Great job! I don't wish to nitpick, but figure you want to be as accurate as possible, the PA is taking the lowest floors, 16-30 (7-21 old floor count). NYC Human Resources is taking floors 31-43 (22-35 old floor count).

The stacking plan was made back in 2007 when the first version of the tower was being used, perhaps they changed of mind and decided to take the lower part while the NYC HRA would take the upper... any more sources confirming this movement?

The article I linked to was from Oct 2011. I'll have to dig through the PA board meeting minutes to find the PA's 4wtc lease details, I know their in there. It detailed their exact size, lease terms, etc.

I know it was much more recent than 2007.


Edit, here is the PA's lease terms from the PA board minutes, Aug 26, 2010. http://www.panynj.gov/corporate-info...ug_26_2010.pdf, page 209.

"The Port Authority would agree to move its occupancy to the low-rise portion of T 4.
The Premises would consist of floors 7 – 21 (15 floors total), which would be deemed to
contain 600,766 rentable square feet. This move would allow SPI the ability to
consolidate a larger block of space above the PA space for lease to private tenants,
allowing the building potentially greater revenue to enhance building value and reduce
the Port Authority’s risk (and increase the Port Authority’s future overall capital
participation).
Rental Revisions:
The rental provisions of the PA T4 Space Lease would be revised to reflect a starting
fixed annual rent of $65 per rentable square foot, increasing by 10% every five years of
the initial 30-year term."

There already is glass cladding at the base, but the glass is almost transparent, really difficult to spot!
