one of the first floors almost finished, looks good.
I'm a bit disappointed though, I thought the construction speed was going to be a lot faster than this.
A floor done in one or two weeks.
But hey at least there is progress, as long as the construction isn't on hold!

Their going slow because of lack of financing. Hopefully they will get things worked out with the PA and it can get going full speed.

no, 4WTC is paid for. this will likely start out slow and then pick up speed when the base is finished.

4WTC is not paid for. Silverstein was asking for loan backstopping from the PA (and for 2WTC) during this recent arbitration dispute. A reliable rumor posted earlier stated they are only bulding up to the fourth floor.

Huh? Where did this "rumor" come from? No one's posted anything about that here, SSP, nor Wired New York. So I'm having a lot of trouble seeing where that is coming from.

It came from WNY a few months ago. However, since they put the second crane up I think this thing will be built to completion.

Maybe. But one, it's a very sketchy sounding rumor. Two, I don't see how it's possible they don't have money for this building, they wouldn't have started construction if they didn't.

to the fourth floor no I don't think so. this building going up as design, tower 2 on the other hand that's something different. Its like Onn said I haven't heard anything about in the paper or on the net.

RKOwens44 posted the rumor from a well informed source, saying the workers had been told they were going up to the 4th floor and stopping.

Although 4WTC has leases with the PA and city of NY, their still isn't a construction loan for the rest of the building. The below grade work and retail/lobby floors are probably being paid with the insurance settlement money.

4WTC will be built. Silverstein just needs to work it out with the PA.

i'm pretty sure 4WTC is going to be built to its full size, eventually. the troubles are with 2 and 3WTC... only rumors about them, still no reliable news at all. i guess we'll have to wait till the final results of the current arbitration come out.

Probably because the first floors are the retail/lobby/mech levels. The upper floors are for offices. It's as good a place to stop as any if you can't afford to pay for the rest of the construction.

But the building is not designed to be halted at 4 floors, it doesn’t make any sense. They wouldn't have started building if they weren't going all the way.

Boy this is getting blown way out of proportion. 4WTC is going to be BUILT. They are only stopping at the 4th floor until financing is in place. After they have the money, the rest of the tower will be built.

Silverstein asked for the PA to backstop the funding for 2 and 4WTC during the recent arbitration. The PA counter offered to backstop all of 4WTC and part of 2WTC. 2WTC's financing was dependent on Silverstein finding $700-800 million in the private markets. That's impossible right now, and Silverstein balked at the proposal. Either Silverstein and the PA find the middle ground themselves within the next 45 days, or the Arbitration panel will.
