Yeah, it was a pretty stupid article. This building doesn't "need financing" in the traditional sense. The entire cost of the building is covered by insurance money from 9/11 and the government-backed bonds. They already have the bonds, they just haven't sold them to the public yet because they think they can get a better interest rate if they wait. No interest rate would cost more than stopping construction, so no matter what, they'll issue the bonds before it becomes a logistical matter.

Put another way, they already have the loan check, they just haven't cashed it yet.

Another thing to consider is that these are freshly transplanted oak trees. Oaks are typically one of the last trees to bloom each spring. And being transplanted recently makes them a bit hampered this year as well.

On the subject of insurance, do you know who will be insuring the new structures, or what it will cost?
