Why does it matter if the cladding is for ventilation and facing the memorial? (Honest question)

Is a sheet of glass better looking than metal fins? Personally, I find glass cladding to be the tackiest cladding. But admittedly that is a completely subjective preference. Grills or grates makes the space less sterile by adding texture rather than a featureless glass plane.

Also, 1wtc has a base that also looks like ventilation grills with some glass fins added on top. Then there are the ventilation structures actually on the memorial grounds...

Ventilation is fine, what's facing the memorial now look like exhaust pipes which might spew disgusting discharge out over the park

Its an office building not a coal plant....those are most likely for steam.

Asked in the interview about starting WTC 3 tower:

Silverstein has rights to develop three of the four towers planned for the 16-acre (6.5-hectare) site where the original World Trade Center stood before the 2001 terrorist attacks.

Silverstein said he is “very confident” about filling up the space that will allow him to build 3 World Trade Center to its full 80 stories.

“As soon as possible, because I’m 82,” Silverstein said when asked when he expects to fill the space. “I need to move this along. I want to enjoy the fruits of all these efforts. No time for green bananas.”

He declined to disclose potential tenants.

Silverstein needs to fill at least 400,000 square feet (37,000 square meters) at the tower, which is slated to have 2.8 million square feet, before the Port Authority of New York and New Jersey will help him finance the project.

Group M, a division of WPP Plc, the world’s largest advertising company, and law firm White & Case LLP have sent statements saying they are interested in taking as much as 1.1 million square feet combined at 3 World Trade Center, two people with knowledge of the negotiations told Bloomberg News in December.

Great to hear! Hopefully this building can begin rising again soon. Quick question: When a major tenant is found, how long would it take to get construction moving again? Is necessary equipment already on site, or would it need to be brought in and rearranged?

I think the equipment isn't on the site cause that would be a waste of the equipment. All the time that it would spend waiting there it could be on another site, perform its duties and gain money. Larry wouldn't pay big money for it to just sit there, that wouldn't be financially feasible

Wasn't there also an article a while back that said the steel was already finished and sitting in warehouses?

I forgot about that. I think he bought the steel for both tower 2 and 3 when steel was cheapest, expecting (correctly) that steel prices would rise before he could build his buildings, but it might have been towers 3 and 4 instead. But I also think that it was announced before the redesign, so I'll look for that article...
Actually I think it was just 4WTC. I can't find a single mention of pre ordering steel for this tower, only about Silverstein debating it in Q2 of 2011

PM, I believe you are correct. I remember reading that all of the steel for 3 WTC has already been purchased and is being stored. I'm not sure about to WTC.

Richard Rogers’ planned 80-story Three World Trade Center could come in a little short—okay, 73-stories short—if office tenants aren’t found for the under-construction tower by the end of the year. Crain’s reports that developer Larry Silverstein plans to cap the tower at seven floors and fill the podium with retail uses. If an anchor tenant is later found—as late as 2020—the building’s cap can be removed and construction resumed to reach its original height.

Experts said the economy is to blame as large-scale office tenants are reluctant to spend millions on new space. “The willingness of large-scale tenants to commit in this environment is limited because companies don’t want to go out and spend a lot of money,” Peter Hennessy, president of Cassidy Turley’s New York Tristate Region, told Crain’s. “It’s not the building; it’s the market.”
News of the potential capping comes as no surprise, as a 2010 agreement between Silverstein and the Port Authority dictated that the developer prelease 400,000 square feet and line up $300 million for Three World Trade before the agency would back the project’s debt. Silverstein’s adjacent 72-story Four World Trade Center by Fumihiko Maki pre-leased about 600,000 square feet of space and will be complete next year.

it is black, it's special venting cladding for the mechanical level.
