berjaya Jeju Resort registered its corporate establishment with the Jeju District Court on August 8, following the completion of the administrative procedures.

For the joint venture with initial capital of 30 billion won, Berjaya Leisure, an affiliate of the Berjaya Group, invested 24.3 billion won (or 81% of the equity stake), while JDC invested 5.7 billion won (or 19% of the equity stake). The Berjaya portion of the investment, i.e. $24.3 million was deposited on August 4. It is the largest amount of foreign direct investment ever made since the launch of Jeju Free International City.

Last April, the two sides signed a contract concerning the basic direction of the project and matters related to the establishment and operation of the joint venture. Both sides have followed procedure, including agreement on the final business plan and the development plan, reporting the business combination to the Fair Trade Commission, the foreign direct investment, paying up stocks, and the underwriting of stocks.

The newly established company plans to sign the land supply contract and finish the procedure for obtaining approvals and authorizations by the end of this year so that it may start the work early next year.

At a press interview concerning the establishment of the joint venture, Jeju Governor Kim Tae-hwan said, “The Jeju Special Self-governing Provincial Office will provide positive support for the Ethnic Chinese Capital Attraction Taskforce, which was launched for successful attraction of foreign capital. We will make positive efforts to persuade the central government in connection with the need for incentives for investors.”

JDC Chairman Kim Kyung-taeg said, “This is a great feat achieved in the nation’s tourism sector when the amount of investment in Korea made by foreign businesses is decreasing. It will have a positive impact on ethnic Chinese considering investment in the country or Jeju Island, in addition to enhancement of the degree of recognition of Jeju Island as an investment target.”

Berjaya Jeju Resort plans to hold a ceremony to install the signboard in its office in Nohyeong-dong, Jeju City on August 20, with Berjaya Group Chairman Tan Sri Vincent and directors attending.

The Yerae Recreational Housing Complex obtained approval for its development plan in 2005. The plan is for construction of a world-class hotel, condominium, medical/recuperation facility, shopping center, casino and cultural facilities in the 744,000-㎡-sized site near the Jungmun Tourist Complex in Seogwipo through investment of 2 trillion won by 2015.

For developer Berjaya Land Bhd, it was love at first sight when it set eyes on the honeymoon haven of Jeju Island in South Korea — it moved fast to acquire the 183-acre prime freehold tract last year. A luxurious integrated waterfront resort, with a gross development value (GDV) of RM11.511 billion, is poised to take shape by year-end on the hilltop site strategically situated along the coastline of Yerae-dong.

Named Berjaya Jeju Resort, it will be mixed developments comprising resort residences, retail and commercial lots, a resort and casino hotel, a wellness and spa village, a cultural event centre and an indoor arena and theme park.
According to Berjaya CEO Datuk Francis Ng, the developer's foray into Jeju Island started when Berjaya Corp Bhd chairman Tan Sri Vincent Tan saw an advertisement in Forbes Magazine by Jeju Development Centre (JDC) announcing a public tender for the site sometime in February 2007.

JDC was then negotiating with investors from Hong Kong (a consortium of 10 companies), Singapore and Qatar.

During the local media visit to the site early this month, JDC chairman Kyung Taeg Kim said it is easy to work with Berjaya as decisions are made quickly. JDC was formed by the South Korean government in 2002 to embark on projects that will promote tourism and economic growth in Jeju. The government foresees Jeju being fully transformed into an international city and, towards this end, has rolled out six core projects (see page 8) to be managed by JDC. Many incentives are being offered to attract both foreign and local investors (see box).

Kyung says so far, Berjaya is the largest foreign investor in the island and JDC wants to ensure the project succeeds.

It all happened quite fast. In June 2007, Berjaya representatives visited South Korea for the first time and made four to five presentations. Subsequently, Berjaya and JDC signed a memorandum of agreement on July 6 the same year. Under the pact, Berjaya secured exclusive rights to negotiate with JDC. This resulted in a joint venture between Berjaya (81%) and JDC (19%).

Yerae-dong is at the southern tip of Seogwipo City, about 40 minutes from Jeju International Airport. The site was set aside solely for foreign direct investors. It is beside Pinx Golf Club, the second most expensive golf club on the island. The 18-hole golf club is limited to 440 members, with secondary memberships being sold at US$300,000 (RM1.1 million) each. A round of golf costs about US$150.

Why did Berjaya choose to invest in Jeju Island?

"The Korean dream is to play golf and own a house in Jeju. Put it this way: there's a local saying that if you don't come to Jeju, you aren't Korean," says Berjaya's Ng. He adds that the place enjoys a tax-free status (no property tax for the first 10 years for foreign investors). Jeju has 24 golf courses in operation and 10 more will be opened soon. According to Ng, within a two-hour flight radius from the island, there are about 750 million people living in the surrounding cities in China, Japan and South Korea (see map on page 8).
In presenting the masterplan, architect Reno Lee, director of DP Architects Sdn Bhd, says the development is divided into five zones — Northgate 1 and 2 and Southgate 1,2 and 3. "The resort is based on four concepts — earth, fire, wind and water," he adds. The site is beside a firefly reserve, which is a tourist attraction.

Northgate 1, named Creek Resort, will consist of 376 units of mid-rise apartments with private landscaped courtyards. Capitalising on the view of the valley and Yerae Stream, Northgate 2 (Valley Resort & Wellness Resort) will have 300 units of 5 to 7-storey high mid-rise resort apartments. There will also be a medical centre, a rehabilitation and preventive care centre and specialist medical suites.

Southgate 1 will comprise a casino, a casino hotel, a 4-storey shopping mall and an indoor arena. The 27-storey casino resort hotel will offer 500 rooms, while the indoor arena can accommodate about 6,000 people. The casino resort hotel will be operated by The Ritz Carlton.

Southgate 2 will feature a 50-storey hotel residence with 200 units, and a 38-storey five-star hotel with 300 rooms and 128 hotel suites. It will include a 4-storey podium housing function rooms, ballroom facilities, and high-end commercial and retail outlets.

Southgate 3 will offer 98 Ocean resort villas, with built-ups of 388 to 541 sq m, and 18 Ocean semidees of 463 sq m, with direct views of the East China Sea. The gated development will house a resort-style clubhouse. Lee says the plots for villas facing the coast are larger and the existing boardwalk and road will remain. He adds that owners prefer houses facing the southeast and southwest, as those facing the north are believed to be in the path of the cold wind.

"We are selling everything except the hotel and casino complex. Currently, the tallest structure in Jeju City is a 22-storey block. We have earlier planned for a 20-storey hotel, but recently submitted a proposal for a 50-storey hotel. We expect to get approval by next month," says Ng, adding that Berjaya aims to make the hotel an iconic landmark in Jeju Island.

He says construction may be divided into three to four phases, depending on demand. Phase one will consist of apartments and condominiums. "The number of units has not been approved by the authorities but we expect to get it by next month," he adds. However, plans are for units with built-ups of 1,800 to 2,500 sq ft. The units have three to four bedrooms and prices will be US$500 to US$600 psf. "We want everything to be sold at a reasonable price," says Ng.

The estimated GDV is RM1.5 billion and construction is expected to begin in December, while sales will commence after the Chinese New Year.
Phase two includes a 200,000 sq ft casino (excluding the supporting area). "We have spoken to casino operators from Las Vegas, as well as big names from Macau, and we hope to finalise the details and confirm them within the next three months," he adds.

There are now eight casinos in Jeju, mainly targeting the Japanese. Koreans are not allowed in the casinos. "Hopefully, the government will allow Koreans into the casinos, except maybe Jeju residents," says Ng.

Berjaya currently has ongoing projects in Malaysia amounting to a combined GDV of RM11.99 billion in both residential and commercial sectors. This includes future projects (subject to approval) with a total GDV of RM8.388 billion in Pahang and Kuala Lumpur (Taman Tasik Desa and Sungai Besi).
Berjaya's overseas projects in Vietnam, China, Thailand and South Korea have a total GDV of RM62.039 billion. In Vietnam, the developer will undertake mixed developments, such as hotels, office towers, commercial centres, residences and schools. The development area in Vietnam is more than 4,700 acres. In China, Berjaya has a mixed development project on a 76-acre tract, with a GDV of RM1.58 billion. In Thailand, its mixed development on a 660-acre site in Bangkok has a GDV of RM2.47 billion.

Free International City

Jeju is the biggest island in South Korea, about two times larger than Hong Kong and three times bigger than Singapore, and home to a population of 560,000. Jeju has four distinctive seasons throughout the year, and only about 30% of the island can be developed. The South Korean government designated Jeju as a Free International City in 2002 and a Special Self-governing Province in 2006. Thus, Jeju enjoys a high level of self-governing authority except for national defence, foreign affairs and administration of justice.

"This year, we expect six million visitors to come to Jeju, of which 85% are local and by 2013, we are expecting about eight million tourists," says S K Ko, JDC executive director (project-promotion division). Jeju is the top five favourite destinations for Chinese travellers. He says visitors from China do not need a visa for direct entry into Jeju. With the visa-free entry policy, there has been a 24% increase of Chinese visitors in 2007.

"Berjaya's investment in Jeju shows that the island will be the next playground for the Asian dragons," says Ko. He adds that once the six core projects are fully developed, there will not be much land left to develop.
When asked if the current global economic crisis will have an impact on JDC's plans, Ko says some investors might think it is risky to invest. "In the wake of the crisis, there are two important developments — risks and opportunities. Buy and build now when the price is cheap. In three years when the market goes up, you can sell at a higher price. It is the right time to invest if investors have enough money," he says.

Jeju attracts some 5.8 million tourists annually and has drawn an estimated US$3bil of foreign direct investments to date.

Woo says JDC is currently “designing” Jeju to be a free international city via six core projects.

They are the Jeju Science Park, Myth and History Theme Park, Seogwipo Tourism Port, Resort-type Residential Complex, Healthcare Town and English Education City.

By 2011, when the first phase of Jeju Free International City international project is completed, about one million foreign tourists will visit South Korea annually while domestic tourists are set to double to 9.4 million yearly.

예래휴양주거단지 조성사업이 내년도부터 본격 시행될 것으로 전망되는 가운데 논짓물 지하수 보전대책 마련이 시급한 실정이다.


예래휴양주거단지 조성사업은 말레이시아의 버자야제주리조트(주)가 오는 2015년까지 총사업비 1조8037억원을 투입해 예래동 일원 74만4000㎡ 부지에 휴양. 관광. 의료 기능이 통합된 ‘휴양형’ 주거단지를 조성하는 사업이다.


현재 한국지질자원연구원에서 용천수 영향조사를 실시하고 있는 가운데 H지구 내 50층 레지던스 호텔은 영향이 미미하지만 같은 지구 38층 규모의 리조트호텔은 논짓물 지하수에 직접적인 영향을 미치는 것으로 알려지고 있다.


서귀포시 관계자는 “현재 리조트호텔이 들어설 자리가 지하수맥이 있는 곳으로 이 호텔이 들어설 경우 지하수의 흐름 변경이나 용천수량 대한 변화가 우려된다”고 말했다.


이에따라 박영부 서귀포시장은 최근 말레이시아 버자야그룹을 방문, 탄스리 회장에게 논짓물 등 건축물에 따른 용천수 정밀 조사결과에 따라 건축계획을 재검토해 논짓물의 보전방안도 함께 강구해 줄 것을 당부했다.


박영부 시장은 16일 “버자야측이 건축물의 고도 또는 위치를 조정해 반드시 논짓물을 보호하겠으며 그 밖의 건축물도 당초 계획대로 추진하되 논짓물 등 영향이 최소화되는 시공방안을 강구하겠다고 답했다”고 밝혔다.


이밖에 버자야측은 조속한 개발을 위해 다음달 착공식을 갖고 내년 3월부터 건축공사를 시작해 개발 사업에 차질이 없도록 하겠다는 입장도 밝힌 것으로 전해졌다.

한편 예래휴양주거단지에는 호텔과 콘도, 카지노호텔, 전문병원, 기타 상업시설 등이 들어선다.
