One World Trade Center is almost certainly topped out. It just depends on If the antenna will be counted in its total height. And 3 World Trade Center isn't delayed yet.

The memorial is the best part of this entire project. In the last year and a half, all these photos have shown just how carefully everything was arranged and rotated to fit together. Take the above photo for example: the trees open to the memorial, framing the giant 4WTC just beyond. So beautiful.
