Two main reasons were the beauracracy and deciding on the design of the building. Construction probably could have started around 5 years after 9/11 but it took years longer for the Port Authority to excavate the site (and even THIS took longer than expected because they discovered a huge hole in the bedrock below the World Trade Center that was created during the last ice age that no one ever knew about, and so it took a while to fill it in). It took about a year for the basement levels to reach street level, which is normal.

Now they're finally starting on the above ground steel. The podium floors for any building usually take longer than the upper floors. It was the same for 1WTC and the Goldman Sachs building. There are 4 floors in the podium of 4WTC. They're done with the 1st (lobby) floor and the 2nd floor slab and are now working on the 3rd floor slab (as you can see in the pics above). It took a long time for construction of the building to START, but once it started it's been moving at a totally normal pace. They should be done with the podium sometime around the middle of summer, and then the upper floors should rise at about a floor a week. There are 64 floors in the building. So if they start working on the 5th floor on, say, July 1st 2010 then they should be on the 57th floor by July 1st 2011 and should reach the 64th floor around the end of August/beginning of September 2011, just in time for the 10th anniversary.

I don't think it's up to the 3rd floor. That angled horizontal beam looks to me like the ceiling for the Greenwich st side lobby.

The pace of construction on this one is going to depend on the PA backstopping the financing (which it has offered to do) so he can get the rest of the construction paid for and Silverstein being able to sell his Liberty Bonds. I doubt he really needs or wants to finish it real quick. The transportation hub, Greenwich St, and the VSC are all behind schedule. What good does finishing a tower if all the surrounding pieces aren't ready.

No way I see this being topped out by next year's 9/11 anniversary.

Are the floors below ground level going to have much car parking at WTC 4? That would be a bit of a security risk.

What I said is that they are up to the 3rd floor slab. The lobby slab is the cement at street level. The 2nd floor slab is all the steel that has been put in place over the last two months or so. And they just started working on the beams which will create the floor for the 3rd floor (or, the ceiling for the 2nd floor, depending on how you look at it).

There will be some below Towers 2-4, but it'll probably follow the same rules that were put into place following the car bombing in 1993 in the parking garage below the WTC, where it was only open to tenants and trucks going to the loading docks. There will be no parking spots within @300 feet of 1WTC though, at least.

i know ... it was just telling that in those past few weeks there wasn't no new stell adictions to the core of the wtc 1... neither visible work there... at least in wtc4 there are visibles updates!
