They just decided to make it 978 feet. The definition of supertall isn't so important for designers and developers.

Lets not lose sight of the fact that the developer will have two supertalls next to this one. So the fact that this one is a little short of the title of supertall, it's very close, and it's neighbors will be taller.

If this was Silverstein's sole tower at the WTC, he probably would've been more inclined to make it taller.

It is still under construction. The external elevator has only been partially removed. The remainder is still up so that the tenants can fit out their floors.
