NYC Human Resources Takes 582,000 SF at 4 WTC

NEW YORK CITY-The New York City Human Resources Administration will be consolidating and relocating its executive and administrative staff to 4 World Trade Center in early 2015, city officials confirm to GlobeSt.com. A source close to the deal but not affiliated with the HRA says the NYC HRA will take 582,000 square feet on floors 22 to 35 in the 2.3-million-square-foot tower, making it the second largest government tenant here.

Connie Ress, deputy commissioner for communications and marketing at the NYC HRA, tells GlobeSt.com that the HRA will move from its three current locations at 180 Water St., 2 Washington St. and 250 Church St. “It was communicated to all of our staff late yesterday,” she says, noting that the move will not affect the HRA’s 75 care sites throughout the five boroughs.

“We are a very large agency, and all of our frontline staff help people in all of those sorts of sites. This move is simply the executive and administrative staff.” The source says the HRA's three current office locations total approximately 700,000 square feet about 3,000 employees will be making the move to 4 WTC.

In 2006, the city agreed to lease the property with Silverstein Properties, but an agency was not yet established for the space. The agreement calls for rents starting at $56.50 per square foot. The class A building--to be completed 2013--will also be occupied by the Port Authority of New York and New Jersey.

So Larry is running out of space at 4WTC. This looks promissing for towers 2 and 3

Yes, but it always was. 581k lease from the City of NY, and 600k from the PA.

Sadly this is not a new lease. This is just further details about the original city's lease in the tower. We knew the City of NY was taking space, but not which "department" was occupying it.

So 2/3 of the office space is rented? Sounds not so bad.. I hope there will be enough demand so that at least one of the towers 2 & 3 continues to grow and doesn't stop next year

Is there a minimum requirement for how much this tower has to be leased before Larry is willing to focus on leasing 2 and 3? Would it be about 75% or so or and actual number like 1.5mill sqft or more?

I don't believe Silverstein has any magic number before he'd take on a major tenant for T3 without having T4 already leased up. 4WTC is financially viable with it's leases as is. I'd be amazed however if he started T2 without T3 and T4 nearly fully occupied though. Having three big towers in a row all half filled is pretty risky. He also wouldn't have much leverage in securing higher rents with so much empty space available.

So I'm sure he'd like to fill up T4 before focusing too much on T3 or T2. Interestingly enough, Silverstein isn't even advertising T3 on commercial RE websites like loopnet, but he is listing T4. That doesn't mean companies aren't able to lease it T3, but it does show Silverstein is more interested in 4WTC at the moment.

No doubt Silverstein is negotiating behind the scenes with potential anchor tennants for 2 and 3WTC. But unless he has a deal locked up for at least 30% of either tower, there's little reason to advertise because he's not building on spec. And the vacancies popping up across the street at WFC aren't helping either...

Class A. Those buildings aren't that old, considering the average age of most NY office space. Plus they are undergoing a huge renovation.

Ah okay thank you. I was thinking they were Class B. That will indeed be a problem for the WTC towers.

But the WTC is on a much more... "prestigious" (I can't think of the right word) location and would offer a better view, so maybe the WFC may not be as much of a threat as I'm thinking.

the WFC doesnt necessarily have a worse view than the WTC. the WFC is right next to the water which is a deffinite bonus in terms of the buildings' views.
