Yeah I would have to say the site of 4 WTC is more significant than 7 WTC because the original 4 was where the new one is and was part of the master plan when the original WTC was being designed and built. 7 WTC was just an afterthought to expand the complex.

Wrong, the former WTC7 housed a ConEd substation and telecomunication stuff. That´s why it was rebuilt so quickly compared to the other towers. Means, 7 is more important.

What are you talking about? I'm talking about significance symbolically speaking. 7 WTC was not originally a part of the 16 acre site so it isn't as symbolic as the six buildings that stood there prior to 9/11. Just take a look at Yamasaki's model. Do you see 7 WTC in there? As far as importance goes, the Con Ed electrical substation was more of a priority and asset to Lower Manhattan than 7 WTC itself. The original substation was there since 1967. The building was just a bonus and an afterthought like I previously mentioned.

To me both are equally iconic, and both are equally beautiful.

Anyway, there have been surprisingly few photos of the progress of cladding for 4wtc's infamous elevator gap.

No. It was rebuilt first simply because the insurance issues surrounding the building 7 site were non-existent compared to the main WTC site. Also, the ethical issues were much simpler since no one died as a direct result of the original building's collapse.

I do think the OP was correct.
At the least, that was the reasoning given, so one ought to be more inclined to believe that.
