You are correct. The underground structure for the entire complex is interlinked; that's why it was essential for it all to get done per the agreement with the PA and SP. PA picked up the tab for it (the underground) plus the partial podium of 3WTC and will release more funds also per that agreement once the deal with Group M is finalized. As for 2WTC, well, that's the one that unfortunately for now is the "odd man out". But hopefully if the market improves Larry can get a tenant and therefore resume that one as well.

So basically, the Trans Hub will not be opened and fully operational until 3 and 2 WTC are completed?

No, the Transit Hub will come online around the middle-end of 2015...most likely end. 3WTC (most likely) by 2016 and 2WTC whenever. All the underground work was done because of the transit hub, that was a top priority.

Later than that, I'd say. I think most estimates are 2017 for it at the moment.

Exactly, all comes down to when it is fully restarted.

Of course the most complicated and time consuming portion of the tower is done which is nice.
