No chance. 1WTC needs only one more jump to be taller than 4WTC will ever be. There's no chance that 4WTC will be at any time taller than 1WTC.

But it may be topped out before 1WTC therefore it will be officially counted as the tallest until 1WTC is topped out

That might be. It's kinda hard to guess which one will be topped out sooner since both have approximately the same ammount of meters left to reach the top. In the end it all depends on the details of the structure and the core
